WHY ARE YOU USING A RELEVANT EXPERIENCE QUESTIONNAIRE?
Answer – These are terms that are used extensively in the PMBOK. DoS experience have shown that the application of a structured approach to project management, similar to PMBOK, can result in sustained performance of the DiPSS contract.
Answer – the relevant experience questionnaire serves dual purposes.
It will be used in the evaluation of Factor 1. Relevant Experience.
It will be used to perform the phased evaluation of offers. – Use this statement as a segue to an explanation of the phased evaluation of offers The objective of the phased evaluation procedure is to reduce cost of source selection by reducing the number of offers to an appropriate number.
The phased evaluation procedure does not result in a competitive range, as described in FAR 15.306 (c) and it is not protestable. It i
WHICH REQUIREMENTS APPLY TO THE IDIQ AND WHICH APPLY TO TASK ORDERS?
Answer – These are terms that are used extensively in the PMBOK. DoS experience have shown that the application of a structured approach to project management, similar to PMBOK, can result in sustained performance of the DiPSS contract.
Answer – Start with an explanation of an IDIQ contract and appropriate use of an IDIQ contract.
Summary – An indefinite-quantity contract provides for an indefinite quantity, within stated limits, of supplies or services during a fixed period. The Government places orders for individual requirements. Quantity limits may be stated as number of units or as dollar values.
Contracting officers may use an indefinite-quantity contract when the Government cannot predetermine, above a specified minimum, the precise quantities of supplies or services that the Government will require during the contract period, and it is inadvisable for the Government to commit itself for more than a minimum quantity. The contracting officer should use an indefinite-quantity contract only when a recurring need is anticipated. IDIQ contracts are agreements to perform unknown Each task order will, at a minimum, incorporate all the terms and conditions of the IDIQ contract. Task orders may augment the IDIQ requirements with requirements applicable to the task order.
(Reminder) Unknown Requirements
Reminder again…that Real life scenarios drive the requirements in a contingency environment. IDIQ contracts are agreements to perform unknown quantities or deliveries.
WHY AREN’T SECURITY TASKS IDENTIFIED IN THE IN THE IDIQ SCOPE OF WORK OR THE SERVICE CATEGORIES?
Answer – The contract scope of work and service categories describe the services the contractor will perform for the Department, which will vary across bureaus. Facility and personnel security requirements will vary across bureaus, as well, and will be specific to each task order. A Draft Contract Security Classification Specification (DD Form 254) for Bidders will be added to the solicitation as of today and will note the highest possible requirements under the base, though for each task order, a DD Form 254 specific to the actual requirements of the task order will be provided.
Task orders will specifically note the personnel security requirements for personnel providing services under the task order. Those requirements could range from RSO checks (for locals), Moderate Risk Public Trust (MRPT) determinations conducted by the Bureau of Diplomatic Security (DS/SI/PSS) (for Third Country Nationals or US Citizens, Secret personnel security clearances issued by Defense Security Service (for US Citizens) or Top Secret clearances issued by Defense Security Service for US Citizen personnel requiring access to restricted or core controlled access areas (CAAs).

AQM/CO RECAP - What did we Discuss?
To clarify how the Department of State is set up regionally and therefore the funding for each individual effort will result in a regionally awarded task order. However, awarding a task order to one vendor does not guarantee all future task orders within that region will be sole sourced to the vendor.
To provide further guidance to SB’s that all efforts will result in either a task order above $20 million dollars or below $20 million dollars. Those solicited efforts below $20 million (regardless of the region of the world) will be set-aside for the small businesses on the IDIQ. While the dollar threshold is a guiding factor in setting aside the solicitation for small business, time or resource allocation may also be considered to open up smaller tasks to everyone to include large businesses.
To increase Previous Contract period of performance was approved for one base plus seven option periods. After evaluating on-ramp/off-ramp and complexities of resoliciting this $15 billion dollar effort after eight years, it is being requested to increase the length of contract by two additional option years, from eight years to make it a full 10 year contract.
To Raise the ordering ceiling from 8 billion to 15 billion dollars. This is due to the contract being extended two years, plus a re-evaluation of historical data as shown in the back up documentation of Mr. James Kim.
To change to the evaluation of both large and small companies under a single solicitation number, to create two separate solicitation numbers, one for large business and one for small business.
