9. GENERAL UNCLASSIFIED DESCRIPTION OF THIS PROCUREMENT

The Contractor will function as a single focal point to provide Systems Engineering and Integration (SE&I) support for the Special Warfare Acquisition Growth and Refresh (SWAGR), Guardian Angel (GA) and TACP Modernization (dismount solution only) programs. Customers of this effort: there are approximately 3,500 USAF SW operators assigned to Air Combat Command ACC/GA, ACC/TACP, Air Force Special Operations Command (AFSOC)/Special Tactics (ST), and Air Education & Training Command (AETC)/ Special Warfare Training Wing (SWTW). In addition to supporting the USAF, the SE&I contract will also provide support to SW Branch Foreign Military Sales (FMS) cases. The primary deliverable of this contract is services required to develop and sustain the system-of-systems known as the Special Warfare Assault Kit (SWAK).

Information requiring AF or DoD–level review will be reviewed by the unit’s OPSEC Program Manager or Coordinator who will in-turn forward to the entry-level public affairs office through the AFIMSC Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington DC 20330-1690. Transmission of public release request via e-mail is not authorized.

Access to classified COMSEC information requires a final U.S. Government clearance at the appropriate level. Further disclosure of COMSEC information by a contractor, to include subcontracting, requires prior approval of the GCA. Non-accountable COMSEC information, though not tracked in the COMSEC material control system, may still require a level of control within a document control system. Refer to NSA/CSS Manual 3-16, “Control of Communications Security Material,” and the Committee on National Security Systems Instruction (CNSSI) 4001, “Controlled Cryptographic Items,” for guidance.

(2) Contractor will comply with AFMAN 17-1302-O, Communications Security (COMSEC) Operations, 9 Apr 20.

c. Ref Item 10e(2): Contractor will require access to intelligence information and must comply with directions provided by the Contracting Officer’s Representative (COR). The Program Manager has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor’s obligation to protect the information. The COR will identify what intelligence information is required for the contractor to satisfy the contract and will submit that information to the servicing Senior Intelligence Officer (SIO) (AETC LeMay Center/INS) for approval prior to granting access.

d. Ref Item 10h: Access to Foreign Government Information (FGI) by cleared U.S. persons is based on the individuals having a valid need-to-know and a personnel security clearance (interim or final).

e. Ref Item 10j/11l: The contractor shall comply with DoDI 5200.48_DAFI16-1403, Controlled Unclassified Information, DoDM 5200.01, Vol 1_AFMAN16-1404, Vol 1, Air Force Information Security Program, and DoDM 5400.07_AFMAN33-302 Air Force Manual, DoD Freedom of Information Act (FOIA) Program. The contractor shall monitor CUI aggregation and compilation based on the potential to generate classified information pursuant to security classification guidance addressing the accumulation of unclassified data or information.

If additional protective measures and dissemination controls, including those directed by relevant law, regulation or government-wide policy, work with the contracting officer to incorporate into the contract/legal agreement.

f. Ref Item 10g/k: Access to Secret Internet Protocol Router Network (SIPRNET) is authorized. SIPRNET users shall receive the Air Force North Atlantic Treaty Organization (NATO) Security Awareness Briefing and sign an acknowledgment prior to SIPRNET access.

Actual knowledge of, generation, or production of NATO information is not required for performance on the contract.

Contractor is authorized to have SIPRNET connections see block 8 performance locations. Government Approval Authority is maintained by NSA.

g. Ref Item 11c: Any classified information generated in the performance of this contract shall require the contractor to apply derivative classification and markings consistent with the source material or be governed by the current version of the Security Classification/ Declassification Guide (SCDG). SCDG will be provided under separate cover. Partial performance as (an access only, a receive & generate or an intermittent) visitor in support of XXXX will occur in Bldg XXX, Area X, Name of Installation (e.g.,WPAFB, OH).

