About this file

This is a Statement of Work (SOW) for the Headwaters Forest Reserve Trail Repairs GAOA Project issued by the Bureau of Land Management, Northern California District, Arcata Field Office.

The project requires comprehensive pavement rehabilitation of the Elk River Trail within the Headwaters Forest Reserve in Humboldt County, California. The contractor must furnish all labor, equipment, materials, supervision, and incidentals to complete the work within a 60-calendar-day performance period beginning after Notice to Proceed, with construction prohibited before September 15th due to Marbled Murrelet nesting season restrictions. Key tasks include mobilization; full-depth repairs of approximately 3,000 square feet; surface preparation and localized leveling; tack coat application per FHWA FP-14 Section 411; pavement conformance work at the Headwaters Education Center Barn requiring ADA-compliant transitions with no vertical deviation exceeding 0.25 inches over 10 feet; hot mix asphalt overlay with 1.5-inch compacted thickness using dense-graded HMA conforming to FHWA FP-14 Section 403 with either 3/8-inch or 1/2-inch nominal aggregate and PG 64-10 binder, compacted to at least 92 percent density; shoulder backing with Class II aggregate base; quality control and density testing by certified independent contractors; and demobilization. The trail, located approximately 3,060 linear feet from the trailhead, must maintain ABA accessibility standards. Environmental requirements include preventing sediment tracking, protecting coho salmon habitat, preserving any discovered archaeological resources, managing invasive plant species through sourcing aggregate from commercial suppliers with quality-control measures, and chipping green waste on-site with no biomass removal from the forest reserve. The contractor must comply with OSHA, federal, state, and BLM safety standards and submit a contingency plan, emergency response plan, quality control plan, and mix design prior to work commencement.

SOW 1.0 Background on the Government’s Requirement BLM Northern California District requires pavement rehabilitation of the Elk River Trail within the Headwaters Forest Reserve. The trail provides critical access to recreation, ecological, and historic resources and must maintain ABA accessibility standards.

The trail exhibits cracking, localized pavement failure, and shoulder degradation, see EX- 5 Photos. Without repair, deterioration will accelerate, resulting in unsafe conditions and potential sediment impacts to nearby federally listed coho salmon habitat.

This project includes targeted full-depth repairs, surface preparation, asphalt overlay, and shoulder backing.

A pavement tie-in at the Headwaters Education Center (HEC) Barn driveway requires a smooth, ADA-compliant transition between new overlay and existing pavement surface.

SOW 2.0 General Scope of Work The Contractor shall furnish all labor, equipment, materials, supervision, and incidentals necessary to complete pavement repair and overlay. See EX-4 Maps, and EX-5 Photos.

Place of Performance:

Headwaters Forest Reserve, Humboldt County, CA Trailhead: 40.692035°, -124.140856° HEC Barn: 40.689285°, -124.130697° (~3,060 LF from trailhead)

Period of Performance:

60 calendar days from Notice to Proceed (NTP).

Construction NOT to take place before September 15th because of seasonal restrictions on construction during Marbled Murrelet nesting season.

SOW 3.0 Overall Objectives Restore pavement integrity, maintain ABA accessibility, and prevent negative environmental impacts.
