About this file
This document is a standard contract template between the Orlando Utilities Commission (OUC) and an unnamed supplier for emergency line clearance services spanning from the effective date through May 31, 2025. The contract covers approximately 1,300 miles of overhead distribution facilities and 212 miles of transmission rights of way, with a primary focus on emergency response during natural disasters like hurricanes and tornadoes. Suppliers must demonstrate at least five years of similar service experience, employ OSHA-trained line-clearance tree trimmers, and possess specialized climbing equipment. The solicitation (RFP 25 8325) requires comprehensive qualification documents, with a pre-response meeting scheduled for June 3, 2025, at 9:00 am EST via Microsoft Teams, and proposal submissions due on June 24, 2025, by 2:00 PM EST.
Pricing will be determined through a detailed rate schedule covering labor, equipment, and travel expenses across standard, overtime, and double-time work classifications. The contract allows for multiple supplier awards to ensure adequate emergency line clearance support, with potential federal cost reimbursement through FEMA programs. OUC may issue purchase orders with a "Ceiling Price" during emergency events, and suppliers will be reimbursed based on pre-negotiated rates with detailed expense documentation. While no specific set-aside designations are mentioned, bidders must complete a Public Entity Crimes form and comply with Florida Statutes. The contract term potentially runs through May 31, 2027, accommodating emergency line clearance services in challenging terrain, including areas that are one-third non-truck accessible.
