About this file
This is an evaluation criteria document for a Request for Quote (RFQ) issued by the City of St. Petersburg, Florida, for the Anti-Gun Violence Initiative – Peer Support & Advocacy program, known as Safe Futures St. Pete. The program seeks a vendor to provide comprehensive peer support and advocacy services including one-on-one peer support for survivors, family and caregiver support, peer-facilitated support groups, hospital and community-based follow-up, crisis stabilization, systems navigation, community healing activities, and survivor leadership development. The vendor must demonstrate a minimum of five years of applicable experience in completed projects within the past five years, preferably holding a bachelor's degree or higher in public administration, public policy, social work, community development, or related disciplines. The submission deadline is March 19, 2026, at 3:00 p.m., with a question deadline of March 16, 2026. All responses must be submitted electronically through the OpenGov Procurement portal as a single continuous PDF document not exceeding 50 pages, excluding cover pages and dividers. The initial contract term is one year, with options for up to two additional one-year renewal periods contingent upon satisfactory vendor performance. The vendor must be capable of launching the program within 30 days of contract execution.
Evaluation of proposals will be based on eight weighted criteria: experience of the firm in peer-to-peer support and advocacy service delivery (29 percent), qualification and technical competence of the agency and staff (29 percent), capacity to accomplish the work and demonstrate good outcomes (19 percent), past performance on similar contracts (9 percent), detailed budget (8 percent), and small business enterprise, minority-owned business enterprise, and women-owned business enterprise certifications (2 percent each, totaling 6 percent). Proposers must provide three professional references with at least one Florida-based client and letters of support from community organizations, healthcare providers, and local government agencies. Vendors must maintain comprehensive insurance coverage including $1,000,000 per occurrence commercial general liability, $2,000,000 aggregate coverage, and $1,000,000 combined single limit commercial automobile liability. Employees working in police facilities must pass a Level 2 background investigation. Subcontractors may be used for up to 80 percent of contract work. The solicitation does not specify a total funding amount; vendors must submit detailed quotes with unit prices and cost analyses for evaluation. The City reserves the right to reject all submissions, award on a split-order or individual basis, and terminate the agreement for convenience upon thirty days' written notice.
