RFP 140G0223R0001 LIMS Solution Attachment E – Sample Project Proposal
Sample Project Proposal
Purpose The USGS anticipates onboarding multiple labs to the Off-The-Shelf (OTS) LIMS Product through the life of the IDIQ contract. While the initial set of task orders will authorize work towards the identified 4 laboratories, for the purposes of evaluating vendor responds, the integration of a single laboratory will be used for the IDIQ sample project pricing evaluation. The integration of this facility is representative the types of activities that will be performed on a reoccurring basis through the issuance of multiple task orders.
Scenario:
The Reston Stable Isotope Laboratory (RSIL) performs a variety of sample analyses for light stable isotopes (C, H, N, O, S, among others) in water and other materials, along with some concentration analysis, for 1500 scientists within the Water Mission Area, supports the global isotopic science community through the validation and distribution of reference materials and collaborates with research projects both inside and outside the USGS. There are six laboratory analysts that work in the lab, with one being a supervisor/lab manager, and is supported by an additional two research scientists. Login and quality control processes are shared among the laboratory staff. The Laboratory and Analytical Services Division provides one business analyst support person for financial and billing.
The lab provides 36 types of analyses and around 100 types of reference materials. The analysis portfolio grows by one to two new methods every five years and reference materials change on an annual basis. The lab logins in around 5,000 samples per year and produces around 10,000 corresponding results per year.
The equipment, analytes, and software used by RSIL is provided in the table below:
Instruments Analytes Data System Software Thermo Fisher Delta-V Plus and Delta-XP isotope ratio mass spectrometers with gas chromatographs, gas bench, and other peripherals
C, H, N, O, S isotopes of constituents of water and other matrixes.
Thermo Isodat and Qtegra
Thermo Helix-SFT isotope ratio mass spectrometer, SRS RGA-200 quadrupole mass spectrometer with custom inlet system
Concentrations and isotopes of He, Ne, Ar, Kr, and Xe dissolved in water. 3He from tritium decay.
Government-built Labview control and data processing system
VG-602 Isotope ratio mass spectrometer with custom inlet system
H and O isotopes of water Government-built visual C++ control and data processing system
Dupont 21-491 Isotope ratio mass spectrometer with custom inlet system
C and O isotopes of carbonate in minerals and water
Government-built visual C++ control and data processing system
Los Gatos Laser isotope ratio spectrometers (DLT-100 and TIWA-45EP) with liquid water autosampler.
H and O isotopes of water LGR data acquisition software
Digital Balances with USB and Serial interfaces
Routine weighing and measuring Government-built excel data collection sheets and built-in weigh logs to flash drives
The laboratory currently manages samples and data using on a government-built LIMS product for high demand analysis. For low demand analyses, spreadsheets are integral to the data reduction and reporting workflows. The government-built LIMS system is used for login, work planning, recording results, and producing reports. The current Government built LIMS used in RSIL is not expected to be replaced, however its purpose will change from
RFP 140G0223R0001 LIMS Solution Attachment E – Sample Project Proposal acting as LIMS to acting as a data reduction wizard to facilitate transforming lab equipment data into the new OTS
LIMS.
To ensure the OTS LIMS will function in RSIL, a gap analysis is required to confirm the functionality of the LIMS meets RSIL needs. This gap analysis will identify areas where workflows or processes should be modified in RSIL, identify any configuration or customization changes needed in the OTS LIMS to meet the USGS requirements, evaluate data migration needs for what should be migrated or integrated with the new OTS LIMS, determine working environment requirements for the OTS LIMS solution and process for achieving authority to operate status, and identify appropriate testing and training needs. This analysis will lead to a plan that identifies work to be complete and when to obtain production status with an emphasis on identifying work for the subsequent task order.
The government is not expecting any LIMS to be provided in a Software-As-A-Service (SAAS) model due to the FedRAMP requirements, however, should a proposal suggest SAAS, that would be reviewed, and the costing response should be modified appropriately. There are two potential hosting solutions the government can provide.
The first is working in the Amazon Cloud space using the Cloud Host Solution provided by the USGS, and the second is using the data center at the Center for Earth Resources Observation and Science (EROS) that provide cloud-like capabilities of provisioning systems. The specific LIMS computing needs will be developed, documented, and reviewed during the gap analysis.
Before the solution becomes operational, the government expects that some testing of modifications will be necessary to confirm either laboratory needs or LIMS functionally. The government expects that all users of this new LIMS will require training in new workflows and processes that take advantage of the new LIMS solution prior to requiring usage of the LIMS.
The RSIL LIMS contains data that goes back to 1984, with supporting spreadsheets dwindling prior to 2000. An evaluation of which fields in the RSIL LIMS and spreadsheets should be reviewed, and a determination should be made for which data should be migrated into the new OTS LIMS, and which data should be archived and made reviewable by the overall solution. This shall lead to the identification of the data migration work necessary prior to production usage.
Vendor Response Produce a total cost estimate to implement a new LIMS product for this lab. The cost estimate should consider all implementation aspects. Include infrastructure/licensing required to run the LIMS software, include a gap analysis to plan how to map existing workflows to the LIMS, implementation, testing, data migration, and training. Include in the estimate the identification of labor categories employed (Project Manager, Software Developer, Enterprise Architect, LIMS Subject Matter Expert, etc...) the number of hours per labor category, the cost of procuring use of a LIMS product, the annual maintenance cost, the user license model (Unlimited, per user, concurrent user limit), and the cost for 3 users during development of the solution, and the cost for at least 3 concurrent users when in production as well as field scientists ability to view status information on their submitted samples. Labor category costs should include the development period to get to operational status and then extend to one year of annual maintenance and any anticipated LIMS improvements.
Use any format that provides a breakdown of these elements:

Maintenance Costs Annual Maintenance in Year 1
