The kits must implement encrypted data transmission and a National Security Agency certified control interface to meet current cybersecurity requirements and enable training with advanced aircraft through 2030. Proposals are sought under full and open competition procedures.

Ref Blk 4: Add to DID Paragraph 10.2.2: “The test plan shall encompass both Contractor and Government conducted (Contractor supported) tests, applicable prior test efforts, and all proposed tests to meet contractual requirements documented in the order of test event occurrence. Information used from previous test efforts may consist of any pertinent test documentation with supportive explanations as to how it will meet the current contract test requirements. Plans to use previous test data to satisfy test requirements shall be clearly identified and require Government approval. “
Add to Paragraph 10.2.5.1: “The TEPP main body shall describe the overall test program.
For each separate test event as defined in the body of the TEPP, an additional appendix shall be included that contains added detailed test event and schedule information.”
Add to DID Paragraph 10.2.5.5, Special tests: Special tests include security.
Add to 10.2.6: “Prepare a requirements traceability table that lists each P5CTS
Specification; e.g., System/Subsystem Specification, Interface Specification, and Software
Requirement Specification, etc, requirement, along with a Unique Specification identifier, that shall be verified by one of the verification methods listed below. Cross reference each listed requirement to: a) specification abbreviation and requirement number (list each specification document name, number, date and abbreviation used in this column in a legend at the beginning of matrix); b) specification paragraph number (when applicable) and requirement test; c) test procedure name; and, d) method of verification using “T” for test, “D” for demonstration, “E” for examination, “A-P” for analysis – previously tested, and “A” for analysis.” Provide the requirements traceability table as an appendix.
Ref Blk 8: The Government will provide response NLT 20 calendar days after submittal.
The Government will provide response NLT 10 calendar days after receipt of resubmittal.
Approved TEPP required for entrance to CDR.
Ref Blk 9: The Contractor shall coordinate the distribution statement with the Government prior to use to ensure other or special circumstances have not occurred that may warrant change in the distribution statement and that the most current information is applied.
Apply Export Control Statement and Destruction Notice IAW DoDI 5230.24
Ref Blks 10, 11 12 and 13. The Contractor shall submit NLT 60 calendar days prior to
First Article Test Readiness Reviews (TRR) for each event. Annotate all changes with change bars. The Contractor shall resubmit, incorporating Government comments, NLT 15 calendar days after receipt of Government comments. The Contractor shall provide updates when changes occur to the test program.

For data items that exceed the file size limit of the WAWF system, a Letter of Submittal containing a listing of the Data Items shall be submitted in WAWF and the Data Items shall be submitted concurrently through approved secure electronic means. The contractor shall notify the government via email when Data Items are being delivered outside of WAWF.

Ref Blk 4: Contractor format acceptable. Required for each test. Also includes acceptance test procedures for pod and SRAs (e.g, SSU, end cap) (except for NSA 0N Number test procedures, which are covered by separate NSA CDRLs)
Add Paragraph 3.1.1.i: Document titles shall contain the CLIN number, if applicable, system title, contract number, test category [e.g., Computer Software Configuration Item
(CSCI), Environmental, Acceptance, Integration, Electromagnetic, Functional, First article, ST&E /SBSA security, to include UCDSMO required test, etc], CDRL number, and date.
Combine Paragraph 3.2.5 Table of Tests into Paragraph 3.2.3.3 Test Requirements and change text to read: Prepare a requirements traceability table that lists each requirement that shall be verified by these test procedures. List in a table the following information: a) specification abbreviation and requirement number (list each specification document name, number, date and abbreviation used in this column in a legend at the beginning of the table);
b) specification paragraph number (when applicable) and requirement text; c) test case name where requirement is tested; d) steps in procedures where requirement is verified;
e) method of verification using “T” for test, “D” for demonstration, “E” for examinations, “A-P” for analysis previously tested, and “A” for analysis; f) pass/fail criteria. Provide the requirements traceability tables as an appendix in each test procedure document.
Add Paragraph 3.2.6.g. Provide signature and data blocks at the end of each test case for test witness signoff by Government Representative, Contractor Test Director, and
Contractor QA.
Add Paragraph 3.2.7.g. Data recording steps shall correlate to the data input blocks as they occur in the step-by-step procedures of Paragraph 3.2.6.
Add Paragraph 3.2.9: “Provide a copy of the actual signed off Master Copy of the as run test procedures and any changes (red-lines) to the test procedures that occurred during testing to the Government representative on site at the conclusion of each test. Contractor may scan in color for digital presentation to the Government representative.”
Ref Blk 8: The Government will provide response NLT 20 calendar days after receipt of submittals. The Government will provide response to resubmittal NLT 10 calendar days after receipt. Approval is required prior to TRR.

Ref Blks 10, 11, 12 and 13: The Contractor shall submit NLT 30 calendar days prior to First Article Test Readiness Reviews (TRR) for each event.
Resubmit incorporating all Government comments NLT 15 calendar days after receipt of Government comments. The Contractor shall mark all changes to the previous submittal using the track changes function. The Contractor shall provide a copy of the actual as run signed off test procedures and any changes (red-lines) to the test procedures that occurred during testing and a copy of any test data to the Government at the conclusion of each test.

Ref Blk 4: Contractor format acceptable. Required for each test (except for NSA 0N Number test procedures, which are covered by separate CDRLs) Add to Paragraph 10.1: The Contractor shall deliver a report for each conducted test under the Test Procedure (DI-NDTI-80603A) CDRL. All test reports shall include copies of the Test Incident Reports (TIR), Problem Change Requests (PCR), Deficiency Reports (DR) and any other documentation associated with all problems and known errors.
Change Paragraph 10.2.6.3 to: “Provide a complete copy of the ‘Master as run’ test procedures including any red-lines (additions, deletions and deviations) with the test report.
Contractor may scan for digital delivery.”
Change Paragraph 10.2.6.4.1 “Recorded data to read: “Provide copies of all data recorded for each test (for example, log book, recorded pod data on DRDs, CSCIs, Live Monitor, ICADS, RRU recordings, etc.) on CD(s) or DVD(s). Any data recorded on paper such as test logs, etc., may be scanned and loaded onto CD(s) or DVD(s) for digital presentation.”
