About this file

This is a Performance Work Statement (PWS) and Technical Evaluation form for a Shredder Re-Compete service requirement posted on SAM.GOV as a Lowest Price Technically Acceptable (LPTA) procurement.

The contractor shall provide thirty lockable collection containers with minimum 30-gallon capacity, distributed between the DeFlorez Building (26 units) and Annex Building (4 units) at accessible Government-determined locations. Containers must be new console-type units in uniform neutral color appropriate for a professional office environment and remain contractor property for removal at contract completion. Weekly collection services occur on a weekday (excluding Monday and Friday) between 0800 and 1200 hours, coordinated with the Government's Technical Point of Contact. Collection does not occur on Federal Holidays, with alternate scheduling arranged as needed. The contractor shall empty all containers and accept additional material from the Mail, Warehouse, and Supply Operations Branch at the Loading Dock. Shredding services require processing up to 2,500 pounds of material weekly using Level P-5 micro-crosscut standards (ISO/IEC 21964), with appropriate information protection measures and environmental-compliant recycling ensuring shredded paper cannot be directly reconstituted. The shredding vehicle must be equipped with video monitoring to allow Government observation of the dumping and shredding process. Upon completion of weekly on-site shredding, the contractor must provide written certification of document destruction including the total weight of shredded material. Payment is contingent on receipt of this certification. Prior to proposal submission, contractors must inspect the project site to assess general and local conditions affecting performance costs. All requirements must receive "Acceptable" technical ratings for the proposal to be deemed technically acceptable.
