This document is a solicitation for the P5 Combat Training System (P5CTS) System Security Update (SSU) program. The Air Force requires a security upgrade to the P5CTS data link to encrypt controlled unclassified information transmitted over-the-air and meet current cybersecurity requirements. The solution identified is a shop-replaceable retrofit kit to replace the obsolete Data Guard Processor in the Airborne Subsystem pods. The kit shall consist of a Data Security Module, a modified P5 Airborne Subsystem End Cap, interface cables, and associated hardware. The Data Security Module must encrypt data through a National Security Agency certified Type 1 encryptor and provide a NSA certified control interface. The engineering, hardware, software, documentation, and other efforts required to manage and produce the kits is referred to as the SSU program. Bids for the SSU kits will be evaluated according to Federal Acquisition Regulation Part 15, Defense Federal Acquisition Regulation Supplement Part 15, and Air Force Acquisition Regulation Supplement Part 15.

Ref Blk 4: Data deliverables under this CDRL shall include all data and software internally developed by the Contractor in the performance of this contract (e.g., configuration management/baseline documentation, status reports, plans, processes/instructions, software trouble reports, notices/alerts, software, software design description updates based on modifications to existing CSCI, test procedures, data bases, manufacturing/quality processes/plans, security/program/information protection). The DAL is a living document and shall have items added throughout the program. Do not include products that are formal deliverables through the Contract Data Requirements List (CDRL) exhibit. Paragraph 2.1.10. Plan of Action and Milestones (POA&M). Add to Paragraph: The
Contractor shall develop/deliver an internal POA&M and use as a tool for the contractor to track open STIG and SCAP findings and work with the Government to correct the findings by providing artifacts.
Paragraph 2.1.12. Vulnerability Scans. The Contractor shall accomplish the Assured
Compliance Assessment Solution (ACAS) with the latest plugins within 7 calendar days prior to the execution of each vulnerability scan. The Contractor shall document findings and submit a comprehensive ACAS vulnerability scan report to the Government ISSM after each scan and provide an ACAS raw vulnerability output in .NEXUS format to ISSM for approval. The Contractor shall implement software patches to fix “LOW” or higher ACAS findings, or provide rationale and impact statement for non-compliance to the Government
ISSM. Vulnerability scans shall be handled and transmitted in accordance with the
System’s classification level.
Paragraph 2.1.13. Change to: Security Technical Implementation Guides (STIG), Secure Content Automation Protocol (SCAP) Benchmarks. The
Contractor shall harden the system using the required and approved STIG, SCAP Benchmarks, and other approved hardening tools. The Contractor shall document non-compliant STIG, SCAP Benchmarks and other findings in the Contractor POA&M. Updates to the STIG and SCAP Benchmarks are released on a monthly, quarterly, and yearly basis. The Contractor shall implement updates to the STIG and SCAP Benchmarks into the System as they are released. The Contractor shall document non-compliant STIG and SCAP Benchmark findings in the Contractor POA&M. The Contractor shall handle STIG and SCAP Benchmark artifacts in accordance with the System’s classification level. At a minimum the Contractor shall submit
STIG and SCAP Benchmarks electronically to the ISSM on a monthly basis. The Contractor shall protect STIG and SCAP Benchmark results in accordance with the System’s classification.
