About this file

This is a Security Clearance Memo issued by the Orange County Sheriff's Office related to a competitive solicitation for routine maintenance and repairs of industrial laundry equipment at two county correctional facilities: the Central Men's Jail and James A. Musick Facility. The County of Orange Sheriff-Coroner Department is seeking qualified vendors to provide comprehensive maintenance and repair services for laundry equipment manufactured by Braun, Minor, Unimac, and Energenics, including washers, extractors, dryers, and lint catchers. The solicitation requires 24/7 emergency and routine maintenance services with inspection, testing, certification, repairs, cleaning, calibration, and documentation capabilities. A mandatory two-day job walk is scheduled for October 9, 2025, at 8:00 AM, with only one attendee per vendor permitted. Electronic bids must be submitted through the County's online bidding system by October 22, 2025, at 4:00 PM PST. All questions and requests for interpretations must be submitted by October 15, 2025, before 5:00 PM through the solicitation's Question & Answer section. The contract term is three calendar years, commencing on February 22, 2026, with potential renewal for two additional years.

Bidders must possess current California state contractor's licenses with specific electrical work credentials and are required to provide detailed company information, references, and compliance certifications. The County offers Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preferences, providing a 5% bid price reduction for certified businesses meeting specific Orange County operational and state certification criteria. Award will be determined based on the lowest responsive and responsible bid, subject to approval by the Sheriff-Coroner Department's Purchasing Services Bureau. The solicitation note indicates applicants must submit security clearance information online through a designated portal using the invite code BC-0280-r; processing may take several weeks with final determination provided by the Theo Lacy Fire Life Safety Office. Inquiries regarding the security clearance process should be directed to Mary Barreto, Deputy Purchasing Agent, at (714) 834-2065 or MBarreto@ocsheriff.gov.
