About this file

This is a Request for Information (RFI) document for the "Install Security Fence BstJ" project (Reference AWJB 25-1006), issued by the 422 Civil Engineer Squadron on April 17, 2026, with a response deadline of April 23, 2026.

The contractor requested information on three planning action items: Environmental Impact Studies, Topographic and Ground Surveys, and Mitigation Licenses. In response, the 422 Civil Engineer Squadron (via Darran Griffiths) confirmed that formal Environmental Impact Studies have not been undertaken, as the fence route will follow existing hard standing as much as possible, with Environmental Subject Matter Experts (SMEs) available for consultation during deviations (such as the area southwest of the Installation by the Electrical substation). The government indicated no recent topographic or ground surveys are currently in possession. Regarding Mitigation Licenses, the government confirmed that an indicative route has been prepared to exclude any work within a prescribed 30-meter stand-off to badger setts or indicators of badger activity, thus no mitigation license is required; however, Environmental SMEs will remain available for on-site consultation throughout the installation phase. Section 3 of the RFI (Review section) remains incomplete with no reviewer identified, review date, acceptance status, or closure date documented.

SECTION 2 - RESPONSE

Response By: Darran Griffiths, 422 CES

Date of Response: 23-April-2026

Description:

Environmental Impact Studies: Have not been undertaken as intent is to follow the land abutting the existing hard standing as much as possible. Where route deviates (e.g. area at SW of Installation by Electrical substation), Environmental SME’s will be available to consult as work progresses. Route is open to deviation to allow as much latitude for contractor as possible and Enviro SMEs will aid determine optimum route at each stage of the works.

Topo & Ground Surveys: We are not in possession of any recent surveys.

Mitigations Licenses: Indicative route has been prepared to exclude any works within the prescribed 30m stand-off to any badger setts / indicators of badger activity. Therefore, the Environmental SME has confirmed this license is not required, but, per response above, will be available to consult as work progresses, including on site / in person during the installation phase.
