PRICE PROPOSAL INSTRUCTIONS
ATCH. M.1. PRICE PROPOSAL INFORMATION
(1) Offerors shall submit a compliant price proposal pursuant to the instructions in Section L.10.1 (Volume 1: Price Proposal). Offerors which fail to submit a compliant price proposal may be excluded from award consideration. A compliant price proposal satisfies all instructions in Section L.10.1 (Volume 1: Price Proposal).
(2) Pricing Tables 1-5 are part of Section J.
(3) Pricing Table 1 is a compliance checklist. It contains the price proposal instructions that pertain to Pricing Tables 2-5, offeror’s indication of its compliance, and offeror’s identification of where in the price proposal the instruction was satisfied. This table is intended to assist the offeror in ensuring a compliant price proposal and the Government evaluator in reviewing the proposal.
(4) Pricing Tables 2 through 4 will be used to establish the rates required for the contract.
(5) Pricing Table 5 is being used for price evaluation purposes only (for award of the contract).
(6) Because the Government anticipates adequate price competition for award of this contract, certified cost or pricing data are neither required nor relied upon for award of the contract. Instead, where applicable, the Government will require and rely upon data other than certified cost or pricing data.
ATCH.M.2 PRICE PROPOSAL INSTRUCTIONS
(1) The electronic price proposal shall consist of the following, which are described further in this subsection and each task order solicitation:
a. Narrative (for contract) (in Word or PDF)
b. Pricing Tables 1-5 (in one Excel workbook)
c. Detail Pricing Tables (for Pricing Table 4) (in a second Excel workbook)
d. Supporting Information (in Word or PDF)
Offerors shall prepare on a CD-ROM one electronic file for each of the above sections. Therefore, offerors shall prepare four files on each CD-ROM. (Pricing data for the initial task orders will be submitted separately.)
(2) The hard-copy price proposal shall consist of the following, which are described further in this subsection and each task order solicitation:
a. Narrative
b. Pricing Tables 1-5
c. Detail Pricing Table for Pricing Table 4
d. Supporting Information (for contract)
Offerors shall separate each of the above sections by a distinct tab and divider page.
(3) The content of the electronic price proposal and hard-copy price proposal shall match. (If differences exist between the two proposals and there is insufficient time for reconciliation, the hard-copy proposal shall take precedence.)
(4) Pricing Tables 1-5 are provided by the Government and shall be completed by the offerors. Detail Pricing Table (for Pricing Table 4) shall be provided by the offerors.
(5) Offerors shall not alter the existing format or content in Pricing Tables 1-5. Offerors shall complete the required areas only.
(6) In Pricing Table 1, offerors shall complete the “Comply (Yes/No)” and “Proposal Reference” columns.
(7) In Pricing Table 2, offerors shall add or delete rows as necessary. The number (e.g., “1)”) in the “Indirect Cost Rate Description” column signifies a specific indirect cost rate description; for example, an offeror may elect to propose “Fringe Benefits” next to “1)”, “Overhead” next to “2)”, and “G&A” next to “3)”.
(8) In Pricing Table 2, offerors shall propose their most current provisional billing rates. If applicable, these rates should be reflected in the most current indirect cost rate agreement that has been negotiated between the offeror and its cognizant Federal agency official.
(9) In Pricing Table 2, each row will apply to a different Contractor Fiscal Year Period, which offerors shall identify with month, day, and year in the right-most column. Offerors shall propose a Contractor Fiscal Year Period for each of its fiscal years through the life of the contract. Offerors shall assume that the life of the contract is May 20, 2011 through May 19, 2016.
(10) In Pricing Table 3, offerors shall add or delete rows as necessary. The number (e.g., “1)”) in the “Indirect Cost Rate Description signifies a specific indirect cost rate description. For example, an offeror may elect to propose “Fringe Benefits” next to “1)”, “Overhead” next to “2)”, and “G&A” next to “3)”.
(11) In Pricing Table 3, each row will apply to a different Contractor Fiscal Year Period, which offerors shall identify with month, day, and year in the right-most column. Offerors shall propose a Contractor Fiscal Year Period for each of its fiscal years through the life of the contract. Offerors shall assume that the life of the contract is May 20, 2011 through May 19, 2016.
