About this file

This document is a 10% Basis of Design Narrative for a parking garage tendon repair project at the Chalmers P. Wylie Veterans Affairs Medical Center (VAMC) in Columbus, Ohio. The project involves repairing a post-tensioned (PT) concrete beam at the north-east corner of the top level of a three-level parking structure, where multiple PT tendons have failed. Walker Consultants conducted investigations revealing four grout pockets missing and three full-length beam tendons broken, along with one additional add tendon.

The repair approach includes chipping isolated concrete openings, removing damaged PT tendons, replacing them with new tendons, coupling new tendons to existing ones, restressing from the structure's exterior, and placing repair concrete. The project will follow multiple technical standards, including ACI concrete guidelines, ASTM specifications, and PTI tendon specifications. The design is part of a two-phase architectural and engineering services contract, with the first phase involving site investigations, drawings, specifications, and cost estimates, and the second phase involving construction phase support such as RFI responses, submittal reviews, site visits, and project documentation.

Overview

The project area consists of the evaluation and recommended repair of a damaged parking garage tendon.

Per the contract, the SOW includes (but is not limited to) the following areas:

1. STATEMENT OF WORK:

A/E Part One Services:

includes site visits, field investigation, conduct of studies and user interviews to prepare drawings, specifications, and cost estimates for all facets of work and disciplines/trades to facilitate a construction project to repair the existing damaged parking garage tendons. The project shall include, but is not limited to:

Provide a recommended design necessary to repair the existing damaged parking garage concrete beam and tendons and restore the garage to its pre-damaged condition, Provide construction drawings and specifications, and

Provide a construction cost estimate for completing the repair work.

A/E Part Two Services:

responding to construction contractor Requests for Information (RFls) during the solicitation and construction phases of the construction project, attendance at pre-bid, post-award and all kick off construction project conferences, review of construction material submittals and shop drawings, approximately six (6) in-person site visits during construction (both scheduled and emergent) to ensure compliance with the design drawings and specifications, preparation of site visit reports, coordination with project commissioning requirements, review of any construction project modifications for cost and technical acceptability, attendance in the final acceptance inspection, preparation of the punch list and preparation of record drawings of the completed construction project based on the construction contractor's as-built drawings.

The above paragraphs constitute a basic outline of the work to be accomplished and in no way comprise all the details for the design of this project. The A/E shall initiate detailed inspection of the project site to determine the needs and conditions for the design of this project. Copies of Columbus VAMC record drawings will be made available for A/E use; the A/E will verify the validity of the record drawings prior to the start of design work and conduct site investigations as necessary throughout the design.

The A/E shall be solely responsible for the management, including all associated labor, equipment, materials, mailing costs, and inspection, to meet the requirements of the design project. The A/E shall further provide meeting minutes for all meetings held under this design project.

2. Design Philosophy

The attached document addresses the details of the Design Basis, based on the investigations by Walker Consultants. This philosophy will be incorporated into the next design phase (35% schematic design).

Background and Understanding

The Columbus VA Hospital Parking Structure is a three level, two bay, cast-in-place post tensioned (PT) parking structure with an express ramp and parking for approximately 360 cars. The structural framing system consists of cast-in-place PT concrete slabs and beams, and conventionally reinforced concrete columns and façade walls.

Vehicular access is provided on the west elevation on the first level by an express ramp that is located to the north of the structure. Parking throughout the structure is 90-degree parking. Pedestrian access is provided by two stair towers at the south-east and south-west corners of the structure.

We understand that the VA has identified one beam at the north-east corner of the top level of the structure to have PT tendons that have likely failed. During a recent project walk through, Walker noted that at the exterior end of this beam a total of four grout pockets were missing with the PT tendon tails protruding out. Additionally, at the expansion joint location, three grout pockets were in similar condition with PT tendon tails protruding.

Based on these visual indicators we understand there is failure of the PT tendons within the beam. Additional testing has been conducted based on these observations to evaluate the remaining tendons of the beam. From this testing, Walker found that three total full length beam tendons have been broken in the beam along with one additional add tendon for the last two spans of the beam. We have provided photographic observations in our attached photo log. This information will inform our design for repair moving forward.

General Repair Approach

The repair of the PT beam will entail the following general procedure:

1. Chipping isolated concrete openings in the beam at strategic locations.

2. Removal of damaged PT tendons.

3. Replacement of the damaged tendon with new PT tendon from the end of the beam to the chipped location.

4. Coupling the new tendon to the existing tendon within the beam.

5. Restressing the tendons from the exterior of the structure.

6. Placing repair concrete at the isolated chipped openings.
