About this file
This is a SAM registration guidance document providing step-by-step instructions for foreign vendors to register in the System for Award Management (SAM), coupled with a Request for Quotation (RFQ) for a gasoline SUV for the U.S. Embassy in Hanoi. The guidance outlines the three main steps required: obtaining a Unique Entity Identifier (UEI), requesting a NATO Commercial and Government Entity (NCAGE) code, and completing SAM registration. The process typically takes 5-10 days, is free of charge, and must be renewed annually. Vendors receiving awards of $30,000 or more must be fully registered in SAM, while those receiving awards between $10,000-$30,000 only need a UEI number.
The associated RFQ (19VM3025Q0009) from the Department of State seeks quotes for one gasoline automatic transmission SUV with 2.7L 4X4 engine and 7 seats for the U.S. Embassy in Hanoi. Quotes must be submitted electronically to Duong Dang (Dangdt@state.gov) by February 27, 2025, at 17:00 Hanoi local time. Quotes must be valid for 120 calendar days, and vendors must be registered in SAM at the time of quote submission. The government intends to award to the lowest-priced technically acceptable offer based on initial quotes without discussions, though discussions may be held if necessary.
