Section B - Supplies or Services/Prices
B.1 SUPPLIES OR SERVICES
The services must be performed in accordance with Section C of this contract and any Task Orders issued by the Contracting Officer (CO) against this contract on an IDIQ basis. The only person authorized to either issue or modify task orders under this IDIQ is the Contracting Officer.
Firm Fixed Priced (FFP) rates include overhead, fringe, general and administrative (G&A) expenses and profit. No profit will be paid on travel and materials. Materials and travel will be reimbursed at cost plus G&A only.
The labor categories listed in attachment 10: CLIN/TASKs & Price Matrix represent actual categories for the purpose of projecting yearly estimated costs at the time of contract award. These labor categories will be set forth in the individual task orders as they are issued. The Contractor may propose additional or intermediate categories with adequate justification. At the Government’s discretion, proposed categories can be accepted or rejected. Labor category descriptions are in Attachment 6: ESC CSCS Job Descriptions.
B.1-1 TYPE AND TERM OF CONTRACT
This contract is an Indefinite Delivery/Indefinite Quantity (ID/IQ) Firm Fixed Priced (FFP) and Labor Hour (LH) task order contract, which will also include some Time and Material (T&M) contract line item number(s), CLIN(s) for Over and Above, along with Travel. The Task Breakdown consists of the following:
* Task 1, Level 1: Customer Service Desk Support and Production Control & System Monitoring (Firm Fixed Price)
* Task 2, Level 2: Computer Deployment Support for existing employees & Asset & Quality Management Services, (Firm Fixed Price)
* Task 3: Scanner Support (Labor Hour)
* Task 4: Printing Service & Course Development (Labor Hour)
* Over and Above (Labor Hour)
* Travel (Cost Reimbursable) Travel and per diem costs must be IAW GSA travel regulations and FAA’s Travel Policy (FAATP).
The base period of performance is from the date of contract award through twelve (12) months, with four (4) one-year option periods. If all options are exercised, the total period of performance is expected to be five (5) years.
B.1-2 MINIMUM AND MAXIMUM GOVERNMENT OBLIGATION
The guaranteed minimum Government obligation for the entire contract period of performance, as required by the use of an IDIQ, will be the award of one (1) task order. The minimum requirement must be considered fulfilled after award of the first task order.
The Contractor must provide the maximum amount of hours as well as management services, supplies, materials, data, and facilities needed to accomplish the requirements set forth in PART 1 SECTION C, DESCRIPTION/SPECIFICATIONS/WORK STATEMENT, as requested and authorized in the form of individually issued Task Orders within the cost ceiling established.
B.1-3 EXERCISE OF OPTIONS
The FAA may unilaterally exercise Option 1 any time prior to the end of the base period of performance. Options 2, 3, and 4 may similarly be exercised at any time during the preceding period’s period of performance.
B.1-4 TIERED SERVICES
The contractor must provide all qualified supervision, labor mix, reports, training, overhead, fringe general and administrative (G&A), profit and annual escalation to meet all of the requirements of the Performance Work Statement (PWS) and any Task Performance Work Statements (TPWS). The assumptions are as follows:
-- Tiers are stand-alone annual amounts (not cumulative);
-- Contractors must be notified 30 days in advance of any upward tiered service changes, which may be unilaterally modified;
-- Tiered services that move down may be unilaterally modified immediately and effective at the beginning of the new month;
-- Contractors must be provided a 30 day advanced notice for the activation of Optional Add-on CLINs/TASKs.
-- Contractors must be responsible for providing the labor categories and skill mix/role as described in Volume I – Technical proposal;
-- Quarterly assessments must be done to identify if there should be any changes to the Tiered Services;
-- The current level of effort must be identified at the time of Task Order issuance;
-- Payment of invoices is subject to receipt of reports that accurately identify work performed;
-- If a task is reduced to Tier 1 for more than two consecutive months, the Government reserves the right to remove the task in its entirety at no additional cost to the Government. In Tier 1, the contractor is still responsible for management reports and staffing (including but not limited to Task CDRLs, invoicing, termination and/or hiring).
-- Contractors must fully scope the level of services required as part of the price proposed. Failure to propose each tier must find your company non-responsive.
-- Contractors must also be responsible for all communications conducted in the performance of this requirement;
B.2 CLIN & PRICE MATRIX
Offerors must complete the Schedule B cost worksheet, see Attachment 10: CLIN/TASK & Price Matrix and submit it as Volume III - Contract Documentation & Cost/Price Business Proposal.
Attachment 10: CLIN/TASK & Price Matrix spreadsheet is structured with tabs for each year of performance, estimated LH tasks, Over and Above rates, and a summary. Tabs for each year of performance include all TASKs for that year and are summed at the bottom. CLIN/TASKs 0001 & 0002 and their respective option CLIN/TASKs have several tiers of service within each CLIN/TASK, some with multiple outcomes and tiers within each outcome.
The total estimated CLIN/TASK price will be the sum of all highest tiers under each outcome and one (1) largest add-on per outcome. Prices proposed for the highest tier and the largest add-on will be used to calculate the Total Estimated Price (TEP). Offerors must submit a price for each tier of service listed under all outcomes of CLIN/TASKs 0001 through 0007 and their respective option CLIN/TASKs.
CLIN/TASKs 0001 & 0002 and their respective option CLIN/TASKs are Firm Fixed Price (FFP).
CLIN/TASK 0005 is the estimated total Labor Hour (LH). This total pulls from the LH tab on the spreadsheet.
Offerors must complete the LH tab with their proposed, fully burdened, rates for all periods of performance. The LH tab will sum all estimated prices and report them in their respective period of performance under the LH TASK.
CLIN/TASKs 0006 and 0007 are given at Not To Exceed (NTE) prices which must be used in the proposed TEP.
Offerors must not change the NTE amounts. Offerors are not to adjust the formula.
The CLIN/TASK structure in the Option years is the same as the base period. Option I CLIN/TASKs are 0008 through 0014. Option II CLIN/TASKs are 0015 through 0021. Option III CLIN/TASKs are 0022 through 0028.
Option IV CLIN/TASKs are 0029 through 0035.
The TEP for each period of performance is the sum of the CLIN/TASKs for that year. As noted above, the highest tier plus largest add-on are used in the TEP calculation. The contract TEP is the total of all years of performance and is stated on the Contract Summary tab. This TEP is the complete proposed price of the contract.

(h) When the Center is CLOSED, contractor employees should not report to the Center unless they have been informed in advance that they are considered ‘mission critical’ employees or their contractor management/site supervisor has provided other direction. Any discussions on accounting for time on any other contract type should be between the contractor management/site supervisor and the COR or CO.
(i) If an alternative duty location is activated that includes contractor employees, all contractor employees will be made aware of that location through their contractor management/site supervisor.
