About this file
This document summarizes an amendment to a solicitation and the related federal contract opportunity. The amendment provides clarifications to an existing solicitation for the replacement of a TDWR facility and road repairs project at the San Juan International Airport in Puerto Rico. Key details include: the solicitation number, a description of the project scope which involves demolishing an existing concrete tower foundation and building a new one, as well as electrical and HVAC work and road repairs within specified limits. The amendment addresses questions from offerors around the demolition scope, scheduling a pre-offer site visit due to travel restrictions from COVID-19, and requirements for disposal of demolished steel materials known to contain lead. No extension to the offer due date was made at this time but may be reconsidered depending on when site visit instructions are published. The related opportunity describes the solicitation as set aside 100% for small businesses, provides a NAICS code and size standard, lists a price range between $4-7 million, and names the contracting federal agency as the DOT Federal Aviation Administration Enroute Terminal Contracts office.

1. Electrical: In drawing SJU-D-TDWR-E101, the Keynotes #2 reads “Replace existing Light fixtures in this space…” But it does not mention the existing conduit and wiring. The same case happens with the HVAC Disconnect Switch, does not mention the demolition of the conduit and wiring up to sources. Please clarify the demolition scope of work inside the building.
The demolition and replacement of conduit and wiring for all electrical equipment and devices, shall be in accordance with Demolition Note #3 (A. through L.) on Drawing E002, unless otherwise noted on the drawings. For the light fixtures, Detail 2/E101, shows additional information on how to terminate new conduit and wiring to new fixtures (stainless steel flex conduit with box). Additional installation details and requirements are indicated on Drawing E604 for each of the applications.
2. Structural: To confirm, per Image/Note 4 on Drawing SJU-D-TDWR-S601, the entire existing concrete tower foundation gets demolished and a new foundation is cast in place per details on Drawing SJU-D-TWDR-S301.
Correct, demolish existing foundation and build new tower foundation.
3. General: Multiple specialty subcontractors, including site, electrical & steel subcontractors, have inquired about a site visit prior to finalizing their proposals. It is possible the RFO due date be extended until a least 1-2 weeks after a site visit can be scheduled.
The solicitation will not be extended at this time. However the pre-offer site visit is currently being coordinated, and depending on when we can publish these site visit instructions via a Solicitation Amendment, we will make the determination at that time whether an extension to the offer due date will be warranted.
4. Site: Road repairs are marked on Drawing SJU-D-TDWR-C600 for 720 linear feet up to marker 7+20.00. Survey Note #6 and #7 state repairs are per existing conditions at time of the survey, but that the contractor is responsible for all repairs and discrepancies, beyond the limits shown on the drawing and for any new repairs required after the Survey was performed. As stated in Item #3 above, we would like to schedule a site visit to accurately and fairly price this and all scope Items.
A pre-offer site visit is currently being coordinated, due to COVID-19 travel is severely impact for
us. Once this is coordinated, the details and instructions will be published on beta.SAM via a subsequent Solicitation Amendment.
5. Disposal of Existing Steel: Beyond that it is the contractor’s responsibility to remove all debris from the site, are there any specific requirements to the disposal/recycling of the existing steel to be demolished?
The contractor will be responsible for the demolition, and disposal of all debris, including the steel. The existing steel was found to have some lead. We expect the contractor to follow the project specifications, specifically 02 03 00 and 02 09 00 for removal. The demolition contractor shall be experienced managing structures containing lead and provide a management plan for the demolition activity. The contractor is responsible for disposition of steel either on island or off island depending on the local authorities requirements.
