Combined Synopsis/Solicitation
Germanium (Ge) Scrap Recycling Services
SP8000-21-R-0011
1 SOLICIATION INFORMATION:
1.1 This is a combined synopsis/solicitation for commercial services, and as result of this solicitation, a Blanket Purchase Agreement (BPA) will be issued.
1.2 Award will be made pursuant to FAR 8.405-3 Blanket Purchase Agreement, and FAR
15.101-1 as a Full and Open Solicitation.
1.3 Solicitation SP8000-21-R-0011 is a Request for Proposal (RFP). DLA Strategic
Materials intends to award a Best Value BPA, using a Standard Form (SF) 1449 as the award document for the BPA. The Government reserves the right to not award all
Contract Line-Item Numbers (CLIN), if it proves to be in the best interest of the
Government.
1.4 This announcement is issued as a full and open competition under NAICS code
562920. All offerors must be registered with the System Award Management (SAM) to be considered for award. The web site for registration is https://sam.gov.
1.5 The DLA Contracting Services Office (DCSO) proposes to issue a BPA to recycle more than ~3,800kg of scrap Germanium (Ge) windows during the total period of performance, base year plus four option years. See attached Attachment 1:
Performance Work Statement for additional information and specifications.
1.6 Period of Performance is one (1) 12-Month Base Period and Four (4) 12-Months
Option Periods.
1.7 The government has a need for contractor support for germanium (Ge) scrap recycling services. The purpose of this BPA is to reclaim Ge, in the form of polycrystalline ingots with a minimum purity of 5N and suitable as feedstock for the production of monocrystalline Ge intended for optics applications, from Ge windows and/or subassemblies containing Ge windows as GFM (see attached performance work statement).
1.8 The government anticipates awarding a single Blanket Purchase Agreement (BPA), to highly qualified and experienced vendors. The total BPA ceiling amount and ordering schedule will be set forth in the BPA award.

1.9 Award will be made on the basis of Best Value; price will be on the criteria as outlined in the evaluation criteria Attachment. Multiple awards will not be made.
Offerors are required to submit a technical proposal in accordance with all solicitation requirements and pricing in Excel format.
1.10 Offerors must quote all CLINs as identified in the CLIN structure attachment - 5.
1.11 Offerors must provide all information/documents as identified in the required proposal submittal attachment.
1.12 All proposals must be submitted via email to the contracting officer by the date specified. No other proposal format will be accepted. If you intend to submit a proposal, please ensure that you provide all required submittals and complete all applicable fill-in clauses per the solicitation, including signatures where applicable.
1.13 This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-95, effective Jan 19, 2017;
Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161222 edition, effective Dec 22, 2016, and Defense Logistics Acquisition Directive (DLAD)

2 SOLICIATION INSTRUCTIONS:
2.1 A telephonic pre-proposal conference is scheduled for Tuesday August 17, 2021 at
10:00 AM Eastern Standard Time (EST).
2.2 Submit your attendance request to Ronald.Fairley@dla.mil and
Cecilia.Arrington@dla.mil with the solicitation number SP8000-21-R-0011 referenced in the Subject Line of the email no later than 10:00 AM EST on August
12, 2021, to ensure the call-in information is provided for participation. An email will be submitted no later than 12:00 PM EST on August 13, 2021, with the call-in phone number and access code.
2.3 Proposals shall not exceed fifteen (15) pages total, single-sided; shall be double-spaced, and no smaller than Size 12, Times New Roman font.

Volume II Past Performance, and Volume III Price. Each section shall be divided and complete so that evaluation of each may be accomplished independently. The price proposal shall be submitted using Attachment 5 – CLIN Structure and Attachment 6 –
Ge Recycling Program Pricing Spreadsheet; please propose unit price for each CLIN which requires a unit price; while the travel CLINs in the Ge Recycling Program
Pricing Spreadsheet should include the full not -to-exceed value.
2.5 Submit your final proposal via email to DCSO-F2Contracting@dla.mil, ronald.fairley@dla.mil and cecilia.arrington@dla.mil with the solicitation number

