PERFORMANCE WORK STATEMENT

Introduction As the nation's largest water, biological, science and civilian mapping agency, the United Stated Geological Survey (USGS) collects, monitors, analyzes, and provides scientific understanding about natural resource conditions. This diversity of scientific expertise enables the USGS to carry out large-scale, multi-disciplinary investigations and provide impartial scientific information to resource managers, planners, and other customers. USGS staff in the field collect and analyze hydrologic, water quality, biologic, and geologic samples needed to understand the nation's resources. USGS vision is to lead the nation in 21st-century integrated research, assessments, and prediction of natural resources and processes to meet society’s needs.

The USGS Water Mission Area (WMA) is undertaking a project to implement a Laboratory Information Management Systems (LIMS) that supports data and workflows from multiple analytical laboratories (both production and research) within the Water Mission Area (WMA). The new LIMS solution will be built to a supplant the legacy LIMS system that no longer meets the needs of WMA. The new LIMS solution will need to integrate with other WMA enterprise applications or have its own processes, including:

• Importing analytical service requests from the field

• Disseminating LIMS data to other enterprise data systems like the National Water Information System

• Integrating with reference lists that curate common inputs

• Financial management systems for cost estimation of services, materials, and billing status

The purpose of this solicitation is to obtain products and services as described in this Performance Work Statement (PWS) for:

(1) Acquisition of a Commercial Off-The-Shelf (OTS) Laboratory Information Management System (LIMS) that is either under an open-source or closed-source license.

(2) Custom Application (CA) and OTS programming services.

(3) Training material, instructions, documentation, and users support to lab analysts, business analysts, field users, and application support staff will be necessary throughout implementation.

Performance Objectives The Government intends to award a single IDIQ contract through full and open competition resulting in an award with a set of task ordersthat lead to the initial implementation of the OTS LIMS solution in the 4 Fee-for-Service labs and is then enhanced with additional laboratories or functionality. The USGS will provide information for the successful offeror to incorporate or modify USGS business processes and workflows into the OTS LIMS and will customize the OTS LIMS or USGS-owned CA based on other USGS needs. The offeror shall provide technical services related to system architecture, database design, data migration, along with software development and product support and the related testing and training appropriate for lab/QA analysts and managers, field users, business analysts and operational support staff. Implementation is expected to be incremental, starting with the USGS National Water Quality Laboratory and WMA Fee-For-Service laboratories, and will be incrementally extended to other laboratories in future updates to the OTS LIMS.

Within the scope of this award, objectives may expand to incorporate other systems necessary for the operations of the laboratory environments. The initial laboratories and potential future laboratory types are identified in tables 1-1 and 1-2.

The Government may add additional laboratories as needed, subject to project work and funding availability.

Performance Work Statement The offeror shall provide a Commercial (or Open-Source) Off the Shelf (OTS), Laboratory Information Management System (LIMS), to integrate and manage the flow and processing of information and samples by multiple laboratories in the USGS Water Mission Area. The new LIMS will replace legacy LIMS databases, and spreadsheets currently in use. The OTS LIMS will introduce new functionality to better manage contract and in-house laboratory workflows, laboratory administration, quality assurance/quality control, billing, and laboratory data in accordance with best laboratory practices. The resulting LIMS solution must be user-friendly, customizable to an environmental sample-based environment, and configurable by USGS operational support staff. Using existing “As- Is” analyses conducted by USGS and the implementation team, the contractor shall suggest business process improvements that adapt and design USGS workflows to the LIMS software in accordance with best laboratory practices.

Workflows and inputs across the WMA must be part of a fully integrated LIMS “To-Be” solution, so that WMA staff, based on permissions, can retrieve and/or manage any data from the various laboratories.

A USGS analysis of the LIMS solution is expected to cover the production usage of the OTS LIMS. When in production, the initial LIMS solution will be accessed by up to at least 50 simultaneous staff members from 4 analytical laboratories around the US, and their associated business and field users (NWQL, Groundwater Dating

Laboratory, Reston Stable Isotope Laboratory, and Menlo Park Tritium Laboratory). The NWQL is comprised of four units: Analytical Services (including Nutrients, Metals, Volatile Organic Compounds/Gas Chromatography- Mass Spectrometry, Liquid Chromatography-Mass Spectrometry, Sample Preparation); Strategic Science; Support Services (including Sample Login, National Field Support Services); and Quality Assurance Section (including Contract Labs) whereas the other labs are inclusive of all functionality.

These laboratories within WMA LASD manage and analyze samples for a broad range of water quality and trace constituents, as well as isotopic compositions. Together they provide thousands of analyses each year supporting a broad range of water quality and availability assessments to USGS scientists, federal agencies, and their cooperators worldwide. Users of the LIMS system are comprised of field users who submit and track the progress of their samples analysis, laboratory analysts and supervisors, quality control specialists, and administrative support staff who handle billing and laboratory financial operations. The LIMS system will capture and track samples from submission by the field to reporting of, and billing for, results.

The USGS is looking for the offerors to respond with a comprehensive solution (OTS LIMS product and any custom application) for addressing laboratory needs around the following areas:

1. Project Management – The management of work performed for this contract, clarifies the scope, schedule, and budget information of each task order to ensure the highest level of quality deliverables, with appropriate communication and risk management applied to keep all stakeholders informed on threats and opportunities. An Agile approach is desired to provide flexibility in adjusting priorities minimizing waste and rework and maximizing delivery of higher quality and timely work.