(12) In Pricing Table 4, under “Proposed” in the Labor Category column, offerors shall list all internal labor categories that differ in description from the RFP-specified labor categories and are anticipated to be used on the contract.
(13) In Pricing Table 4, offerors shall propose one fixed fully-loaded hourly labor rate for each RFP-specified and each Proposed labor category (regardless of which entity performs the labor category – see item 34 below) for each contract year.
(14) In Pricing Table 4, offerors shall propose fixed fully-loaded hourly labor rates that apply to United States citizens only.
(15) In Pricing Table 4, each proposed fixed fully-loaded hourly labor rate shall consist of a proposed unloaded hourly rate, fringe benefits (if not part of applicable indirect costs), applicable indirect costs, and profit. It shall not consist of any other costs. [Any other costs that are part of the Contractor’s established compensation plan and consistent with FAR Part 31 may be proposed as a material or other direct cost (ODC) at the task order level. Furthermore, any cost elements included in the proposed and negotiated fixed fully-loaded hourly labor rates shall not be charged as a material or ODC (at the task order level)].
(16) In Pricing Table 4, the proposed fixed fully-loaded hourly labor rates shall not exceed two decimal places and shall be in United States currency.
(17) In Pricing Tables 4 and 5, offerors shall use for pricing purposes the following period of performance:
| Base Year: | May 20, 2011 to May 19, 2012 |
| Option Year 1: | May 20, 2012 to May 19, 2013 |
| Option Year 2: | May 20, 2013 to May 19 2014 |
| Option Year 3: | May 20, 2014 to May 19, 2015 |
| Option Year 4: | May 20, 2015 to May 19, 2016 |
(18) In Pricing Table 5, offerors shall not add labor categories or other cost elements.
(19) In Pricing Table 5, the proposed fixed fully-loaded hourly labor rates shall match the respective proposed fixed fully-loaded hourly labor rates in Table 4. The Government provided formulas to transfer automatically the respective proposed fixed rates from Table 4, but offerors shall verify that the proposed rates match and shall make any necessary corrections.
(20) In Pricing Table 5, offerors shall assume Medical Equipment is being performed under the Cost contract type, as defined in FAR 16.302, and therefore, its estimated cost shall not include fee.
(21) In Pricing Table 5, the proposed ceiling indirect cost rate(s) (under Medical Equipment in the “CE Rate(s)” column) shall match the respective proposed ceiling indirect cost rate(s) in Table 3. Offerors shall ensure that the proposed ceiling indirect cost rate(s) in Pricing Table 5 are for the contractor fiscal year(s) that coincides with the contract performance year.
(22) In Pricing Table 5, an offeror shall apply only the indirect cost rate descriptions (e.g., G&A) that are usually allocated to Medical Equipment pursuant to the offeror’s established or disclosed cost accounting practices.
(23) In Pricing Table 5, the RFP-specified estimated Medical Equipment cost of $6,000,000 is a notional annual estimate (i.e., $6,000,000 per year x 5 years = $30,000,000) used for evaluation purposes only. For each contract year, offerors shall multiply the applicable proposed ceiling indirect cost rate(s) by the RFP-specified estimated Medical Equipment cost, the product of which shall be entered in the “Ind $” column.
(24) In Pricing Table 5, each Subtotal column on the Medical Equipment line item shall be the sum of the RFP-specified estimated $6,000,000 and the proposed cost in the “Ind $” column.
(25) In Pricing Table 5, the proposed Travel Total (Cell S33) shall be included in the proposed Grand Total (Cell S38).
(26) In Pricing Table 5, the Government provided formulas to calculate automatically the proposed Subtotal, Total, and Grand Total prices. However, offerors shall verify the arithmetic accuracy and shall make any necessary corrections.
(27) In Pricing Table 5, the proposed Subtotal, Total, and Grand Total prices shall be in whole numbers; they shall not contain decimals.
(28) In Pricing Table 5, offerors shall show with formulas (excluding where the Government provided formulas) the arithmetic process by which they calculated their proposed costs and prices.
(29) In Detail Pricing Table (for Pricing Table 4), offerors shall show for each performance year the build-up of each fixed fully-loaded hourly labor rate proposed in Table 4 (see exception under item 45 below). Offerors shall identify on the build-up schedule: the proposed unloaded hourly labor rate, each proposed fringe benefits description (if not included in an indirect cost pool), each proposed fringe benefits cost (if not included in an indirect cost pool), each proposed indirect cost rate description, each proposed indirect cost rate, each proposed indirect cost, proposed profit percentage, and proposed profit dollar amount.