*Any revision to a Security Classification Guide (SCG) will also require a revision to the DD Form 254. The current version of the Security Classification Guide (SCG) shall be annotated in block 13.*

h. Ref Item 11d: The contractor is required to provide adequate and approved storage for classified hardware or material to the level of SECRET which because of size or quantity cannot be safeguarded in an approved storage container. The contractor will require approved storage for classified hardware or material (in accordance with 32 CFR, Part 2001.43 and Part 2001.53).

a. Ref Item 12: Contractor is to submit requests through the Contracting Officer for OPSEC Program Manager review and public release authorization. The Contracting Officer will provide contractor with written approval/disapproval. Information requiring AF or DoD–level review will be reviewed by the unit’s OPSEC Program Manager or Coordinator who will in-turn forward to the entry-level public affairs office through the AFIMSC Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington DC 20330-1690. Transmission of public release request via e-mail is not authorized.

a. Ref Item 10a:

(1) The contractor is authorized to receive Government furnished cryptographic equipment for the Government COMSEC account. Access to classified COMSEC information requires a final U.S. Government clearance at the appropriate level. Further disclosure of COMSEC information by a contractor, to include subcontracting, requires prior approval of the GCA. Non-accountable COMSEC information, though not tracked in the COMSEC material control system, may still require a level of control within a document control system. Refer to NSA/CSS Manual 3-16, “Control of Communications Security Material,” and the Committee on National Security Systems Instruction (CNSSI) 4001, “Controlled Cryptographic Items,” for guidance.

(2) Contractor will comply with AFMAN 17-1302-O, Communications Security (COMSEC) Operations, 9 Apr 20.

c. Ref Item 10e(2): Contractor will require access to intelligence information and must comply with directions provided by the Contracting Officer’s Representative (COR). The Program Manager has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor’s obligation to protect the information. The COR will identify what intelligence information is required for the contractor to satisfy the contract and will submit that information to the servicing Senior Intelligence Officer (SIO) (AETC LeMay Center/INS) for approval prior to granting access.

d. Ref Item 10h: Access to Foreign Government Information (FGI) by cleared U.S. persons is based on the individuals having a valid need-to-know and a personnel security clearance (interim or final).

e. Ref Item 10j/11l: The contractor shall comply with DoDI 5200.48_DAFI16-1403, Controlled Unclassified Information, DoDM 5200.01, Vol 1_AFMAN16-1404, Vol 1, Air Force Information Security Program, and DoDM 5400.07_AFMAN33-302 Air Force Manual, DoD Freedom of Information Act (FOIA) Program. The contractor shall monitor CUI aggregation and compilation based on the potential to generate classified information pursuant to security classification guidance addressing the accumulation of unclassified data or information. If additional protective measures and dissemination controls, including those directed by relevant law, regulation or government-wide policy, work with the contracting officer to incorporate into the contract/legal agreement.

f. Ref Item 10g/k: Access to Secret Internet Protocol Router Network (SIPRNET) is authorized. SIPRNET users shall receive the Air Force North Atlantic Treaty Organization (NATO) Security Awareness Briefing and sign an acknowledgment prior to SIPRNET access. Actual knowledge of, generation, or production of NATO information is not required for performance on the contract.

Contractor is authorized to have SIPRNET connections see block 8 performance locations. Government Approval Authority is maintained by NSA.

g. Ref Item 11c: Any classified information generated in the performance of this contract shall require the contractor to apply derivative classification and markings consistent with the source material or be governed by the current version of the Security Classification/Declassification Guide (SCDG). SCDG will be provided under separate cover. Partial performance as (an access only, a receive & generate or an intermittent) visitor in support of XXXX will occur in Bldg XXX, Area X, Name of Installation (e.g.,WPAFB, OH).

*Any revision to a Security Classification Guide (SCG) will also require a revision to the DD Form 254. The current version of the Security Classification Guide (SCG) shall be annotated in block 13.*

h. Ref Item 11d: The contractor is required to provide adequate and approved storage for classified hardware or material to the level of SECRET which because of size or quantity cannot be safeguarded in an approved storage container.
