About this file

This is a Performance Work Statement (PWS) for the US Navy NAWCTSD FY27 Shredding Contract (Revision 1).

The contractor must provide turnkey on-site paper shredding services at NSA Orlando, located at 12211 Science Drive, Orlando, Florida. The requirement includes supplying thirty (30) lockable collection containers with a minimum 30-gallon capacity—twenty-eight units in the DeFlorez Building and four in the Annex Building—along with biweekly collection service, document shredding, and certification of destruction. All services must be performed directly by the contractor without subcontracting. The contractor must visit the installation every other week on a Tuesday, Wednesday, or Thursday between 0700 and 0900 hours to empty containers under government supervision. Shredding must comply with NAID AAA standards and be performed on-site with a video system allowing government oversight. The contractor must also provide strict downstream security measures, including secured storage and authorized personnel only, and dispose of all shredded material via pulping or incineration with appropriate certifications and licenses. Following each biweekly service, the contractor must submit a written certification of document destruction including total weight of shredded material; payment is contingent upon receipt of this certification.

The performance period is one year with four optional renewal years. The contractor must provide and set up containers within seven calendar days of contract start and perform the first shredding service within the same timeframe. A pre-performance meeting must be scheduled within two days of award. Security requirements are stringent: the shredding vehicle must be empty upon base entry, all contractor personnel must be U.S. citizens with E-Verify compliance and a favorable National Agency Check with Inquiries (NACI), and personnel must submit Standard Form 85P and fingerprints. Invoices must be submitted via the Defense Logistics Agency Procurement Integrated Enterprise Environment website in four-week periods. Upon contract completion, all consoles must be removed before the final contract day. Station regulations include mandatory seat belt usage, vehicle search authorization, restricted area prohibitions, and personnel labeling requirements.

US Navy NAWCTSD PERFORMANCE WORK STATEMENT (PWS) For

FY27 Shredding Contract Revision 1

1. GENERAL DESCRIPTION.

1.1 The requirement is for turnkey on-site paper shredding service to include providing lockable collection containers, biweekly collection, and certification of document destruction. The services provided to the government via this contract will not be subcontracted and all work must be performed directly by the company contracted.

2. SPECIFIC DESCRIPTION.

2.1 Containers

2.1.1 The contractor shall provide thirty (30) lockable collection containers/consoles.

The containers/consoles shall be constructed in such a way that material cannot be removed while the unit is locked. The contractor will also collect material from 2 government supplied 45 gallon bins located adjacent to the shredding vehicle’s location. The government will be responsible for transfer of the material from those 2 government bins to the contractor’s bin.

2.1.2 The contractor shall distribute and set up the containers throughout the DeFlorez building (28 ea.) and the Annex Building (4 ea.) at accessible locations to be determined by the Government.

2.1.3 The final location/distribution of the containers/consoles may be adjusted based on demand/usage, including the relative distribution between the two buildings.

2.1.4 Containers shall have at least a thirty (30) gallon capacity with liners/bags for ease of removal and collection of paper.

2.1.5 The contractor shall provide the contracting officer’s designated representative with a key that will open all the containers for Government quality assurance.

2.1.6 The containers shall be new “console” type units, of uniform neutral color and appearance commensurate with the professional office environment where they will be placed. The containers are property of the contractor and shall be removed from Government property at the completion/termination of the contract.

2.2 Collection:

2.2.1 The contractor shall visit the installation every other week, for the purpose of emptying the contents of all containers, under the supervision of a government representative. The collection day will be a Tuesday, Wednesday, or Thursday and will be set in coordination with the Technical Point of Contact (TPOC).

2.2.2 Collection start time will be set in coordination with the TPOC. The government’s preferred start time is between 0700 and 0900. Due to the base operations schedule, collection starting after 1100 is not possible.

2.2.3 Collection will not occur on Federal Holidays, and the contractor will coordinate an alternate shredding day with the TPOC.

2.2.4 Either the contractor or the TPOC can temporarily change the collection day with coordination between the two and should occur at least 48 hours before the scheduled day if possible.

2.2.5 The contractor shall provide all labor, tools, and equipment necessary to empty the containers.

2.2.6 The contractor is NOT required to provide the weight of material collected from each console.

2.3 Shredding

2.3.1 Shredding will be perfumed according to NAID AAA standard.

2.3.2 Following on-site shredding, the contractor will perform strict downstream due diligence regarding the security and disposal of the shredded material. All material will be secured and protected from unauthorized access and all personnel with access will have passed the appropriate security screening.

2.3.3 All shredded material must be disposed of via either pulping or incineration and the contractor will provide the government with any required information about the process to include certifications and licenses.

2.3.4 The shredding vehicle shall be equipped with a video system which allows the government representative to see the paper being dumped in the hopper of the shredder. This allows government to maintain “eyes on” the material until shredded.

2.4 Certification

2.4.1 The contractor shall provide a written certification of document destruction to the contracting officer’s designated representative upon completion of the biweekly on-site shredding.

2.4.2 The biweekly certification shall include a report of the total weight of shredded material.

2.4.3 Payment for services is contingent upon receipt of the certification of document destruction.

3 Location.

3.1 NSA Orlando, 12211 Science Drive, Orlando, FL 32826. NSA Orlando is comprised of two buildings: DeFlorez Building and the Annex. Parking, pick-up and shredding will occur at the DeFlorez loading dock.

3.2 Both buildings (DeFlorez and Annex) are in close proximity to each other (15 yards).

4. Performance Period.

4.1 The performance period shall be one year with the option of four additional years.

4.2 The contractor shall provide and set up the collection containers within seven calendar days after the contract start date.

4.3 The first shredding service will be performed within seven calendar days after the contract start date.

4.4 At the end of the performance period, the contractor will coordinate removal of the shredding consoles with the TPOC and the consoles will be removed before the last day of the contract.

5 Examination of Premises.

5.1 Prior to submitting proposals, contractors may inspect the project site to satisfy themselves as to the general and local conditions that may affect the cost of performance of the work to the extent that such information is reasonably obtainable.

5.2 The Contracting Officer (CO) will announce a specific date and time when contractors will be allowed to visit the project site. Contractors shall be accompanied by Government Personnel.

5.3 All pre-award inquiries or requests for information (RFI) shall be in writing and submitted to the CO.

6. Pre-Performance Meeting.

6.1 Within two days after award and prior to beginning any work, the contractor will schedule a Pre-Performance Meeting with the CO and/or TPOC.

6.2 The meeting shall be conducted to review the specific performance of the contract and to determine the locations of the collection containers/consoles.

7. Station Regulations.

7.1 The contractor shall obey all activity regulations, including fire, traffic and security regulations. Seat belt usage on base is mandatory.

7.2 Contractor vehicles are subject to search at all times.

7.3 All contractor personnel shall keep within the limits of the work (and avenues of ingress/egress) and shall not enter any restricted areas.

7.4 The contractor’s employees and equipment shall be conspicuously labeled for easy identification.

7.6 No employee of the contractor shall be admitted to the installation without satisfactory proof of United States citizenship and compliance with the Security Requirements below.

8. Security Requirements.

8.1 The shredding vehicle must be empty when it enters the base. Due to US Navy Vehicle Security Inspection requirements, Navy security must have access to all vehicle compartments in order to conduct security inspections. Security personnel will not allow a vehicle to access the base unless they can perform this inspection and it will include inspecting the waste and cargo areas of a shredding truck.
