About this file

This is a Questions and Answers document for a federal shredder services recompete solicitation (N6134027Q1001) dated August 26, 2026. The document addresses clarifications and corrections to the RFQ for FY27 Shredder Services.

Key Contract Details: The current incumbent is Crown Information Management (CAGE 3GZY0) operating under contract N6134021P0076. The performance period begins October 1, 2026 (start of Fiscal Year 2027), with pickup services occurring biweekly. The DeFlores Building contains 28 shredding consoles with 2 additional bins located in the loading dock area, totaling 32 consoles when including the Annex. All bins will be serviced on the same biweekly schedule. The additional dock bins are plastic totes on wheels with 45-gallon capacity (versus 32-gallon consoles), requiring USG personnel assistance to transfer material.

Key PWS Changes and Requirements: Post-site visit updates changed pickup frequency from weekly to biweekly, shredding performance from weight-based to console-based measurement, and established NAID AAA standard shredding size with appropriate downstream actions. The truck must undergo security inspection upon base entry. Subcontracting of shredding work to third parties is prohibited; however, Joint Venture arrangements with NAID AAA-certified shredding companies may be permissible with restrictions. Dock pickup of materials must be included in the contract scope. The submission deadline was extended to 12 p.m. on Monday, August 31, 2026. Offerors must submit three volumes: Price Volume, Technical Volume, and Administration Volume (if applicable for Joint Ventures). The document also identifies and corrects multiple errors in the original solicitation package, including incorrect solicitation numbers and delivery dates, which were addressed via Amendment 2.

Q4: Where can I find this listing?

A4: On sam.gov, you can search “FY27 Shredder Services Recompete” for the Solicitation N6134027Q1001.

Q5: After Site Visits, the USG has updated the PWS. What is the summary of changes?

A5: The changes are listed below:

a. To the PWS:

- Weekly to Biweekly;

-Truck must be entry when it enters the base for security inspection;

-Shredding will no longer be performed by weight, it will be performed by console;

A6: The USN decided to remove the sample LPTA TE Worksheet off this RFQ.

Q7: PWS Section 1.1 states: "The services provided to the government via this contract will not be subcontracted and all work must be performed directly by the company contracted." Would a formal teaming arrangement as a Joint Venture with a NAID AAA-certified shredding company be permissible?

A7: Yes, a Joint Venture may be permissible, but restrictions apply. The USG has added the Joint Venture verbiage to our combined synopsis/RFQ.

Questions and Answers V4 Dated 26 Aug 26

A8: This must be an error. We fixed it to N6134027Q1001 via Amendment 2.

Q9: A stray line requires “delivery no later than July 30, 2026”. already past and inconsistent with the FY27 performance period.

A9: This is also an error. As a service contract, the PoP should be identified in the PWS, not a single delivery date. We fixed these via Amendment 2.

Q10: This pricing will go into effect September 1, 2026, correct?

A10: The PoP of this contract will start 1 Oct 2026, or the beginning of Fiscal Year 2027.

Q11: A reference to submitting the JV materials (?) as part of an “Administrative Volume (Volume X)”

— no volume structure is defined anywhere else in the package.

A11: We changed the language to state that if you have a JV, submit another Volume called Administration, besides the Price Volume and Technical Volume.

Q12: PWS 2.1describes 28 consoles in the DeFlores Building (32 total with the Annex). Could you please confirm (a) the exact location of the 2 extra bins, (b) whether they are expected to be services on the same biweekly visits, and (c) the anticipated material volume?

A12: (a) The bins will be in our loading dock area at the same point the shredding tech enters and exits our building;

(b) Serviced biweekly same as regular consoles.

(c) They are plastic totes on wheels and hold up to 45 gallons. We believe the shredding consoles hold 32 gallons. USG personnel will be required to assist in transferring the material from our bin to the shredding technician’s bin.
