About this file
This is a Soils Survey and Materials Report Addendum prepared by Geotechnical Engineering-Testing, Inc. for the City of Gulf Shores, Alabama, related to the Gulf Pines Phase I East 2nd Street Improvements project. The addendum, dated June 11, 2026, provides geotechnical recommendations for pavement construction in the side street parking areas. The report recommends a specific pavement buildup consisting of a Superpave bituminous concrete wearing surface layer (1/2" maximum aggregate size, 165 lbs/sy), a Superpave bituminous concrete upper binder layer (1" maximum aggregate size, 250 lbs/sy), a bituminous treatment layer, and a crushed aggregate base course (Type B, 6" compacted thickness). These recommendations are intended to facilitate future resurfacing of the roadway and supplement the original soils survey and materials report. The addendum was prepared by Curt Doyle, P.E., Principal Engineer at Geotechnical Engineering-Testing, Inc., and was directed to Paul Marcinko, P.E. at Jade Consulting, the project engineer overseeing the improvements.
All work on the E 2nd Street Improvements project must comply with the geotechnical recommendations outlined in this addendum as well as the original geotechnical report dated April 3, 2026. The specifications provided establish the technical requirements for pavement construction and are part of the broader project scope that includes asphalt paving, concrete sidewalks, drainage infrastructure, utility relocation, and landscape installation. Bidders responding to the City of Gulf Shores' sealed bid solicitation must incorporate these geotechnical specifications into their construction methodology and cost proposals, with bids due August 11, 2026, and a mandatory pre-bid conference scheduled for August 4, 2026.

Re: Soils Survey and Materials Report – Addendum #1 Gulf Pines Phase I East 2nd Street Improvements City of Gulf Shores
Mr. Marcinko:
Geotechnical Engineering-Testing, Inc. (GET) is pleased to provide this addendum to our soils survey and materials report dated for this phase of the project. It is our understanding that the City of Gulf Shores would like an asphalt binder layer added to the side street parking areas to better facilitate future resurfacing of the roadway. Therefore, we recommend the following pavement buildup for these areas:
• Side Street Parking Pay Item 424A-369: Superpave Bituminous Concrete Wearing Surface Layer, Widening, 1/2” Maximum Aggregate Size Mix, ESAL Range C/D (165 Lbs/SY) Pay Item 424B-662: Superpave Bituminous Concrete Upper Binder Layer, Widening, 1” Maximum Aggregate Size Mix, ESAL Range C/D (250 Lb/SY) Pay Item 401A-000: Bituminous Treatment A Pay Item 301A-012: Crushed Aggregate Base Course, Type B, Plant Mixed, 6” Compacted Thickness
Please call Curt Doyle, P.E. if you have any questions or if you need additional information.
Sincerely, GEOTECHNICAL ENGINEERING-TESTING, INC.
