About this file

This document contains Section L (Instructions, Conditions, & Notices to Offerors or Quoters) and Section M (Evaluation Factors for Award) from a federal solicitation issued by the U.S. Air Force.

Proposals must be submitted in three parts: Part I—Technical (comprising a Project Plan in narrative format demonstrating adherence to all Statement of Requirements and a detailed Safety Plan addressing project-specific safety procedures); Part II—Past Performance (requiring two references from similar work completed within the past five years with no adverse findings); and Part III—Price (providing total costs for labor, equipment, and materials). The mandatory site visit is scheduled for April 8, 2026 at 10:00 a.m., with attendee names due by April 3, 2026. Proposals must be received by April 17, 2026 at 2:00 p.m. via email to lawrence.roman.gb@us.af.mil and james.downs.5.gb@us.af.mil. Offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award. Award will be made on a best-value basis to the lowest-priced offeror with ACCEPTABLE technical capability and SATISFACTORY past performance ratings. Technical evaluation is binary (ACCEPTABLE/UNACCEPTABLE), with the Project Plan and Safety Plan each assessed against minimum standards of acceptability. Past performance must demonstrate satisfactory execution of similar work. The Government has determined adequate price competition exists and may request cost information if that determination changes.
