INTRODUCTION:
The purpose of this Request for Offer (RFO) is to request specific information necessary for the FAA to evaluate and select most qualified responsive contractors, which meet the FAA’s minimum qualification requirements for this project, of Satisfactory (minimum weighted score of
2.0 or higher for each evaluation criteria 2-4, per chart provided below, at the bottom of Part II), to replace the San Juan Tower Doppler Weather Radar (TDWR) steel tower structure, repair the existing access road to site and refurbish the equipment shelter building, based on the criteria listed herein. The project is located inside the Punta Salinas Air Guard Station (200 Carr.
165, Toa Baja, PR 00949).
SCOPE OF WORK:
The Federal Aviation Administration (FAA), Eastern Service Area – Boston Acquisition Office is seeking qualified vendors to replace the San Juan Tower Doppler Weather Radar tower structure, repair the site access road and refurbish the equipment shelter.
The project consists of the demolition of the existing TDWR tower structure and its foundation.
Construction of a new foundation, installation of a new TDWR tower structure, repair of approximately 720 lineal feet of road, and refurbishment of the small shelter building housing the FAA equipment that services the TDWR.
The FAA total duration project is 409 calendar days. The site access road is expected to be repaired prior to the TDWR replacement. The road is in a bad condition and will prevent heavy equipment to enter the site for the tower replacement work. The contractor shall properly phase his work to allow the road repairs to occur in a timely manner, so that the TDWR antenna outage can begin by 1/15/2021 and finish by 08/01/2021. The TDWR Radome and Antenna will be salvaged and reused on this project. The FAA will be in charge of the removal of the Radome and Antenna. The contractor will provide the necessary equipment to assist the FAA during the removal and re-installation of this equipment.
The estimated price range of the construction project will be between $4,000.000.00 and
$7,000.000.00. This RFO is set aside 100% for Small Business Concerns. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional building construction and/or 237130 - Power and Communication Line and Related Structures Construction.
