About this file

This file is a policy and procedure document issued by a state Sheriff's Department, effective March 2016, establishing the framework for developing, reviewing, and maintaining departmental policies and procedures. The Policy & Goal Formulation policy (S104) establishes a mandatory process requiring written policies, procedures, and plans for operating and maintaining department facilities to be compiled in a manual that is reviewed at least annually and updated as needed. The policy manual must be accessible to all employees, with a formal system developed for policy dissemination to staff. A Policy Review Committee (PRC) comprised of representatives from various department divisions oversees policy development and review, solicits input from all staff levels and related criminal justice agencies, and ensures all policies receive authorization through the Sheriff's signature.

The policy manual is organized using a seven-tier numerical classification system (100-199 through 700-799) corresponding to functional areas including Management and Administrative Services, Personnel, Business and Fiscal Management, Inmate Management, Custodial and Security, Medical Services, and Facilities and Living Conditions. Each policy is assigned a unique reference number preceded by the letter "S" and may include suffixes denoting site-specific applicability ("H" for House of Corrections only, "J" for Jail only, or no suffix for both facilities). Policy manuals are maintained in the offices of Assistant Superintendents of Operations, Shift Commanders, and Central Control at each facility, with all policies accessible to department employees on the intranet. Public access to policies is granted pursuant to applicable laws through the Office of the General Counsel. New or revised policies are disseminated through bulletin board announcements, shift briefings, administrative meetings, training lesson plans during in-service training, direct employee distribution when necessary, and intranet postings.
