F-End: The end of either an A-car or a B-car at which the cab is located.

Fail-Safe: Equipment configurations that are implemented in hardware where each component has a known set of predictable failure modes that may be individually analyzed for their effect on equipment performance and function. Any failure or set

SEPTA Silverliner VI Railcars 10 RFP Technical Specifications September 2025 of failures resulting from a single causative event must cause the equipment to revert to a safe state that is self-annunciating.

Failure: Any malfunction that requires unscheduled equipment maintenance action, repair, or replacement.

Failure, Chargeable: A chargeable failure of an item is a failure that results in a loss of function of that item, which requires maintenance, repair, or replacement of a car component, including:

A fault of an item while operating within its design and environmental specification limits.

Faults caused by improper operation, maintenance, or testing of the item as a result of Contractor-supplied documentation.

Item degradation discovered during the recommended preventive maintenance interval that causes the loss of function or near loss of function of that item (excluding consumable items). Note: Due to the subjective nature of classifying such instances, upon the Contractor's request, the discrepant item(s) shall be retained for review on SEPTA's property for a period not to exceed 14 days.

Consumable items requiring replacement for reasons other than normal car wear/aging.

Loss of function resulting from the required resetting of circuit breakers, or similar re-initialization of subsystems, including the restarting of subsystems incorporating software.

Failures caused by software.

A failure caused by human actions as a result of inadequate or improper Contractor documentation, training, or subsystem indication.

Failure, Non-Chargeable: A failure or condition of an item due to the following:

A failure caused by a specifically identified failure in other equipment.

A failure caused by human error, except where due to inadequate or improper Contractor documentation.

A failure caused by SEPTA personnel not complying with Contractor's documentation that has been accepted and approved by SEPTA.

A failure caused by accidents not associated with the normal operation of the item, such as collision or striking a foreign object on the right-of-way.

A failure caused by operating the item outside of design or environmental specification limits.

SEPTA Silverliner VI Railcars 11 RFP Technical Specifications September 2025

Failure of consumable items requiring replacement during specified preventive maintenance, or which should have been replaced during a previously scheduled preventive maintenance interval and were not.

Failures per Million Miles (FPMM): The FPMM of an item is the ratio of the total number of chargeable failures to the total mileage, in millions, of the Test Fleet.

Failure, No Fault Found (NFF): In complex systems, the occurrence of repeated transient failures is evidence of subsystems that are not fully integrated. The operational impact of transient failures is unacceptable to SEPTA. Therefore, multiple occurrences of a transient failure, one where a failure is reported but no fault is found during investigation, will be classified as Chargeable Failures. Multiple occurrences of "no fault found" on the same car and same subsystem shall be tracked. In such a case, only a single failure shall be recorded, where it can be demonstrated by the Contractor that the fault is due to a common cause.

Failure, Primary: A failure that occurs without being related to the failure of associated items.

Failure, Secondary: A failure of a component that is a direct result of a primary failure of an associated component or subsystem, which can be specifically identified as having been the cause of the failure. Where Secondary Failures occur, it shall be the responsibility of the Contractor to prove that protection measures provided integral to the apparatus in which the secondary failure occurred were adequate. In general, it will not be acceptable for Primary Failure in a component or subsystem to lead to failure in other components or subsystems unless those items are provided specifically to prevent more serious or costly damage. Secondary Failures shall be counted as chargeable failures until proven otherwise to the satisfaction of SEPTA.

Failures, Simultaneous: Multiple primary failures that independently prevent satisfactory equipment performance. Each shall be counted as a chargeable failure.

Failure Rate: The frequency of failure.

Firmware: A type of software typically installed onto an embedded component.

Fleet: All cars furnished under the terms of this Contract.

Furnish: To supply and deliver to project site.

Gauge, Track: The distance between the inside face of rails, usually measured

0.625 inch below the top of the heads of running rails and at a right angle thereto.

Hazard: Any real or potential condition that can cause injury, illness, or death to personnel; damage to or loss of a subsystem, equipment, or property; or damage to the environment.