(30) In Detail Pricing Table (for Pricing Table 4), offerors shall show with formulas the arithmetic process by which they calculated their proposed fixed fully-loaded hourly labor rates in Table 4.
(31) Offerors shall verify that the proposed fixed fully-loaded hourly labor rates in Pricing Table 4 match the respective proposed fixed fully-loaded hourly labor rates in Detail Pricing Table (for Pricing Table 4).
(32) In Detail Pricing Table (for Pricing Table 4), offerors shall include a crosswalk from each RFP-specified labor category in Excel Pricing Table 4 to the offerors’ internal labor category. If the offeror’s internal labor category matches the RFP-specified labor category, the offeror shall list the name of the labor category in both the RFP-specified Labor Category column and Internal Labor Category column of its crosswalk.
(33) In Detail Pricing Table (for Pricing Table 4), offerors shall specify next to each RFP-specified and proposed labor category from Pricing Table 4 whether the proposed fixed fully-loaded hourly labor rate applies to labor performed by: 1) the offeror; 2) subcontractor offeror(s); and/or 3) divisions, subsidiaries, or affiliates of the offeror under a common control.
(34) In Detail Pricing Table (for Pricing Table 4), offerors shall identify the hours in excess of an average of 40 hours per week, by labor category at the same level of detail as compensated hours, and the uncompensated overtime rate per hour, whether at the prime or subcontract level, for any proposed hours against which an uncompensated overtime rate is applied [see FAR 52.237-10 (“Identification of Uncompensated Overtime”)]. This includes uncompensated overtime hours that are in indirect cost pools for personnel whose regular hours are normally charged direct.
(35) In Pricing Tables 1-5 and Detail Pricing Table (for Pricing Table 4), offerors shall complete all applicable data cells.
(36) In Pricing Tables 1-5 and Detail Pricing Table (for Pricing Table 4), offerors shall not hide or lock any rows, columns, or cells that contain proposed data.
(37) In Pricing Tables 1-5 and Detail Pricing Table (for Pricing Table 4), offerors shall propose all rates, costs, and prices in United States currency.
(38) In Narrative, offerors shall identify the basis of estimate of their proposed unloaded hourly labor rates and indirect cost rates that comprise their proposed fixed fully-loaded hourly labor rates in Pricing Table 4. The proposed indirect cost rates that comprise the proposed fixed fully-loaded hourly labor rates in Pricing Table 4 do not have to match the proposed provisional billing rates in Pricing Table 2 (Provisional Billing Rates) or the proposed ceiling indirect cost rates in Pricing Table 3 (Ceiling Indirect Cost Rates).
(39) In Narrative, offerors shall verify that the proposed fixed fully-loaded hourly labor rates in Pricing Table 4 are representative of the skill level required and work to be performed under the contract.
(40) In Narrative, offerors shall identify the number of hours in their normal workweek.
(41) In Narrative, offerors shall identify their proposed subcontractors.
(42) In Supporting Information, offerors shall include a copy of their policy addressing uncompensated overtime.
(43) In Supporting Information, offerors, in accordance with FAR 15.404-3(b) (“Subcontract Pricing Considerations”), shall conduct appropriate cost or price analyses to establish the reasonableness of proposed subcontract prices, and shall include the results of these analyses. Results shall be in the form of the cost/price analysis report(s), which shall include: cost/price analysis technique(s) used (e.g., comparison of proposed prices received in response to the solicitation), summary findings, detailed findings, and basis for the determination of fair and reasonable proposed subcontract prices. “Proposed subcontract prices” shall mean “subcontractor offeror’s proposed or negotiated fully-loaded hourly labor rates.”
(44) At this time, the Government does not require submission of subcontractor offerors’ build-up of their proposed or negotiated fully-loaded hourly labor rates, but the (prime) offeror shall show on its build-up schedule in Detail Pricing Table (for Pricing Table 4) any applicable indirect costs and profit it applied to the subcontractor offerors’ proposed or negotiated fully-loaded hourly labor rates.
(45) Offerors shall refer to the task order solicitations for additional, task-order-specific pricing information and instructions.
