Statement of Work SOW

1.0 GENERAL

1.1 BACKGROUND

The National Weather Service (NWS) Eastern Region (ER) has a requirement for Roof Replacement.

The NWS ER provides weather, water, forecasts and warnings for the eastern portion of the United States, including adjacent waters and ocean areas, for the protection of life and property and the enhancement of the national economy. This Upper Air Inflation balloon launch Building (UAIB) is used to make timely meteorological observations which aids in this effort. Weather balloons are typically launched twice (2) per day; 6:00 am and 6:00 pm, occasionally with a greater frequency during select hazardous weather events.

New roof installations are necessary to prevent asset failures that could result in downtime, safety issues, and operational shutdowns. Focus is on preventing water intrusion from the exterior.

The upper roof portion on the building was replaced in 2025 following decommissioning of equipment on the roof. This center section was replaced with an Ethylene-Propylene-Diene-Monomer (EPDM) synthetic rubber membrane system.

This contract will replace two (2) of the three (3) remaining roofs on the single building. Both of these roofs are the lower roof portions of the building.

This work involves two (2) lower roofs and the top of the vestibule. The existing roofs have a Built-Up Roofing (BUR) System with asphalt-saturated sheeting and a gravel top layer. These roofs are on the left and right sections of the building (lower roofs) and on top of a vestibule at the rear entrance of the building.

1.2 SCOPE

1.2.1 The scope of work is to replace two (2) existing flat roofing systems with new roofing systems and also the top of the vestibule.

1.2.2 Work includes demolition and total removal of approximately 1,100 sq ft of an existing flat roofing system down to the concrete deck. The building will remain completely functional and must be fully protected at all times during the construction work. All ingress/egress to facility and pedestrian walkways must be maintained with overhead protection when construction is occurring at/over these areas.

The building will remain completely operational with staff during this work. All employees, visitors, building interiors and Government equipment must be fully protected at all times during this construction work.

1.3 OBJECTIVE

The purpose of this contract is to replace existing roofs which are beyond their life expectancy. A planned replacement is necessary to prevent outside environmental conditions from entering the building per industry standards. The new roofing system shall be 100% reliable and warranted by the roofing manufacturer for a minimum of twenty (20) years.