3.10 Summary of Green Processing: emission, liquid, and solid waste generation, handling, and disposal.
3.11 Provide pricing for all Contract Line Items (CLINs) listed in the SF 1449 of the solicitation SP8000-R-0011.
3.12 Past Performance Questionnaires (for at least three (3) (since 2018 or later and relevant customers).
4 EVALUATIONS OF COMMERCIAL ITEMS:
4.1 FAR 52.212-2 – Evaluation – Commercial Items will be used for evaluation procedures.
4.2 The Government reserves the right to eliminate from consideration for award all offers that do not meet the minimum requirements of the solicitation, at any time prior to award of the BPA; to negotiate with offerors in the competitive range; and to award the BPA to the offeror submitting the best value using the tradeoff process under FAR 15.101-1 price proposal.
4.3 The Government intends to evaluate proposals and award a BPA without discussions with offerors (except clarifications). The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.
4.4 The best value using the tradeoff process under FAR 15.101-1 source selection procedure is appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal(s) with the Best Value price. The Government will apply best value tradeoff to the submitted proposals, giving technical approach and past performance, combined, a higher weight in evaluations compared to price.
4.5 In accordance with (IAW) FAR 15-101-1, the evaluation factors listed below will be used to evaluate all proposals submitted. BPA award will be made on the basis of best value using the tradeoff process under FAR 15.101-1. The Government intends to award without discussions but reserves the right to hold discussions.
4.6 In accordance with (IAW) FAR 15.304(d), the following factors shall be used to evaluate proposals:

Subfactor (4) - DLC de-coating and processes - This document must provide the following information in the explanation:
a. Detailed description of the DLC de-coating process.
b. Description of waste stream(s) and plans to comply with federal, state, and local regulations regarding waste management
c. Relevant permits/licenses for waste
d. Description of methodology for determination of Ge purity
e. Description of process to verify Ge is free from DLC coating
f. Plan to minimize generation of non-recoverable Ge
g. Description of how the Contractor plans to facilitate packaging, transport, and shipment of Ge to zone refining site.
Subfactor (5) – Th de-coating processes – This document must provide the following information in the explanation:
a. Detailed description of the Th de-coating process.
b. Description of waste stream(s) and plans to comply with federal, state, and local regulations regarding waste management
c. Relevant permits/licenses for waste
d. Description of methodology for determination of Ge purity
e. Description of process to verify Ge is free from Th coating
f. Plan to minimize generation of non-recoverable Ge
g. Description of how the Contractor plans to facilitate packaging, transport, and shipment of Ge to zone refining site.

4.7 Basis of Evaluation and Submittal Requirements for Technical Acceptability
4.7.1 Technical Acceptability- the offeror must provide/document;
• Successful capability to recycle Germanium (Ge) scrap material to the specifications identified in the Performance Work Statement.
• All specifications (including Original Equipment Manufacturer
(OEM)), who qualified/ certified and if qualification/ certification is current.
• A Quality Control/ Stock Rotation Plan in accordance with the
Performance Work Statement.
Factor 2: Past Performance
4.8 Recent and Relevant Past Performance
4.8.1 Past Performance will be rated from Very Relevant, Relevant, Somewhat Relevant and Not Relevant. To be considered awardable, offerors must have a very Relevant Past Performance Rating. Past performance summary shall include personnel/organizational past performance in germanium used in optical applications and zone refining of germanium.
4.8.2 Past performance Questionnaires. Offerors are instructed to submit up to three (3) Past Performance Questionnaires that may include the performance still in progress, however, it should have a minimum of one year of performance history and be no more than three (3) years old from the closing date of the solicitation. At a minimum, the documentation must include the contract number, award date, delivery date(s), and quantity. The references may be either government or commercial entities.
4.8.3 Additionally, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through Past
Performance Information Retrieval System (PPIRS) using all
CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/ subsidiary/ affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the offeror.
4.8.4 In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offerors may not be evaluated Very Relevant to Not Relevant on past performance (see FAR 15.305(a)(2). Therefore, the offeror shall be determined to have Unknown (or “Neutral”) past performance. In the context of Very Relevant / Relevant, a “Neutral” rating shall be acceptable.
Factor 3: Price, Best Value
4.9 Pricing Proposal
4.9.1 Offerors shall submit as Volume III the submittals required by the RFP and the price proposal. Volume III shall consist of Pricing schedule including the filled out /completed attachment 6 - Ge Recycling
Program Pricing Spreadsheet based on attachment 5 – CLIN Structure
4.9.2 Offerors shall submit a completed pricing schedule for all CLINs attached MS Excel spreadsheet, and the pricing summary. The offeror shall type the proposed the pricing schedule. The offeror shall take care to ensure that mathematical calculations are correct. In instances where the unit price and extended price do not agree, the unit price will be used as the correct price. All travel will be stated on each Task Order.
Note: Eliminate rounding of numbers in your spreadsheet as this can result in the Government calculating different totals when checking price proposal amounts and ensure that all calculations on your pricing spreadsheet are active.
4.9.3 If the proposal has been determined Very Relevant, the
Government will evaluate offerors’ price proposals. Offeror shall provide price evaluations in the Ge Recycling Program Pricing
Spreadsheet which uses 2,800kg as a basis of scrap Germanium (Ge) windows, only as a basis mass for comparison, for all CLINs and option periods except for travel CLINs.