2. Software Management – Software development is performed following agile practices. The solution follows best practices for software development and is appropriately updated at regular intervals. Any upgrades performed minimally impact production environments, and where impact to operations is necessary, timelines are agreed to ahead of time. Testing of the system functionality and performance prior to transition and deployment (or implementation) of updates is necessary to ensure all requirements have been met and a fully functional deployment will be successful.

3. Enterprise Integration – The solution is appropriately integrated with other supporting applications in the WMA enterprise environment. The integrations may either be manual or programmatic, must be well-documented, and must be updated appropriately with corresponding updates to either the OTS LIMS or the integrated application. The number and nature of integrations may evolve over the course of this contract.

4. Business Process Improvements – Obtains staff input in order to develop the To-Be workflows for lab analysts and administrators, field users, business analysts, and operational support staff. Develop business process improvement recommendations to optimize the integration and operation of the LIMS and associated USGS business processes.

5. Security – The solution adheres to all current Federal, DOI, and USGS security directives. The solution is updated in a timely manner when any new directives are identified.

6. Data Management – The OTS LIMS product is expected to cover the bulk of workflow and data management needs for the laboratories. As the core tool for laboratory data management, the solution is expected to allow for:

• Automated- and manual- entry of sample data (sample identification information, sample types received, and results).

• Manage task assignments of laboratory analysts with dashboard views for management of workloads.

• Provide robust visualizations of data within the LIMS as well as any historical or related datasets.

• Allow for manual- or automatic- entry of data from equipment that is either on the Government network, or air-gapped in a separate Government private network.

• Allow for appropriate quality assurance of data that meets best laboratory practices

• Allow for manual- and automatic- data transfers (files for users, communication with instrumentation, updates to enterprise data stores like the National Water Information System, Water Quality Portal, or ScienceBase).

• Manage static data (reference lists) via automatic or manual processes.

• Contract Laboratory data management including sample management, result management, and billing management.

7. External Data Capture and Import – The OTS LIMS or CA will have abilities to transform data from various laboratory equipment and external contract laboratories into the format necessary for ingestion to the new LIMS solution (either via API’s or batch file loading). Lab equipment may or may not be directly on the USGS network.

8. Sample Planning – A field user interface for project planning and cost estimation needs to include number of samples, bottle types and sample processing supplies necessary for sample collection, along with cost estimates, and holding times for obtaining results. Field users desire ability to easily select desired tests for a project with minimal data-reentry.

9. Sample Status – A field and laboratory dashboard that shows the status of the sample over its lifecycle (planned, received by laboratory, prepared by laboratory, analyzed by laboratory, released by laboratory, loaded into NWIS, available on web). Available QC data and relevant sample information (e.g., result value, qualifiers, RL/MDL, dilution factor) should be viewable and exportable via the sample status dashboard.

10. Sample Financial Status – A field and business analyst dashboard that shows the current financial status of the sample/result (estimate, billed, paid) for both in-house and contract lab samples.

11. Data Visualizations – The field and laboratory users need quick and flexible ways to access LIMS datasets (historical and current), as well as data from other WMA enterprise systems is an important capability. An example might be for field users to see all laboratory QC sample data (continuing calibration samples, method blanks, and reagent/matrix spikes, and analytical duplicates) associated with a particular analysis. Current enterprise architecture decisions involve use of tools like R, DREMIO and Tableau.

Software Engineering The offeror will ensure that all software and databases comply with all relevant Federal and USGS government requirements and guidelines, including enterprise architecture, security, privacy, disaster recovery, and others as stipulated in section Constraints, Standards, and Nonfunctional Requirements.

Documentation The offeror shall create and manage user documentation according to industry accepted best practices. The documentation shall be specific to the target audiences. Documentation should be logically structured and provide the target audiences with sufficient information to successfully perform the tasks specific to their roles and positions.

For all software provided:

1. Testers: The offeror shall provide sufficient documentation to support USGS acceptance testing.

2. Users: Context sensitive help information shall be available. Step-by-step descriptions for common tasks shall be provided in separate documentation.

3. System Administrators: For USGS-hosted software, all of the system tasks and procedures required to maintain the software within the USGS operating environment shall be identified and described. This will include, but not be limited to, software installation and update processes; procedures for backup, archive, and recovery; and assigning user access.

Additional requirements are described in Information Technology and Security section.

4. Application Developers: Documentation shall be sufficiently detailed according to industry best practices and include full descriptions of Application Programming Interfaces (APIs) as well as working examples.

Service Level and System Availability Within the USGS, the some or all LIMS software functionality is needed by approximately 1500 field users with 115 core laboratory users and only around 50 laboratory and field users are logged in at any one time. These users are widely distributed across the United State and Puerto Rico, and work in approximately 150 separate locations.

1. General User: User support will be tiered. USGS will provide first-level support for all USGS users. The Contractor shall provide second level support for issues escalated by the USGS first-level responders. Support shall be provided via telephone, electronic mail, and the Contractor’s customer-support ticketing system to allow access to a specialist for answering general system and application questions and assisting with software problems.

The Contractor shall be available by phone and email for all regular Federal workdays for an 8-hour contiguous period covering at least 11:00 AM - 4:00 PM local Eastern Time. The offeror shall respond to USGS within 48 hours of a phone call, email message, or support ticket submission.

2. Network Environment: System shall work in a distributed network environment with transparent access to information from any location within the USGS network, including by the use of VPN services.

CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (DEC 2015)

1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c) All information provided should be reviewed for accuracy prior to submission.

d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating

"No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date).

The contractor neither signed nor offered comment in response to this assessment."
