RFP 140G0223R0001 LIMS Solution Revised Factor H - Price
Revised Factor H – Price
The Total Price of the Sample Project Proposal (See Attachment E – Revised Sample Project) will be used for comparative evaluation of competitive offers.
The offerors price proposal will be evaluated separately from the non-priced Evaluation Factors listed above in the RFP. The government may consider all proposed pricing elements to determine if proposed prices are reasonable and/or realistic, including:
• Attachment E Revised Sample Project Proposal
• Attachment F The 10-Year Labor Category Worksheet
• Attachment G The 10-Year Licensing Worksheet
The individual fully burdened hourly labor rates will be further assessed for reasonableness. The sample project pricing will be evaluated for price reasonableness and may also be evaluated for realism as described below.
To ensure fair, reasonable, and balanced prices, the Government will perform a price analysis. Normally, adequate price competition establishes a fair and reasonable price. Price analysis techniques may include but not limited to:
• Compare proposals with the IGE/IGCE
• Compare proposals to each other
• Compare proposed prices with historical prices paid
• Compare proposed prices with commercially/publicly available information
• Internet search
• Catalog/market prices
• Compare prices with similar items, adjusted for differences
The Government will further review the license pricing to include the following:
• Predicable licensing costs that follow historical inflation or historical agency budget allocations.
• Perpetual, unlimited or enterprise licensing discounts.
• Licensing models that give the Government flexibility in future hosting and migration.
Additional information for Attachment E – The Revised Sample Project Proposal The proposed sample project pricing will be evaluated for price reasonableness and may also be evaluated for price realism based on the following:
• Overall cost to USGS/WMA compared to other offerors and the government estimate
• The proposed pricing includes realistic level of effort and costs for all elements described in the
Scope of work
