About this file
This document is a standard contract template between the Orlando Utilities Commission (OUC) and an unspecified supplier for Emergency Line Clearance services, covering the period from the effective date through May 31, 2025. The contract pertains to providing tree and vegetation line clearance services for approximately 1,300 miles of overhead distribution facilities and 212 miles of transmission rights of way, with a critical focus on emergency response during natural disasters such as hurricanes and tornadoes. The contract requires suppliers to have at least five years of similar service experience, employ line-clearance tree trimmers trained in OSHA Standard 1910.269(r), and possess specialized climbing gear and equipment.
The contract includes a comprehensive pricing structure based on a detailed rate schedule covering labor, equipment, and travel expenses across standard, overtime, and double-time work classifications. Pricing will be determined through pre-negotiated rates, with OUC potentially issuing purchase orders with a "Ceiling Price" during emergency events. The contract includes FEMA Contract Clauses and allows for potential federal cost reimbursement, with suppliers required to maintain strict confidentiality of all materials and information. Notably, the contract emphasizes emergency response capabilities and includes provisions for multiple supplier awards to ensure adequate line clearance support, with suppliers expected to provide detailed documentation of all expenses and comply with Florida Statutes regarding contract eligibility.
