About this file
This document is a General Scope of Work for repairing damaged post-tensioned (PT) tendons at a Veterans Affairs Medical Center (VAMC) parking garage. The project requires a 152-day construction effort focused on tendon repair with minimal disruption to garage operations. The repair philosophy involves strategic concrete chipping, removing and replacing damaged PT tendons, coupling new tendons to existing structures, restressing tendons from the exterior, and placing repair concrete.
The scope outlines five key project phases: Site Assessment and Development, Site Preparation, Construction/Installation of Prestressed Tendons, Stressing of Tendons, and Finishing/Closing of Repair Site. The contractor must develop a construction schedule that minimally impacts hospital access hours and garage operations, coordinating closely with the Contracting Officer's Representative (COR) to ensure continuous functionality of the VAMC parking facility throughout the repair process.

General Scope of Work
Using the documentation provided by the VAMC and the Contracting Office, the contractor will repair the damaged tendons. This work includes mobilization, site preparation, exposure of the damaged tendons, repair, and patchwork to restore the tendon to its original aesthetic appearance.
Period of Performance: 152 days
The basic repair philosophy is listed below as a minimum:
• Chipping isolated concrete openings in the beam at strategic locations.
• Removal of the damaged PT tendons.
• Replacement of the damaged tendons with new PT tendons from the end of the beam to the chipped location.
• Coupling the new tendons to the existing tendon within the beam structure.
• Restressing the tendons from the exterior of the structure.
• Placing repair concrete at the isolated chipped openings.
Phasing
Based on this design, the following phases are recommended as the minimum to expect from a construction contractor:
• Site Assessment and Development
• Site Preparation
• Construction/Installation of Prestressed Tendons
• Stressing of Tendons
• Finishing/Closing of Repair Site
The parking garage shall remain in full operation during construction with minimal interruption, to the maximum extent possible.
The contractor, upon receipt of the COR’s plan regarding the actual VAMC operations during construction, shall develop a construction schedule which minimally disrupts the garage operations during the required hospital access hours.
