About this file
This is a Statement of Work (SOW) for pavement rehabilitation on the Elk River Trail within the Headwaters Forest Reserve in Humboldt County, California, under a Bureau of Land Management (BLM) contract. The project is a GAOA (Gravel to Asphalt Overlay Activity) initiative managed by the BLM Northern California District, Arcata Field Office.
The scope of work requires the contractor to furnish all labor, equipment, materials, supervision, and incidentals necessary to complete pavement repair and overlay within a 60 calendar day performance period from Notice to Proceed. The work is located approximately 3,060 linear feet from the trailhead (40.692035°, -124.140856°) to the Headwaters Education Center Barn (40.689285°, -124.130697°). Key tasks include: (1) mobilization with pre-work site meeting coordination and mix design submission; (2) full-depth repairs of approximately 3,000 square feet with sawcut boundaries, removal to competent subgrade, minimum 6-inch aggregate base, and minimum 2-inch HMA compacted to ≥92% density with ≤0.25 inch deviation; (3) surface preparation including sweeping, crack seal application to cracks ≥1/4 inch, and localized leveling; (4) tack coat application per FHWA FP-14 Section 411; (5) asphalt overlay with 3/8" NMAS PG64-10 in one two-inch lift compacted to ≥92% density; (6) pavement conformance at HEC Barn requiring ADA-compliant transitions with grinding or tapering and no vertical deviation >0.25 inches over 10 feet; (7) shoulder backing with 2-inch Class II aggregate base compacted to ≥95% density plus one-foot taper; (8) quality control with independent certified density testing; and (9) demobilization with cleanup and final site walkthrough. The project must maintain ABA accessibility standards, prevent sediment impacts to federally listed coho salmon habitat, and comply with OSHA, Federal, State, and BLM safety requirements. The contractor is responsible for all environmental compliance, best management practices, hazardous materials handling, and property security outside business hours. Work is conducted Monday through Friday, 8:00 AM to 4:30 PM, excluding federal holidays, with any after-hours work requiring COR approval. Applicable standards include FHWA Standard Specifications, AASHTO Guide Specifications, and ASTM standards for asphalt materials and compaction testing.

SOW 1.0 Background on the Government’s Requirement BLM Northern California District requires pavement rehabilitation of the Elk River Trail within the Headwaters Forest Reserve. The trail provides critical access to recreation, ecological, and historic resources and must maintain ABA accessibility standards.
The trail exhibits cracking, localized pavement failure, and shoulder degradation, see EX-
5 Photos. Without repair, deterioration will accelerate, resulting in unsafe conditions and potential sediment impacts to nearby federally listed coho salmon habitat.
This project includes targeted full-depth repairs, surface preparation, asphalt overlay, and shoulder backing.
A pavement tie-in at the Headwaters Education Center (HEC) Barn driveway requires a smooth, ADA-compliant transition between new overlay and existing pavement surface.
SOW 2.0 General Scope of Work The Contractor shall furnish all labor, equipment, materials, supervision, and incidentals necessary to complete pavement repair and overlay. See EX-4 Maps, and EX-5 Photos.
