SAQMMA16R0106 – Diplomatic Platform Support Services (DiPSS) Attachment 3 Service Category 1 Task Order Management Service Descriptions and Performance Requirements Standards (High and Low Threat Posts) References:

PMBOK, Project Management Body of Knowledge, (current version) Service Description:

Services must be provided in strict adherence to the terms and conditions of the contract, Foreign Affairs Manual (FAM), Foreign Affairs Handbook (FAH), Federal Acquisitions Regulations (FAR), Department of State Acquisition Regulations (DOSAR), and other applicable US Government regulations, including local US Embassy policies and procedures. The Contractor shall use the Project Management Body of Knowledge (PMBOK) as the guidance document for performing Service Category 1 requirements.

Task Order management must be robust and scalable to support up to 250 post and consulate locations across the globe. Task Order management services for this contract is as complex as the places of performance in which they will be performed. Work may be performed in every operational environment the DoS are present. Places of performance may include countries such as Afghanistan, Iraq, and Yemen, high threat posts.

Service Category 1 services relate to the Project Management Process Groups described in the PMBOK as the: Executing Process Group, Monitoring and Controlling Process Group and Closing Process Group. This is not an exclusive list of scope of Category 1 services. Task Order Performance Work Statements will identify services ordered.

Executing Process Group These are services performed to complete the work defined in the Task Order management plan to satisfy the Task Order requirements. Services may include:

Direct & Manage Task Order Work Leading and performing the work defined in the Task Order management plan and implementing approved changes to achieve the Task Order’s objectives.

Outputs Task Order Deliverables Work Performance Data Change Requests Updates To Task Order Management Plan Updates To Task Order Documents Deliverables Perform Quality Assurance Auditing the quality requirements and the results from quality control measurements to ensure appropriate quality standards and operational definitions are used.

Outputs Change Requests Updates To Task Order Management Plan Updates To Task Order Documents Updates To Organizational Process Assets (OPA) Acquire the Task Order Team Confirming human resource availability and obtaining the team necessary to complete the Task Order.

Outputs Task Order Assignments Resource Calendars Task Order Management Plan Updates Develop the Task Order Team Improving competencies, team interaction, and overall team environment to enhance Task Order performance.

Outputs Team Performance Assessments Enterprise Environmental Factors (EEF) updates Manage the Task Order Team Tracking team member performance, providing feedback, resolving issues, and managing team changes to optimize Task Order performance.

These include leadership, especially to communicate and inspire; influencing, especially in a matrix environment where Task Order managers have no direct authority; and effective decision making to negotiate with and influence the Task Order and Project teams.

Outputs Change Requests Task Order Management Plan Updates Task Order Document Updates EEF Updates OPA Updates Manage Communications Creating, collecting, distributing, storing, retrieving, and the ultimate disposition in accordance with the communications management plan.

Outputs Task Order Communications Task Order Management Plan Updates Task Order Documents Updates OPA Updates Conduct Procurements Planning procurement actions, selecting sources of supplies and services, and forming contracts.

Outputs Selected Sources Contract Agreements Resource Calendars Change Requests Task Order Management Plan Updates Task Order Document Updates Manage Stakeholder Engagement Communicating and working with stakeholders to meet their needs/expectations, addressing issues as they occur, and fostering appropriate stakeholder engagement in Task Order activities throughout the Task Order life cycle.

Outputs Issue Log Change Requests Task Order Management Plan Updates Task Order Document Updates OPA Updates Monitoring & Controlling Process Group These are services required to track, review, and regulate the progress and performance of the Task Order; to identify any areas in which changes to the Task Order management plan are required; and to initiate the corresponding changes. These services may include:

Monitor & Control Task Order Work Tracking, reviewing, and reporting the progress to meet the performance objectives defined in the Task Order management plan.

Outputs Change Requests Work Performance Reports Updates To Task Order Management Plan Updates To Task Order Documents Perform Integrated Change Control Reviewing all change requests; approving changes and managing changes to deliverables, organizational process assets, Task Order documents, and Task Order management plan; and communicating their disposition.

Changes can come from any stakeholder. They all should be recorded. There should be a pre-defined process to approve/reject requests.
