SECTION B – SUPPLIES OR SERVICE AND PRICE/COST
B.1 ITEM/DESCRIPTION
The purpose of this Job Order Contract (JOC) solicitation is to obtain construction, alteration or repair of buildings, structures, or other real property at various FBI facilities in Washington, D.C.
Types of facilities include, but are not limited to, administrative, industrial, maintenance, warehouses, hangars, communications, personnel support, recreation, lodging, dormitory, training, ranges, and roads. Projects may include, but are not limited to new work, additions, alterations, maintenance, and repairs of real property and will be accomplished by awarding an
Indefinite Delivery/Indefinite Quantity (IDIQ) contract at pre-determined unit prices and bid price coefficients, for a base period of one (1) year with four (4) one-year options, contingent upon the availability of funding.
The Government will issue one (1) individual IDIQ contract award. Jobs ordered under this award will be awarded as Task Order(s) (TO). Each TO Request for Proposal shall include appropriate attachments such as, but not limited to, Statement of Need (SON), Statement of
Work (SOW), drawing(s) for the Contractor to develop their proposal(s).
B.2 SERVICES AND PRICES
The Contractor shall perform any and/or all functions specified in this contract in accordance with the scope of work provided within individual task orders issued. Pricing for this contract is based on the eGordian Construction Task Catalog© (“Unit Price Book” or “UPB”) which is accessed through Gordian’s eGordian JOC Management SaaS application system. This UPB shall be the only method used for pre-priced costs.
B.2.1 PRICING
Pricing of each Pre-Priced Item in the Task Order is determined by applying the Construction
Task Catalog (CTC®) unit pricing and the Contractor’s Pre-Priced Item Coefficient factor (and
Multipliers if applicable), along with applying a set coefficient factor rate of 1.95% to support the CTC that the Government has negotiated with eGordian to pay for the services. Non-pre-priced tasks will be negotiated using the method described herein and multiplied by the
Contractor’s Non-Pre-Priced Items Coefficient factor (and Multipliers if applicable). No additional coefficient factor, multiplier, burden or any other factor will be allowed under this contract. Note that any non-pre-priced item, if used more than three (3) times, will become pre-priced. The Contractor and the CO will agree on a price to be used moving forward.
The Economic Price Adjustment will be accomplished through annual updates to the UPB provided by eGordian. All coefficient factor rates will remain the same through the life of the contract. No other economic price adjustments will be granted.
B.2.2 SERVICES AND PRICES TABLES
Offerors shall submit a proposal for the coefficients and multipliers for the base year, four (4) option years, and a six (6) month extension. The coefficients shall be offered as a numeric expression. Do not describe the coefficient as a percentage. Note that a coefficient of 1.000 means no adjustment to the CTC prices; a coefficient of 0.950 means a downward adjustment to
CTC prices; and 1.150 means an upward adjustment to the CTC prices.
Each work item where a unit price can be found in the CTC is referred to as “pre-priced item”.
B.3 OFFERS
B.3.1 Each offeror submitting a proposal must submit four (4) coefficients to include one (1) multiplier to represent the individual Service Area for the Contract Line-Item Number (CLIN) site listed in section B.7 titled “Pricing Schedule”, one (1) coefficient for standard work, one (1) coefficient for non-standard work, one (1) coefficient for non-pre-priced standard work, and one
(1) coefficient for non-pre-priced nonstandard work. Coefficients are offeror provided numeric factors that adjust unit prices see Section B.3.3 for detailed information.
B.3.1.1 eGordian’s JOC Management SaaS application system is incorporated by reference. The contractor, at no cost to the Government, shall provide the government with access to the eGordian JOC Management SaaS application system. The Contractor is responsible for obtaining access and licenses and responsible for payment to eGordian by applying the pre-negotiated set rate of 1.95% for each Task Order awarded at the CTC negotiated price only within 45 days after issuance of Task Order. The eGordian JOC Management SaaS application system contains CTC pricing information for the description of work to be accomplished and for the unit of measure specified. The CTC is updated annually by eGordian. The contractor, at no cost to the Government, shall update the eGordian Construction Task Catalog® database yearly as soon as the annual update becomes available within the given year.
B.3.2 Any changes in the applicable prevailing Davis-Bacon minimum hourly rates of wages and fringe benefits (Fairfax, VA) during the entire term of the contract including any option years shall not affect the co-efficient to be paid by the Government for work performed under the contract. See Section J for the Davis-Bacon Wages (www.dol.gov) applicable at the time of the solicitation. Offerors must maintain conformance with prevailing Davis-Bacon wages for the duration of the contract without notice from the FBI.
B.3.3 COEFFICIENTS
The Contractor’s coefficient is a numerical factor that represents costs (generally indirect costs) not considered to be included in the “Construction Task Catalog” unit prices, e.g. general and administrative and other overhead costs, insurance costs, bonding, and alternative payment protection costs, protective clothing, equipment rental, sales tax and compliance with tax laws and contractor’s and subcontractor’s profit. Contingent costs, such as labor rate changes and inflation in option years are also covered in the coefficient. Coefficients proposed by offerors are multiplied by the Government-established unit prices in the CTC to price a job or project on individual task orders. The Coefficient(s) proposed by the offeror and accepted by the
Government are incorporated in the JOC. The contractors price coefficient must include, but is not limited to the following:

B.3.3.1 Coefficient for Non-Pre-priced Items of Work:
There shall be no Task Order Request for Proposals or award of Task Orders under the JOC
Contract for work which contain only Non-Pre-Priced Items of Work. Non-Pre-Priced Items of work are exceptional and few, not exceeding three items of work in any given Task Order.
B.3.3.2 All work on Non-Priced Tasks shall not proceed without prior written approval of the
Contracting Officer. The Government may require the provision of non-pre-priced item(s) for projected task orders. Non-pre-priced items are defined as construction materials, services, and work not listed by the CTC. The Government will not consider an item as non-pre-priced if the materials or services are listed in the CTC or the non-pre-priced item has been established as a pre-priced item by prior modification. The Contracting Officer’s determination as to whether an item is a pre-priced task or a non-pre-priced item shall be final, binding, and conclusive. The cost breakdown proposed shall follow the CTC Model for pre-priced items, as determined by the
Contracting Officer or his/her representative and shall be all inclusive.
For non-pre-priced items, the contractor shall provide verifiable documentation, at a minimum, the following for each component or task required:

B.3.4. Minimal Design
The government will require a conventional design developed up to 35% stage for renovation and repair projects (project dependent). If the design requires the services of a registered architect or engineer and if the SOW does not specifically require design services, it is outside the parameters of minimum design. The contractor is then responsible for submitting documentation that substantiates the proposed approach.
The Government shall only provide basic concept design, sketches, and/or drawing(s) information for a specific work requirement. The Contractor must demonstrate design capabilities of providing quality, cost effective minimal design for multiple TOs simultaneously, which shall comply with Government requirements and all applicable building codes and governing authorities. The Contractor will be provided with the Government’s initial concept design and SOW for each TO. The Contractor shall then be responsible for further development of the Government’s concept design to a point where the Contractor’s designs/drawings clearly indicate the proposed method of accomplishing the work, as well as the description, size, and location of all proposed elements of the work. The Contractor’s design must fully comply with the Government’s concept design requirements as well as all governing codes and UFGS. The Contractor is expected to use recognized industry standard practice in determining proposed design materials and methods unless the Government specifies otherwise.
B.3.4.1 Minimal Design Fee
The minimal design fees are broken out into the following labor categories. The offeror shall provide the hourly rate for the following labor categories:
