Silverliner VI Railcar Technical Specification Addendum
This document is Addendum 10 to the Technical Specification for the Southeastern Pennsylvania Transportation Authority (SEPTA) Silverliner VI Railcar Procurement, presenting a red-lined version showing changes from the previous specification dated September 2025 to the revised August 2026 version. The procurement covers 234 electric multiple unit (EMU) railcars configured as 117 married pairs for commuter railroad service on SEPTA's Railroad Division and Amtrak's Northeast Corridor and Harrisburg Line, with five option orders for up to 92 additional cars (46 married pairs). Key revisions include modified car numbering conventions (odd numbers now assigned to A-cars containing PTC equipment rather than B-cars), updated energy efficiency requirements with specific performance metrics (net energy usage not exceeding 7.3 kWh per mile per married pair, auxiliary loads averaging not more than 45.895 kW per car), revised testing protocols for energy consumption comparison with Silverliner V benchmark vehicles, clarified international standards approval process, and modified interior configuration requirements including provisions for mobility device parking spaces and door closing audio signals for visually impaired passengers. Technical specifications maintain requirements for 40-year design life, 85-foot 1.5-inch maximum length, 10-foot 6-inch maximum width, operations in temperatures ranging from -15°F to 120°F, compatibility with 11,500-volt catenary systems, and full-width operator cabs on both A-car and B-car of each married pair.
The addendum reinforces Buy America requirements mandating 70% domestic content with final assembly in the United States, Pennsylvania Steel Products Procurement Act compliance requiring 75% U.S. steel content, and Federal Railroad Administration (FRA) regulatory compliance including 49 CFR Part 200 series. Performance requirements specify maximum acceleration rates, service and emergency braking distances, regenerative braking efficiency equal to or exceeding Silverliner V performance, electromagnetic compatibility per IEEE 519 standards, and specific reliability metrics including Mean Distance Between Failures (MDBF), Mean Distance Between Delays (MDBD), and Mean Time to Repair (MTTR). The specification details extensive deliverables including propulsion systems, HVAC equipment, passenger doors, 90-minute battery backup systems, safety certification documentation, comprehensive maintenance manuals, special tools, spare parts inventories, training materials, and integration with SEPTA's Vehicle Management Information System (VMIS) and Ansaldo positive train control (PTC) systems. Warranty provisions range from three to fifteen years depending on components, with carbody and truck frame/bolster warranted for fifteen years, and the contract includes liquidated damages provisions ranging from $100 to $7,722 daily depending on violation type with a cap of 10% of contract sum, plus economic price adjustment mechanisms allowing up to 20% escalation or de-escalation based on Producer Price Index.

Faults caused by improper operation, maintenance, or testing of the item as a result of Contractor-supplied documentation.
Item degradation discovered during the recommended preventive maintenance interval that causes the loss of function or near loss of function of that item (excluding consumable items). Note: Due to the subjective nature of classifying such instances, upon the Contractor's request, the discrepant item(s) shall be retained for review on SEPTA's property for a period not to exceed 14 days.
Consumable items requiring replacement for reasons other than normal car wear/aging.
Loss of function resulting from the required resetting of circuit breakers, or similar re-initialization of subsystems, including the restarting of subsystems incorporating software.

SEPTA Silverliner VI Railcars 1-11 RFP Technical Specifications SeptemberAugust 20265
Fault, Lockout: A fault that requires a deliberate action to reset it, in order to avoid cumulative damage or an immediate hazard; it does not reset automatically.
Failure, No Fault Found (NFF): In complex systems, the occurrence of repeated transient failures is evidence of subsystems that are not fully integrated. The operational impact of transient failures is unacceptable to SEPTA. Therefore, multiple occurrences of a transient failure, one where a failure is reported but no fault is found during investigation, will be classified as Chargeable Failures. Multiple occurrences of "no fault found" on the same car and same subsystem shall be tracked. In such a case, only a single failure shall be recorded, where it can be demonstrated by the Contractor that the fault is due to a common cause.
Failure, Non-Chargeable: A failure or condition of an item due to the following:
A failure caused by a specifically identified failure in other equipment.
A failure caused by human error, except where due to inadequate or improper Contractor documentation.
A failure caused by SEPTA personnel not complying with Contractor's documentation that has been accepted and approved by SEPTA.
A failure caused by accidents not associated with the normal operation of the item, such as collision or striking a foreign object on the right-of-way.
A failure caused by operating the item outside of design or environmental specification limits.
Failure of consumable items requiring replacement during specified preventive maintenance, or which should have been replaced during a previously scheduled preventive maintenance interval and were not.
Failures Per Million Miles (FPMM): The FPMM of an item is the ratio of the total number of chargeable failures to the total mileage, in millions, of the Test Fleet.
Failure, Primary: A failure that occurs without being related to the failure of associated items.
Failure, Secondary: A failure of a component that is a direct result of a primary failure of an associated component or subsystem, which can be specifically identified as having been the cause of the failure. Where Secondary Failures occur, it shall be the responsibility of the Contractor to prove that protection measures provided integral to the apparatus in which the secondary failure occurred were adequate. In general, it will not be acceptable for Primary Failure in a component or subsystem to lead to failure in other components or subsystems unless those items are provided specifically to prevent more serious or costly damage. Secondary Failures shall be counted as chargeable failures until proven otherwise to the satisfaction of SEPTA.
Failures, Simultaneous: Multiple primary failures that independently prevent satisfactory equipment performance. Each shall be counted as a chargeable failure.

MDBD = d/D
Mean Distance Between Failures (MDBF): Defined as the ratio of the total operating miles accumulated (d) to the total number of chargeable failures (f).
MDBF = d/f
Mean Distance Between Failures - ALL (MDBF-ALL): MDBF considering all chargeable failures whether in service, in the yard, or in the shop.
Mean Time to Repair (MTTR): Average time required to bring subsystem from a failed state to an operational state. MTTR shall be calculated considering diagnostic, repair (or replacement), and retest times only. The MTTR shall not include logistics delay time (the MTTR calculation assumes maintenance personnel and spares are available to make repairs).
The MTTR at subsystem level shall be used to verify that the subsystem meets the maintainability requirements. The initial maintainability analysis predictions shall be confirmed during the Maintainability Demonstration.
SEPTA Silverliner VI Railcars 1-14 RFP Technical Specifications SeptemberAugust 20265
