SAQMMA16R0106 – Diplomatic Platform Support Services (DiPSS) Attachment 6 – Service Category 4 Projects, Renovations and Construction Service Descriptions and Performance Requirements Standards (High Threat Posts).
The Contractor shall perform general construction and facility and site renovations, e.g. site preparation, roads, bridges, runways, pipeline, barriers, towers, walls, gates, fences, perimeter lighting, walkways, trenching, culverts, well drilling, hard stands, covered storage, andother items as required. The Contractor shall also construct or emplace housing units, e.g. modular/containerized re-locatable housing, Fest Tents, Clamshells, etc. The Contractor shall perform construction and renovation activities according to applicable Overseas Building Office (OBO) policy or regulations available at: http://designstandards.obo.state.gov/2016/references.html . Questions relating to the technical application of OBO standards or policies are to be brought to the attention of the Authority Having Jurisdiction (AHJ), a U.S. Government representative to be designated for each supported country. The Contractor shall drill wells IAW Army Corps of Engineers Manual () 1110-1-4000 and American Society for Testing and Material Standard (ASTM D) 5092. The Contractor shall replace and move T-Walls as required using proper safety practices.
Key Definitions.
· Construction - All work necessary to produce a complete and usable facility or a complete and usable improvement to an existing facility; includes any building, structure, or other improvement to real property to be used by a Government Agency, regardless of whether such use is anticipated to be of a temporary or longer duration.
· Facility/System Replacement – Design, acquisition, installation and/or construction of an entire facility and/or system (e.g. - replacing or repaving a road; replacing a system such as a whole building chiller; construction of a new building; addition to the footprint of an existing building.)
· Refurbishment – Consists of construction, renovation or upgrades to existing facilities, with the intent to provide safe, habitable conditions.
· Technical Inspections – Assessments conducted on facilities and/or equipment prior to the Contractor assuming maintenance responsibility. Upon completion of a technical inspection and correction of any deficiency, the COR will direct the Contractor to assume maintenance responsibility.
· Light Construction – Design, acquisition, labor and materials to perform construction, renovation or remodeling activities not requiring more than 120 man-hours of labor to complete -- the number of hours required shall be negotiated by the Contractor and the COR.
· Minor Construction – Construction exceeding 120 man hours in duration with overall costs above a $250K contracting threshold. These construction projects require higher level approval for funding within a contract.
Computer Aided Design (CAD) drawings.
The Contractor shall provide the capabilities and skill sets to provide CADD Digital Drawings.
Project scheduling and planning.
The Contractor shall provide project planning and scheduling to the supported Government customer. Planning shall consist of site assessments, technical risk assessments, alternative analysis, environmental impact assessments, project schedules, and project planning estimates for labor, equipment, materials and sub-contract requirements. The Contractor shall not perform any Project planning services that might create an organization conflict of interest as defined by FAR 9.5 unless such OCI has been mitigated to the satisfaction of the Contracting Officer.
Technical Inspections (for facility acceptance) This section is being developed.
Facility renovations, refurbishments, or upgrades (Less than $250K).
The Contractor shall perform renovations such as creating offices or upgrade of facility systems. By definition, this represents the modification of an existing facility to improve its current utilization. Refurbishments of newly constructed facilities will require special documentation needed for audit agencies.
Light Construction Projects (New work less than $250K) The Contractor shall complete all projects with total material and labor value defined as light construction, i.e. no more than 120 labor hours and total cost less than or equal to $250K. Such projects include the relocation and preparation of CHUs as offices or lodging spaces, the drilling of wells, and emplacement of overhead cover. American Society for Testing and Material Standard (ASTM D) 5092.
