This is a combined synopsis/solicitation for commercial services, and as result of this solicitation, a Blanket Purchase Agreement (BPA) will be issued. Award will be made pursuant to FAR 8.405-3 Blanket Purchase Agreement, and FAR 15.101-1 as a Full and Open Solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is issued as unrestricted , full and open competition under NAICS code 562920.
The government has a need for contractor support for germanium (Ge) scrap recycling services. The purpose of this BPA is to reclaim Ge, in the form of polycrystalline ingots with a minimum purity of 5N and suitable as feedstock for the production of monocrystalline Ge intended for optics application, from Ge windows and/or subassemblies containing Ge windows as GFM (see attached performance work statement).
The government intends to award a single BPA due to the uniformity in the packaging of the product; as a result of this solicitation with an estimated ten (10) task each Contract Line Item Number (CLIN) per year. The period of performance (inclusive of all options): 12-Month Base Period and four (4) 12-Month Option Periods (see below for details).
Multiple awards will not be made. Award will be made on the basis Best Value. Technical acceptance are required to submit one Technical proposal. Acceptance of the Technical Proposal will be on the criteria as outlined in the evaluation criteria attachment. Offerors are required to submit a technical proposal in accordance with all solicitation requirements in MS Word format with 12pt font with one space in Technical Evaluation shall not exceed 15 pages, additional pages will not be accepted. Past performance will be based on CPARS and other government systems.
Offerors must quote all CLINs as identified in the CLIN structure attachment.
Offerors must provide all information/documents as identified in the required proposal submittals attachment.
All proposal must be submitted via email to the contracting officer and the Contracting Specialist by the date specified in block 8 of this solicitation. Any proposal submitted after the date on block 8 may be rejected by the government. No other proposal format will be accepted. 252.223-7001 HAZARD WARNING LABELS (DEC 1991) DFARS
(a) “Hazardous material,” as used in this clause, is defined in the Hazardous Material Identification and Material Safety Data clause of this contract.
(b) The Contractor shall label the item package (unit container) of any hazardous material to be delivered under this contract in accordance with the Hazard Communication Standard (29 CFR 1910.1200 et seq). The Standard requires that the hazard warning label conform to the requirements of the standard unless the material is otherwise subject to the labelling requirements of one of the following statutes:
(1) Federal Insecticide, Fungicide and Rodenticide Act;
(2) Federal Food, Drug and Cosmetics Act;
(3) Consumer Product Safety Act;
(4) Federal Hazardous Substances Act; or
(5) Federal Alcohol Administration Act.
(c) The Offeror shall list which hazardous material listed in the Hazardous Material Identification and Material Safety Data clause of this contract will be labelled in accordance with one of the Acts in paragraphs (b)(1) through (5) of this clause instead of the Hazard Communication Standard. Any hazardous material not listed will be interpreted to mean that a label is required in accordance with the Hazard Communication Standard.

(a) Definition.
