About this file
This is a security clearance submission memo from the County of Orange Sheriff-Coroner Department related to a routine maintenance and repairs solicitation for industrial laundry equipment at two correctional facilities: the Central Men's Jail and James A. Musick Facility. The solicitation seeks competitive bids for comprehensive maintenance and repair services for laundry equipment manufactured by Braun, Minor, Unimac, and Energenics, including washers, extractors, dryers, and lint catchers. Bidders must provide 24/7 emergency and routine maintenance services involving inspection, testing, certification, repairs, cleaning, calibration, and documentation. A mandatory two-day job walk is scheduled for October 9, 2025, at 8:00 AM, with only one attendee per vendor permitted. Questions and requests for interpretations must be submitted through the solicitation's Question & Answer section by October 15, 2025, at 5:00 PM. Electronic bids are due through the County's online bidding system by October 22, 2025, at 4:00 PM PST. The contract term is three calendar years commencing February 22, 2026, with potential renewal for two additional years.
Qualified vendors must possess current California state contractor's licenses with specific credentials for electrical work. The solicitation includes provisions for Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preferences, offering a 5% bid price reduction for certified businesses that maintain principal operations within Orange County and meet state certification criteria. To access the security clearance submission system, applicants must register at the provided portal using invite code BC-0280-r and upload required documents for processing by the Theo Lacy Fire Life Safety Office. Award determination will be based on the lowest responsive and responsible bid, subject to approval by the Sheriff-Coroner Department's Purchasing Services Bureau. The County reserves the right to accept or reject bids in whole or part, cancel the solicitation, and apportion requirements among multiple bidders as deemed in its best interest.
