SITE PREP FOR DUAL ENERGY CT

REVISED DATE: May 9, 2022

STATEMENT OF WORK

SITE PREP FOR DUAL ENERGY CT

1. BACKGROUND:

1.1. The CT Scanners at SLVHCS were purchased in FY2013 as part of the activation of the new medical center. Since then, there have been many advances in technology. Dual-Energy CTs were not on the market at the time and replacing our current system with this technology would provide increased number of available scan appointments for patients. This is crucial as the CT scanners at SLVHCS have a heavy workload every day. The new Dual Energy datasets will provide more data and help the radiologists improve their diagnostic accuracy. This will substantially benefit the patient's safety because there should be less delays in patients getting the appropriate care plan for their diagnosis.

CT Scanner equipment replacement is complex, requiring specific HVAC, mechanical and electrical work to ensure the system functions correctly in the space where it is installed. In addition, the Design/Build

Contractor or his nominated subcontractor must have prior knowledge and familiarity with innerworkings of the hospital systems to ensure the utilities are correctly tied into current systems. VA is seeking the services of a design/build Contractor who has that specialized experience and prior knowledge with minimum of Five (5) years similar experience of successfully completed past projects of similar scope, size, and complexities (or more), to perform these services.

Work shall be performed at the Southeast Louisiana Veterans Health Care System (Medical Center), 2400 Canal Street, New Orleans, LA 70119, D & T Building, room # 2E136.

2. OBJECTIVES:

2.1. The purpose of this Statement of Work (SOW) is to obtain Design and Build services from a

Design/Build contractor. The nominated contractor shall render design services and have the capacity to render the build/construction services directly or may acquire the services of a very competent subcontractor. The Design services will include studies, project design, planning meetings, design reviews, contract drawings, basis of design, specifications, detailed sow, construction cost estimates for the Site Prep of a Dual Energy Computerized Tomography (CT); while during the build/construction phase, the Design/Build Contractor shall provide all labor, supervision and resources required to perform the actual construction work as stated by this SOW.

2.2. The period of performance for this contract is two hundred and forty-two days (242) from the notice to proceed. The following schedule shall be adhered to for the duration of the contract:

3. TASK DESCRIPTION:

3.1. The Design/Build Contractor shall provide all labor, tools, material, and staffing required to design and build out site preparation for receipt of a new CT Scanner equipment. Work shall include demolition and removal of existing equipment, modification to infrastructure, electrical and HVAC to receive new equipment, refinishing and refurbishment of space in immediate work area and areas impacted by contractor work to include but not limited to finish replacement, patching and repair. Work shall occur in room # 2E136 at 2400 Canal St., New Orleans LA. The new CT Scanner equipment does may not have similar specifications with the existing equipment, so the Design/Build Contractor is expected to make modifications to the space to receive the new CT Scanner equipment.

3.1.1. The Design/Build Contractor shall modify existing construction to meet the prescriptive requirements for the receipt of the new CT equipment. The Contractor shall upgrade the power outlet of the new CT Scanner. The new CT scanner requires 225amps while the existing CT scanner is 150 amps.

The existing CT is air cooled while the new system is water cooled. Design/Build Contractor shall also ensure if it is adequate to use our facility chilled water or if a cooling unit needs to be installed. New core drills on the floor may be required for the new CT. The conduit outlet in the floor will not be the same. All these differences need to be addressed in the design and during build/construction.

3.1.2. The new CT weighs about 500 pounds more than the existing CT Scanner equipment. The

Design/Build Contractor shall provide a solution which can be structurally supported by existing building structure, or if not, with minimal modifications to the building structure.

3.1.3. The Design/Build Contractor shall provide a solution which allows for the safe, continuous operation of the Radiation Service department, Building E, and the entire SLVHCS Medical Center during all phases of construction. All design work shall include modifications to existing architecture and finishes. The contractor shall ensure that all finishes are specified and match or closely match up existing finishes in the area. All finishes shall be in accordance with VA design specifications.

3.1.4. Electronic copies of drawings and specifications for the existing building will be provided as part of this requirement. VA will provide the Design/Build contractor the installation/replacement guide of the

Aquilion ONE from the vendor who is expected to supply the CT Scanner. The Aquilion ONE Prism

Edition Drawing Contents includes C1-Cover Sheet, GN1 & GN2 - General Notes, A1-Equipment Layout, A2-Equipment Elevations, S1-Structural Layout, S2-Structural Details, E1-Electrical Layout, E2-Conduit

Schematic, E3-Electrical Details and E4-Cable Length Diagram. These drawings are not site specific to this project but would give guidance to the Design/Build contractor on VA’s expectations. The

Design/Build contractor should also be aware that the Aquilion ONE can be replaced with another type of

CT Scanner, and as a result could have different specifications from the drawings and sketches presented by the VA. Any changes made after design has been completed that as a result in the change of unit that are substantial different than expected specifications shall be addressed via preapproved change order.

3.1. 5. For all projects, the contractor shall comply only with the directions from the Contracting Officer, General Engineer, and the COR. The Contracting Officer is the only person authorized to make changes to the contract.
