About this file
This document contains responses to contractor questions regarding a solicitation for P5 Combat Training System System Security Update kits. The Air Force seeks proposals to engineer, produce, and deliver retrofit kits consisting of a Data Security Module, modified end cap, interface cables and hardware to encrypt data transmitted by the P5CTS Airborne Subsystem over-the-air. The solicitation is conducted according to FAR Part 15 and DFARS Part 15 procedures. Proposals are due for the kit design and engineering, as well as initial production, with additional orders for other countries' unique requirements and spares to be issued separately as needed. The Digital End Cap technical data package must be requested directly from the point of contact due to file size limitations. Access to restricted documents in the vendor library requires qualification as a U.S. contractor through the Joint Certification Program and matching CAGE code.

RFP document Paragraph/Section Previous Question/Concern Clarification Request Gov't Response
SOW 4.3.3 Based on 4.3.3, is it correct that FMS should not be proposed in this response? Agree that because each country will have unique NRE and therefor separate unique RFPs are appropriate. Please confirm.
Incomplete statement. Please complete statement.
"Proposed at…."
"The missing language is "shall not be proposed at this time"
SOW 4.5.10 4.5.10 (U) Contractor Acquired Property (CAP) The contractor shall track and provide the Government visibility and accountability of all CAP procured by the contractor for use on the SSU program under this contract IAW FAR, DFARS and AFFARS clauses contained in this contract and SOW. The Government will identify the CAP that the contractor shall formally deliver to the Government. The Government will officially accept receipt of CAP via a completed DD Form 250, Material Inspection and Receiving Report (MIRR), provided by the contractor. B046 (FMS), DI-MGMT-80441C/T, Govt Property Inv Rp).
This document that was deleted from the final RFP due to DRFP questions has reappeared. It was not marked as a change in the updated SOW. Please explain the reinstated requirement.
Section 4.5.10 was inadvertantely added back into the SOW, however, an amendment to the RFP will correct this and remove section 4.5.10. In addition, CDRLs A046 and B046 will be updated to correct.
SOW 4.8.7.4 N/A (relates to changes to 4.8.7.4 and 4.8.7) Contractor will be shipping under a FMS exemption, as opposed to obtaining a separate license for export. US State Department provisos and restrictions have precluded COMSEC items being exported directly by a contractor. Such items have to go through a Government designated freight forwarder.
Sections 4.8.7 and 4.8.7.4 have been adjusted slightly to highlight that FMS shipping and export requirements "will be identified on individual delivery order/task orders (DO/TO) by RFP". This language allows the Government with the flexibility to adjust its shipping/export requirements, if necessary, for individual DO/TOs.
