About this file
The file 8325_Pre-Proposal_Conference_Power_Point.ppt is a pre-proposal conference document from the Orlando Utilities Commission (OUC) for the 2025 & 2026 Emergency Line Clearance contract (RFP 25 8325). The solicitation seeks qualified suppliers to provide critical storm restoration tree and vegetation line clearance services, covering approximately 1,300 miles of overhead distribution facilities and 212 miles of transmission rights of way. The pre-response meeting is scheduled for June 3, 2025, at 9:00 am EST via Microsoft Teams, with proposal submissions due on June 24, 2025, by 2:00 PM EST. The contract term runs from the last date of signing through May 31, 2027, with potential for multiple supplier awards to ensure comprehensive emergency line clearance support.
The contract will be priced through a detailed rate schedule covering labor, equipment, and travel expenses across standard, overtime, and double-time work classifications. Bidders must demonstrate at least five years of similar service experience, employ OSHA-trained line-clearance tree trimmers, and possess specialized climbing gear. While no specific set-aside designations are mentioned, contractors must complete a Public Entity Crimes form and comply with Florida Statutes. The contract anticipates potential federal cost reimbursement through FEMA programs and will support emergency line clearance in challenging terrain, including areas that are one-third non-truck accessible. Suppliers will be reimbursed based on pre-negotiated rates and must provide detailed documentation of all expenses, with OUC potentially issuing purchase orders with a "Ceiling Price" during emergency events.

Roughly one-third of OUC’s distribution service territory consist of non-truck accessible rear-lot construction. Suppliers who can provide mini-buckets, backyard machines, or climbers will be especially valuable for storm restoration.

Requirement for five (5) years of experience applies specifically to the provision of storm restoration tree and vegetation line clearance services performed along existing transmission and distribution lines.
This experience requirement does not include or apply to general site grubbing, land clearing, or unrelated vegetation removal services. The experience must be directly related to line clearance work conducted by qualified line clearance tree trimmers operating in proximity to energized transmission and distribution lines.
Our intent is to ensure that all suppliers involved in storm restoration can execute this work safely, efficiently, and in compliance with industry relations and utility standards.
