About this file

The document is a comprehensive bid package for the Schenectady City Hall Clock Tower Restoration project, issued by the City of Schenectady Purchasing Department. The project involves a complete exterior surface restoration of the historic clock tower, including removing loose and unstable paint, replacing decayed wood components, repainting, re-gilding the dome, sphere, and weathervane, and replacing existing clock movements and hands on all four sides. The bid (Reference Number RFB 2024-18-ENG) is due on July 31, 2024, and includes detailed specifications, construction drawings, and hazardous materials survey reports. The restoration aims to preserve the historical integrity of the clock tower while ensuring its long-term weather resistance and maintenance.

The project includes specific requirements for wood repair, with estimates of consolidation and epoxy filling for various architectural elements like louvers, siding, cornices, pilasters, and trim. Hazardous materials testing has been conducted, including lead paint and PCB testing, with no asbestos detected in the samples. The project specifications emphasize historical preservation, requiring gentle restoration methods, hand tool usage, and minimal removal of existing paint layers. The contractor will be responsible for providing detailed shop drawings, pre-construction evaluation, electronic photo documentation, and maintaining existing structural elements. A three-year warranty is included for the clock system, with potential for a separate maintenance contract after the warranty period.

PLM Bulk Asbestos Report Client Name: ECS Mid-Atlantic LLC

Reporting Notes:

*NAD/NSD =no asbestos detected; NA =not analyzed; NA/PS=not analyzed/positive stop, (SOF-V) = Sprayed On Fireproofing containing Vermiculite;

(SM-V) = Surfacing Material containing Vermiculite; PLM Bulk Asbestos Analysis using Motic, Model BA310 Pol Scope, Microscope, Serial #: 1190000326, by Appd E to Subpt E, 40 CFR 763 quantified by either CVES or 400 pt ct as noted for each analysis (NVLAP 200546-0), ELAP PLM Method 198.1 for NY friable samples, which includes the identification and quantitation of vermiculite, or ELAP 198.6 for NOB samples, or EPA 400 pt ct by EPA 600- M4-82-020 (NY ELAP Lab 11480); Note:PLM is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. NAD or Trace results by PLM are inconclusive, TEM is currently the only method that can be used to determine if this material can be considered or treated as non asbestos-containing in NY State (also see EPA Advisory for floor tile, FR 59,146,38970,8/1/94) National Institute of Standards and Technology Accreditation requirements mandate that this report must not be reproduced except in full without the approval of the lab. This PLM report relates ONLY to the items tested. Job Narrative 480-220784-1

Analytical test results meet all requirements of the associated regulatory program listed on the Accreditation/Certification Summary Page unless otherwise noted under the individual analysis. Data qualifiers are applied to indicate exceptions. Noncompliant quality control (QC) is further explained in narrative comments.

· Matrix QC may not be reported if insufficient sample or site-specific QC samples were not submitted. In these situations, to demonstrate precision and accuracy at a batch level, a LCS/LCSD may be performed, unless otherwise specified in the method.

· Surrogate and/or isotope dilution analyte recoveries (if applicable) which are outside of the QC window are confirmed unless attributed to a dilution or otherwise noted in the narrative.

Regulated compliance samples (e.g. SDWA, NPDES) must comply with the associated agency requirements/permits.

Receipt The sample was received on 6/13/2024 11:00 AM. Unless otherwise noted below, the sample arrived in good condition, and, where required, properly preserved and on ice. The temperature of the cooler at receipt time was 18.2°C.

PROTECTING VEGETATION

DURING CONSTRUCTION

SECTION 015639

PROTECTING VEGETATION DURING CONSTRUCTION

PART 1 GENERAL

1.01 DEFINITION

A. The protection of trees, shrubs, ground cover and other vegetation from damage by construction equipment.

1.02 PURPOSE

A. To preserve existing vegetation determined to be important for soil erosion control, water quality protection, shade, screening, buffers, wildlife habitat, wetland protection, and other values.

1.03 CONDITION WHERE PRACTICE APPLIES

A. On planned construction sites where vegetation exists and is to remain and thereby shall be protected and preserved.

1.04 DESIGN CRITERIA

A. Planning Considerations

B. Inventory: Photosurvey work areas. Note size extents and species of vegetation adjacent to temporary facilities and work areas.

C. Identify potentially high erosion areas, areas with tree windthrow potential, etc. Vegetation that is to remain should be identified and marked.

1.05 MEASURES TO PROTECT VEGETATION

A. Limit soil placement over existing tree and shrub roots to a maximum of 3 inches or less as shown on the grading plans. Soils with loamy texture and good structure should be used.

B. Protect roots of trees and shrubs when grades are lowered nearby. Unless otherwise shown on the grading plan, lowered grades should start no closer than the dripline of the tree. For narrow-canopied trees and shrubs, the stem diameter in inches is converted to feet and doubled, such that a 10 inch tree should be protected to 20 feet.

C. Trenching across tree root systems should be the same minimum distance from the trunk unless otherwise shown on the drawings, as in “B”.

D. Tunnels under root systems for underground utilities should start 18 inches or deeper below the normal grounds surface. Tree roots which must be severed should be cut clean. Backfill material that will be in contact with the roots should be topsoil or a prepared planting soil mixture.

E. Construct sturdy fences, or barriers, of wood, steel, heavy duty plastic with steel stakes or other protective material around trees and shrubs to remain for protection from construction equipment. Place barriers far enough away from trees, but not less than the specifications in "B", so that tall equipment such as backhoes and dump trucks do not contact tree branches.

Construction limits should be identified and clearly marked to exclude equipment.

F. Avoid spills of oil/gas and other contaminants.

G. Obstructive and broken branches should be pruned properly. The branch collar on all branches whether living or dead should not be damaged. The 3 or 4 cut method should be used on all branches larger than two inches at the cut. First cut about one-third the way through the underside of the limb (about 6-12 inches from the tree trunk). Then (approximately an inch further out) make a second cut through the limb from the upper side. When the branch is removed, there is no splintering of the main tree trunk. Remove the stub. If the branch is larger than 5-6 inches in diameter, use the four cut system. Cuts 1 and 2 remain the same and cut 3 should be from the underside of the limb, on the outside of the branch collar. Cut 4 should be from the top and in alignment with the 3rd cut. Cut 3 should be 1/4 to 1/3 the way through the limb. This will prevent the bark from peeling down the trunk. Do not paint the cut surface.

015639 - 2

PROTECTING VEGETATION

DURING CONSTRUCTION

H. Refer to Section 01 7423, Surface Restoration and Repair for replacement of damaged plant materials.

017423 - 1
