About this file

This document is an Institutional Services Policy issued by the Massachusetts Sheriff's Department outlining waste disposal procedures for a correctional facility in compliance with state and federal standards. The policy establishes comprehensive procedures for the collection, storage, and disposal of solid waste, liquid waste, medical waste, hazardous waste, and grease and fat. Solid waste is collected three times daily from inmate living areas using supervised inmate labor, transferred to movable bins, and compacted using a privately contracted receptacle on a predetermined schedule or as-needed basis. Liquid waste from meals is returned to the kitchen and disposed of via garbage disposal, while administrative waste is handled by Building and Grounds staff. The policy became effective in January 2015 and applies to all waste management operations within the facility.

Medical waste is stored in approved locked containers and removed by a contracted medical waste disposal company on a regular schedule with required inventory and signed manifests. Hazardous waste disposal is managed by a private vendor under contract terms, and grease and fat accumulated from kitchen operations are stored in vendor-provided containers and removed according to contract specifications. The policy is designed to prevent disease transmission, nuisance conditions, and pest breeding while maintaining compliance with institutional sanitation and hygiene standards. No pricing information, set-asides, incumbent contractor details, or contract term specifications are detailed in this policy document.

Policy Statement

I. Storage and disposal of all liquid and solid wastes are to be performed in a manner designed to prevent transmission of disease, creation of nuisance and the breeding of insects and rodents.

Procedures

I. Collection, Storage and Disposal

A. Solid Waste

1. Solid waste is removed from inmate living areas three (3) times a day (usually after meals) by schedule. This is accomplished with supervised inmate labor.

2. Waste is brought to the bottom floor of each building, transferred to movable bins, and brought to a trash compactor area where supervised inmate labor loads it into the receptacle.

3. The receptacle is contracted from a private vendor and is emptied on a predetermined schedule or as needed.

B. Liquid Waste

1. Liquid waste, primarily residue from meals, is sent back to the kitchen inside meal carts and disposed of by a garbage disposal as soon as possible.

2. The kitchen area, including dining rooms, handles liquid and solid waste in the same manner.

3. Administrative area waste is disposed of in the same manner but it is handled by the

Building and Grounds staff.

C. Medical Waste

1. Medical waste is disposed of in the following manner:

a) Medical waste is stored in an approved container in a locked storage room used for that purpose only.

b) A medical waste disposal company contracted by the Department removes the waste on a regular schedule. The company removing the waste must inventory material and leave one copy of a signed and dated manifest.

D. Hazardous Waste Hazardous waste is disposed of as needed by a private vendor under the terms and conditions of the contract.

E. Grease, Fat Grease and fat accumulated through kitchen use is stored in containers provided by the vendor of record and removed in accordance with the contract agreement.
