The SOW is attached separately and will remain as a separate attachment through solicitation.

ATTACHMENT L-2 (SECTION L): REQUIREMENTS TRACEABILITY CROSS-
REFERENCE MATRIX
For Prospective Offerors: See paragraph 2.1.11 regarding instructions for completion of the solicitation Requirements Traceability Matrix (RTM). If this matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over this matrix. Additionally, to the extent this matrix discloses details as to the extent or manner by which the Government intends to evaluate offeror’s proposals for award, Section M references in the matrix are for information purposes only and the Government shall be obligated to evaluate proposals solely in conformance with the provisions of the Section M of the solicitation.
RTM is attached separately and will remain as a separate attachment through solicitation. The RTM will not be a part of the award package.

Unclassified Email
All unclassified, sensitive information (Privacy Act, CUI, etc.) related to draft RFP, final RFP, contractor proposal responses, contract communications; contract deliverables, contractor-to-government communications, contractor-to-subcontractor communications or any other type of sensitive information transmitted by email shall be encrypted. The DoD has provided a free, simple, strong, Java file and folder encryptor called Encryption Wizard (EW). Information on this program is available at http://www.spi.dod.mil/ewizard.htm.
Contractors should utilize the EW-Govt version of the software though both the “Public” and ”Govt” versions are compatible. The EW-Govt website and download location is http://www.spi.dod.mil/ewizard_govt.htm.

ATTACHMENT L-4 (SECTION L): GOVERNMENT FURNISHED PROPERTY (GFP)
If the offeror requires the use of Government furnished items, the offeror shall provide a listing including quantity, federal stock number, nomenclature, date needed and duration of availability, rental value per FAR 45.1 and 45.2, reason for need, and cross reference to cost/price volume paragraphs which pertain to GFP and/or base support. The offeror shall also provide the written authorization from the cognizant ACO, as applicable. The offeror shall supply this information in the format shown, as an example, in Table 1.

ATTACHMENT L-5 (SECTION L): SMALL BUSINESS PARTICIPATION (SBP)
All offerors shall provide the following SBP requirements and substantiating documentation to demonstrate how you will meet these requirements. This required information will be used to evaluate the extent of your proposed participation/commitment to use United States (U.S.) Small Business (SB) in the performance of this acquisition (as SB prime offerors or SB subcontractors) relative to Section M, Factor 2, Subfactor 1, Small Business Participation. These SBP requirements will be incorporated into any resulting contract(s) as specified below.
1. The small business concerns (SBC) as defined in FAR Part 19 that are to be used in your proposed approach to satisfying the requirements of this solicitation for the entire performance period, including company name, business category(ies), description of products or services and North American Industry Classification System (NAICS) code to be provided by each SBC and the nature of the commitment with the SBC (i.e., letter of commitment, joint ventures, mentor protégé agreements, others). 3. The work to be performed directly by a SB prime offeror shall be evaluated as Small Business Participation. SB prime offerors shall include their information in the above requested subparagraphs 1-4 as required.

SOFTWARE (GRID)
For Prospective Offerors: The purpose of the GRID attachment (once completed by the offeror) is to provide the Government with a detailed list and clear understanding of technical data and software license right restrictions, if any, that may be asserted/proposed by the offeror for this P5CTS SSU solicitation and resulting contract. See Attachment L-6 regarding instructions for completion of the GRID tables.
