RATINGS AND DESCRIPTIONS
Past Performance: The Past Performance factor evaluation is an assessment of the offeror’s probability of meeting the solicitation requirements. The Past Performance evaluation considers the offer’s demonstrated recent (i.e. currently ongoing or completed within the last three calendar years from the solicitation open date) and relevant record of performance in supplying the services and products that are the same or similar in scope, complexity and magnitude (i.e. dollar value, volume) to the requirement of the solicitation. After ratings for relevancy have been assigned, a confidence assessment is determined which reflects, based on the offeror’s performance on the proposed present/past performance, an expectation of the offeror’s successful performance of the requirement.
The following relevancy ratings shall be utilized/assigned in the evaluation of the Present/Past Performance factor:

The following confidence assessments shall be utilized/assigned in the evaluation of the Present/Past Performance factor:
Table 4 Performance Confidence Assessments Adjectival Rating Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Past Performance Relevancy (choose rating from the Table 3) Rating (Refer to Table 3) The Government will review and evaluate the Offeror’s past performance. Overall Factor II Rating:

Evaluate and assign a rating for each element listed below and then state overall rating for the Factor based on review of all elements.
The Government will evaluate offeror’s past performance information on the degree to which the past performance consistently demonstrates a commitment to administration, customer satisfaction, timely delivery, and quality services in prior contracts or subcontracts of similar scope and complexity to the Comprehensive Real Property Support Services PWS.
Recency. The first aspect of the past performance evaluation is to evaluate the recency of the offeror’s past performance. Recency is generally expressed as a time period during which past performance references are considered relevant and is critical to establishing the relevancy of past performance information.
Relevancy. The second aspect of the past performance evaluation is to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. In establishing what is relevant for this acquisition, consideration is given to those aspects of an offeror’s contract history that would give the greatest ability to measure whether the offeror will satisfy the current procurement.
Quality of Service. The third aspect of the past performance evaluation is to establish the overall quality of the offeror’s past performance. This aspect determines how well the offeror performed on those past contracts and includes history of successful completion of projects; history of producing high-quality reports and deliverables; commitment to customer satisfaction and history of staying on schedule and within budget. A quality rating will be assigned for each contract the offeror submits in its proposal.

Strengths: Significant aspect of an offeror’s proposal that has merit and exceeds specified performance or capability requirements in a way that is advantageous to the Government, and either will be included in the contract or is inherent in the offeror’s process.

Weakness (indicate minor or significant weakness): Weakness means a flaw in the proposal that increases the risk of unsuccessful contract performance. A Significant weakness in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance.

Deficiencies (For Unacceptable/Unawardable rating): A material failure of a proposal to meet a government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
