The base order includes 234 rail cars with supporting equipment, while four option orders provide for an additional 92 cars (46 married pairs each for Options 1 and 2), spares for option rail cars (Option 3), and configuration of up to 30 cars from the first option order as airport configuration vehicles (Option 4). SEPTA may elect to configure two base order cars as Test and Inspection vehicles. The proposal due date has been extended from April 10, 2026, to October 30, 2026, at 4:30 PM, with the questions deadline moved from January 30, 2026, to September 25, 2026. The addendum clarifies submission requirements: one original printed copy and one electronic copy in PDF and Excel format for both Technical and Price Proposals. First pilot car delivery is required 42 months from Notice to Proceed, with base order deliveries scheduled for 2030-2033 and option deliveries for 2034-2035. Technical specifications require maximum dimensions of 85 feet 1.5 inches by 10 feet 6 inches, target empty weight not exceeding 145,000 pounds per car, net energy usage not exceeding 7.3 kWh per mile per married pair, 40-year design life, and operation on 11,500-volt catenary systems with compatibility with existing Silverliner V cars.
Proposers must submit pricing for both the base order and all four option orders for the proposal to be considered responsive. The Best and Final Offer (BAFO) must be accompanied by either a Proposal Bond, cashier's check, certified check, treasurer's check, or official bank check in the amount of not less than $5,000,000 USD. The procurement requires full compliance with Federal Railroad Administration (FRA) regulations, Federal Transit Administration (FTA) Buy America requirements (70% domestic content with final assembly in the United States), and Pennsylvania Steel Products Procurement Act requirements (75% U.S. steel content). Award will be based on "best value" evaluation considering technical approach, relevant experience and past performance, program management and manufacturing approach, and price, with neither price nor technical factors being solely determinative. The successful contractor must provide performance bonds ranging from 10% to 25% of contract sum during different project phases, maintenance bond of 5% for warranty period, and comprehensive insurance including commercial general liability of $5 million per occurrence, automobile liability of $1 million per occurrence, professional liability of $25 million, and umbrella/excess liability of $100 million. Warranty periods range from three to fifteen years depending on components, with carbody and truck frame/bolster warranted for fifteen years. Disadvantaged Business Enterprise (DBE) participation is required per 49 CFR Part 26, and all proposers must submit a Transit Vehicle Manufacturers Certificate and comply with Equal Employment Opportunity laws and Immigration Reform and Control Act of 1986 certification requirements.

IP 12.1 Evaluation Criteria
Technical Approach (Tabs 2 – 30) This criterion considers the Proposer's approach toward the design of Silverliner VI Rail Cars under this Contract and how they meet the requirements of the Specification. This includes the mandatory requirement that the cars comply with all laws and regulations including those of the 49 CFR 38 Subpart E – Commuter Rail Cars and Systems, and the requirements and recommended practices of the American Public Transportation Association.

IP 12.1 Evaluation Criteria
D. Price (including Option) is a factor in the overall evaluation. This factor considers what it will cost SEPTA to do business with a Proposer and the affordability of the proposed price. Neither price/cost nor technical expertise shall be the sole determining factor. Accordingly, SEPTA may not necessarily make an award to the Proposer with the highest technical rating nor award to the Proposer with the lowest Price Proposal, if doing so would not be in the overall best interests of SEPTA, taking all of the factors into account. SEPTA, in its discretion, may determine that a higher-rated Technical Proposal may not justify SEPTA’s expenditure of the additional cost of the higher-rated Technical Proposal as opposed to a lower-priced Proposal, or may determine that although a Proposal may be the lowest price, the technical benefits of a higher-priced Proposal may be more advantageous to SEPTA, thus justifying the award to a higher-priced Proposal

IP 12.2 Evaluation and Selection Process
A. The standards and qualifications that follow have been developed to serve as positive indicators of expected performance or compliance with the requirements of the RFP. SEPTA will form a Technical Evaluation Committee comprised of senior managers of SEPTA or its agent to independently evaluate each Proposal on the technical evaluation criteria based upon the application of adjectival codes. The technical evaluation criteria will be evaluated as follows:
• Excellent - Significantly exceeds in all respects the specifications of the RFP; high probability of success; no significant weaknesses.
• Very Good - Substantial response: meets in all aspects and in some case exceeds, the specifications of the RFP; high probability of success; no significant weaknesses.
• Acceptable - Generally meets the specifications of the RFP; good probability of success; weaknesses can be readily corrected.
• Marginal - Lack of essential information; low probability of success; significant weaknesses, but correctable.
• Unacceptable - Fails to meet the specifications of the RFP; would need major revision to be acceptable.

G. In the event SEPTA chooses to negotiate with more than one Proposer, it may, following the conclusion of all negotiations, issue a revised RFP or portion thereof containing, among other things, any matter, offer, condition or enhancement elicited from or proposed or suggested by any Proposer during the course of such negotiations, and solicit BAFOs from such Proposers, or solicit BAFOs utilizing another appropriate procedure. The request for BAFOs will set forth the specific time and date for the submission of the BAFO. The BAFO (including Option) will be evaluated by SEPTA based upon which BAFO represents the “best value” to SEPTA by providing a combination of both price/cost and technical evaluation factors which SEPTA determines is in the best interests of, and the most advantageous to SEPTA. After receipt of BAFOs, SEPTA reserves the right to (a) reopen negotiations; (b) accept improvements to, enhancements of, or other revisions to any proposal or alternate proposal at any time if it deems such to be in its best interest.
H. No Proposer shall have any rights against SEPTA arising at any stage of the solicitation from any negotiations that take place, or from the fact that SEPTA does not select a Proposer for negotiations.