High Voltage: Primary Power, 230 Vac, and others as defined by system hazard and safety analyses.

Line Replaceable Unit (LRU): An assembly or unit that can be removed and replaced by maintenance personnel to make a subsystem on the car serviceable.

Load Weighing: A function that measures car weight to permit control of tractive effort to achieve a constant effort-to-weight ratio.

Low-Voltage Subsystem: The voltage used for auxiliary systems on the car.

Lowest Line Replaceable Unit (LLRU): The lowest unit (component) of a system or subsystem, which is removable and replaceable from an installed position by standard attachments (e.g., by bolts and nuts or quick-disconnects). This definition is dependent upon the location of the equipment relative to where maintenance is being performed.

Married Pair (Two-Car Unit): The combination of an A-car and a B-car, semi-permanently coupled and sharing certain essential apparatus; a married pair is the smallest unit capable of independent operation.

Mileage, Operating: The operating mileage of a car is the total distance traveled by the car during scheduled and non-scheduled movements over established routes as recorded by SEPTA.

Mileage, Test Fleet: The accumulated mileage of all cars accepted for the test fleet.

The Test Fleet shall be accumulated on a calendar monthly basis. The Test Fleet's

SEPTA Silverliner VI Railcars 13 RFP Technical Specifications September 2025 monthly mileage shall be derived from actual mileage records as recorded by SEPTA for the cars.

Mean Distance Between Delay (MDBD): Defined as the ratio of the total operating miles accumulated (d) to the total number of train delays (D) attributed to the Contractor. All train delays shall be attributed by SEPTA using their normal review process.

MDBD = d/D

Mean Distance Between Failures (MDBF): Defined as the ratio of the total operating miles accumulated (d) to the total number of chargeable failures (f).

MDBF = d/f

Mean Distance Between Failures - ALL (MDBF-ALL): MDBF considering all chargeable failures whether in service, in the yard, or in the shop.

Mean Time to Repair (MTTR): Average time required to bring subsystem from a failed state to an operational state. MTTR shall be calculated considering diagnostic, repair (or replacement), and retest times only. The MTTR shall not include logistics delay time (the MTTR calculation assumes maintenance personnel and spares are available to make repairs).

The MTTR at subsystem level shall be used to verify that the subsystem meets the maintainability requirements. The initial maintainability analysis predictions shall be confirmed during the Maintainability Demonstration.

The calculation of subsystem MTTR shall use a weighted average taking account of the LRU/LLRU failure rates, and the respective average time to repair for those subsystems. The calculation for subsystem is shown below:

𝑀𝑇𝑇𝑅 =

%(𝜆! × 𝑇!)

%𝜆!

where:

MTTR is the Mean Time To Repair for the subsystem m is the number of subsystems or LRU/LLRUs that make up the subsystem λn is the subsystem or LRU/LLRU failure rate

Tn is the average time required to repair (corrective maintenance) the respective equipment units following a failure, expressed in hours (subsystem or LRU/LLRU)

SEPTA Silverliner VI Railcars 14 RFP Technical Specifications September 2025

Time, Dead: The time from the occurrence of a step change of the control signal to the beginning of change of the controlled variable.

Time, Reaction: Time from the initiation of a step change of the control signal to the first attainment of the new steady-state value of the controlled variable, within the designed accuracy.

Time, Recovery: The time required for a subsystem or condition to return to its original state (or some stated percentage of its original value) after being disrupted or destabilized.

Tractive Effort: Propelling or braking force developed by the propulsion subsystem.

Trainline: The means of sending a signal to all cars in a train via a continuous electrical circuit connected through appropriate coupling devices.

Unrestricted Operation: Neither the Operator nor the control subsystems shall be required to alter the way in which the train is operated relative to its normal operating characteristics (e.g., reduce speed, longer dwell times, etc.).

Vital: A function or a unit that is critical to overall train or subsystem safety that is required to be implemented in a fail-safe manner.

Weights, Actual: The measured weights of finished cars ready to run.

Weight, Assigned: The loaded car categories assigned as the basis for design, and for subsystem and car testing.
