About this file

Addendum No. 13 to SEPTA's Request for Proposal No. 25-00300-AMJP for Silverliner VI Rail Cars, dated September 22, 2026, addresses five technical questions and answers (266-270) from proposers. The proposal due date remains unchanged at October 30, 2026, at 4:30 PM, with proposals to be delivered to SEPTA's General Offices at 1234 Market Street, 11th Floor, Philadelphia, PA 19107. Key clarifications include revised specifications for side sill construction that accommodate low-level door stepwells while maintaining structural integrity, confirmation that spare part item A-64 excludes the auxiliary power inverter already listed as item A-59 to prevent double counting, and identification of the SIM Manual sample as Appendix IX - RMM Vol. 1 Example. Proposers must acknowledge this addendum by completing and returning the Addendum Acknowledgment Sheet with their technical proposal.

The addendum addresses critical warranty and weight requirements, reducing the storage battery warranty from ten years to five years to align with industry-standard NiCad battery capabilities and maintenance practices, as manufacturers indicated that 10-year continuous warranties are technically and commercially unfeasible without periodic maintenance. SEPTA confirms that liquidated damages for weight excess under Contract VI.B will be calculated using the Target Weight proposed by the carbuilder as the baseline AW0 Target Weight, consistent with Addendum 11 which allows proposers to optimize weight within a range not exceeding the Rejection Weight. All inquiries regarding the proposal must be directed to Michael Piselli, Manager of Contract Administration in the Procurement and Supply Chain Management Department, at (215) 580-8364 or mpiselli@septa.org.

No. Reference Question Answer

266 3.3.2.1.1.D

Two low-level passenger side doors are incorporated on each side of the car, and fixed stepwells are installed at these locations. Consequently, implementing a continuous one-piece side sill is structurally impractical. Therefore, we respectfully request that the specification requirement be revised back to the wording prior to Addendum 10. It is noted that the possible inclusion of a low-level door at the operator cab location has been removed.

TS 3.3.2.1.1.D will be reworded as follows:

"Center sills, if used, shall be of one-piece members extending between body bolsters to the greatest extent possible.

Side sills shall be of one-piece members extending between the corners of the vehicle except at low-level door stepwells . At stepwells the side sill shall have a continuous path for longitudinal loads that considers the additional forces due to changes in direction, and there shall be no reduction in the strength of the side sill. "

SEPTA notes that a low-level door in the left side of the full-width cab is still permitted, see

TS 6.2.1.A.2.

EXHIBIT III SPARE PARTS

A-59, A-64

There are two spare part requirements as follows.

A-59: Auxiliary Power Inverter A-64: All auxiliary power supplies and DC/DC converters used on car subsystems (door system, signaling system, etc.).

Based on the Technical Specification, we understand that these two items refer to the same spare part, namely the complete Auxiliary Power Supply (APS) Unit. In this case, a total 32 APS units would be required, which appears to result in double counting. Therefore, we would appreciate clarification regarding the scope and requirements of Items A-59 and A-64, respectively.

If they refer to the same spare part, we recommend removing the item A-64 from the spare parts list. Please clarify whether our interpretation is acceptable.

The supply of item A-64 shall not include the auxiliary power inverter as identified in A-59.

Contract Document and Specification XVII E

According to major global NiCad battery manufacturers, the maximum commercial warranty available in the rail industry typically ranges between 4 to 6 years due to the inherent chemical characteristics and operating environment of transit batteries.

A NiCad battery can achieve its maximum design life (up to 15 years) only if it undergoes periodic maintenance and recommissioning as specified by the manufacturer.

Because the long-term performance relies entirely on these scheduled maintenance milestones, a continuous, unconditional 10-year warranty is technically and commercially unfeasible for major suppliers.

Instances of batteries lasting longer usually involve periods of inactive storage, rather than continuous revenue service.

To align the contract requirements with realistic manufacturing standards and established industry maintenance practices, would SEPTA consider modifying the warranty requirement for Storage Batteries to four (4) years?

The warranty duration for storage battery will be changed to 5 years.

2.5.1.B Silverliner-VI-RFP-Contract VI.B

In accordance with Addendum 11, Item 262, the Carbuilder plans to propose an AW0 Target Weight optimized within a range that does not exceed the Rejection Weight.

However, the Liquidated Damages (LD) clause for weight excess under Contract VI.B remains in effect.

In this regard, please confirm whether the baseline AW0 Target Weight for Contract VI.B LD calculations refers directly to the Target Weight proposed by the Carbuilder. Confirmed.

270 26.1.6.2.1

Regarding the requirement below, the previous RFI mentioned that samples would be provided in the new specification appendix, but it is not attached.

4. The "SIM Manual" shall be arranged and formatted similar to the existing SEPTA SIM Manual.

6. The manual shall include "a checklist" for each inspection procedure.

The SIM manual sample is "Appendix IX - RMM Vol. 1 Example".
