About this file

This is a Statement of Requirement (SoR) for the construction of a security fence at RAF Barford St John, a United States Air Force installation in the United Kingdom operated by the 501st Combat Support Wing (USAFE). The project (AWJB 25-1006) requires contractors to provide a complete 100% design package and firm-price construction cost estimate for a compliant security fence with access gate. The fence must be 7 feet high with 9-gauge chain-link fabric topped with three strands of barbed wire angled outward at 45 degrees for a total height of 8 feet, complying with United States Visiting Forces physical security requirements per UFC 4-022-03. The project scope includes approximately 2.64 miles of fencing with one secondary gate at a location to be developed during site preparation.

The contractor must assume responsibility for all necessary site verification, design surveys, and infrastructure assessments to establish a fixed construction price, with any follow-up work required for compliance at no additional cost to USAF. All work must comply with UK Building Standards, relevant UFC standards, CDM Regulations 2015, and JSP 375 Health and Safety requirements, with the most onerous standard applied where UK and US standards conflict. Key responsibilities include environmental protection (avoiding disturbance to badger setts and sensitive ecological areas), asbestos and contamination assessment, coordination with multiple USAF and DIO stakeholders, base security clearance (6-month advance notice required), and provision of mobile welfare facilities at the remote site. The contractor must supply comprehensive handover documentation including DIO Form 140, O&M manuals per DIO Form 141, AutoCAD drawings with PDF backup, and GIS data in Shape File format. Indicative working hours are Monday-Friday 0830-1530, with weekend work subject to agreement, and all work requires advance coordination with 422 CES/CEN to ensure site access and stakeholder approval.
