About this file
This is a Soils Survey and Materials Report Addendum prepared by Geotechnical Engineering-Testing, Inc. for the City of Gulf Shores, Alabama, addressing the Gulf Pines Phase I East 2nd Street Improvements project. The addendum, dated June 11, 2026, was prepared at the request of Paul Marcinko, P.E. of Jade Consulting and provides supplemental pavement design recommendations for side street parking areas. The addendum specifies a revised pavement buildup that includes the addition of an asphalt binder layer to facilitate future resurfacing, consisting of four pay items: Superpave Bituminous Concrete Wearing Surface Layer (1/2" maximum aggregate size, 165 Lbs/SY), Superpave Bituminous Concrete Upper Binder Layer (1" maximum aggregate size, 250 Lbs/SY), Bituminous Treatment A, and Crushed Aggregate Base Course Type B with 6" compacted thickness. Sealed bids for the overall E 2nd Street Improvements project are scheduled to be received and opened publicly on Tuesday, August 11, 2026, at 2:00 P.M. in the Gulf Shores City Hall Council Chambers.
The project scope encompasses removal and replacement of the existing E 2nd Street roadway section between E 22nd Avenue and E 23rd Avenue, including all associated site work, asphalt roadway, parking, median, concrete sidewalks, drainage, grading, hardscape, and landscape elements. The work also includes relocation of existing water infrastructure, including portions of a 6" waterline and connection of a new 12" waterline to existing systems. No specific pricing terms, funding sources, or budget amounts are detailed in this addendum document, as it serves primarily as a technical engineering supplement to the project specifications and construction requirements.

Re: Soils Survey and Materials Report – Addendum #1 Gulf Pines Phase I East 2nd Street Improvements City of Gulf Shores
Mr. Marcinko:
Geotechnical Engineering-Testing, Inc. (GET) is pleased to provide this addendum to our soils survey and materials report dated for this phase of the project. It is our understanding that the City of Gulf Shores would like an asphalt binder layer added to the side street parking areas to better facilitate future resurfacing of the roadway. Therefore, we recommend the following pavement buildup for these areas:
• Side Street Parking Pay Item 424A-369: Superpave Bituminous Concrete Wearing Surface Layer, Widening, 1/2” Maximum Aggregate Size Mix, ESAL Range C/D (165 Lbs/SY) Pay Item 424B-662: Superpave Bituminous Concrete Upper Binder Layer, Widening, 1” Maximum Aggregate Size Mix, ESAL Range C/D (250 Lb/SY) Pay Item 401A-000: Bituminous Treatment A Pay Item 301A-012: Crushed Aggregate Base Course, Type B, Plant Mixed, 6” Compacted Thickness
Please call Curt Doyle, P.E. if you have any questions or if you need additional information.
Sincerely, GEOTECHNICAL ENGINEERING-TESTING, INC.
