About this file
This is Addendum No. 14 to SEPTA's Request for Proposal No. 25-00300-AMJP for Silverliner VI Rail Cars, issued October 5, 2026. The addendum maintains the proposal due date of Friday, October 30, 2026, at 4:30 PM, with proposals to be delivered to SEPTA's General Offices at 1234 Market Street, 11th Floor, Philadelphia, PA 19107. The addendum provides two questions and answers (numbered 271-272) addressing proposal submission requirements and technical specifications. All proposers must acknowledge this addendum by completing and returning the Addendum Acknowledgement Sheet with their technical proposal to avoid being deemed non-responsive.
Question 271 clarifies that SEPTA will accept a Broker's Letter of Comfort from a licensed insurance broker confirming available insurance capacity in lieu of formal commitment letters from individual insurance companies at the proposal submission stage, as required under Part F Insurance and Security Instruments. Question 272 approves the substitution of digital network communication methods (such as MDS via Ethernet) for physical analog output channels in the friction brake control system for real-time data acquisition and Train Operator Display interface, recognizing the modern digital architecture of contemporary brake systems. The procurement seeks 234 Silverliner VI Electric Multiple Unit Rail Cars (117 married pairs) with five option orders for up to 92 additional cars, subject to Federal Transit Administration funding, Buy America requirements (70% domestic content), and Pennsylvania Steel Products Procurement Act compliance (75% U.S. steel content).

IP 11. A. 6. Part F – Insurance and Security Instruments
According to, IP 11 A. 6 Part F in Instructions to Proposer, proposers are required to submit commitment letters from acceptable insurance companies establishing that they will issue the necessary insurance policies upon contract award.
However, from a practical and market perspective, insurance carriers are generally unable to issue formal commitment or confirmation letters prior to the finalization of underwriting, which can only occur after the contract is awarded and detailed risk assessments are completed.
As a standard industry practice in public procurement, securing a Broker’s Letter of Comfort (or Letter of Interest) from a licensed insurance broker confirming that the required insurance capacity is available in the market and that they are actively arranging the placement for the proposer is widely accepted to satisfy this requirement.
Could SEPTA please clarify if a letter from a licensed insurance broker, instead of direct letters from individual insurance companies, is acceptable to satisfy the requirement under Part F at the proposal submission stage?
This is acceptable.
12.8.1.A.15.b 12.8.1.A.16
Section 12.8.1.A.15.b states that Unless otherwise specifically Approved, the control logic shall have the capability of supplying a sufficient number of channels available as analog outputs to a high impedance data acquisition system for real-time recording of control signal data.
And, Section 12.8.1.A.16 states that Friction brake system shall provide real time data for display on the Train Operators Display, providing relevant information for service operation and additional details available through maintenance screens.
The Friction Brake System is designed with the latest digital and network-based technologies. It is capable of transmitting real-time data and control signal data via the train network (e.g., MDS via Ethernet). However, due to its advanced digital architecture, the brake control unit does not possess physical analog output channels.
To fulfill the objective of real-time data acquisition and TOD display, we kindly request the SEPTA's approval to substitute the physical 'analog output' method with the 'digital network communication' method for data recording and interface.
This is acceptable.
