About this file

This is a Pre-Renovation NESHAP Asbestos Survey and Mercury Vapor Sampling Report for the Louis Stokes Cleveland Veteran Affairs Medical Center located at 10701 East Boulevard, Cleveland, Ohio 44106.

CT Consultants, Inc., a Verdantas company, conducted a comprehensive environmental assessment of the sub-basement and limited sewer access manholes at the facility during four inspection dates between December 16, 2024, and February 19, 2025. Four Ohio Environmental Protection Agency-licensed Asbestos Hazard Evaluation Specialists performed the survey. The assessment included visual observations, bulk sampling of suspect asbestos-containing materials (ACMs) and soil samples, mercury vapor sampling, polarized light microscopy (PLM) analysis using EPA 600/R93/116 methodology, and California Air Resources Board (CARB) 435 analysis. Laboratory analysis of 27 soil samples and 3 fireproofing samples was conducted by Eurofins CEI, Inc., which is accredited by the National Voluntary Laboratory Accreditation Program. The findings indicate no asbestos was detected in any analyzed samples when using the CARB 435 method, although the PLM method initially detected chrysotile in two soil samples (H-30 and L-18), which upon further testing with the more rigorous CARB 435 method showed no asbestos present. Mercury vapor sampling of 29 composite soil locations and 3 sewer manhole air samples revealed all readings were below OSHA's permissible exposure limit of 0.1 mg/m³, ACGIH's threshold limit value of 0.025 mg/m³, and NIOSH's recommended exposure limit of 0.05 mg/m³. The universal waste inventory identified 93 blast-proof lighting enclosures and bulbs requiring removal. The report recommends any additional unidentified materials discovered during renovation be treated as assumed ACM until proven otherwise through laboratory analysis, and the Cleveland Sewer District should continue mercury sampling in accordance with an established schedule.

Findings of the Asbestos Survey are summarized below.

Asbestos Survey Methodology

CT team conducted the NESHAP asbestos survey at the LSCVAMC in December 2024, January, and February 2025. Mr. Steve Regovich, Mr. Rob Serlin, Mr. Brendan Niehaus, and Mr. Jonathon Adams conducted the NESHAP asbestos survey. Mr. Regovich, Mr. Serlin, Mr. Neihaus and Mr.

Admas are accredited by State of Ohio as AHES. The survey consisted of a visual inspection and bulk sampling within the sub-basement in accordance with methods outlined in the U.S.

Environmental Protection Agency (EPA) guidance document “Guidance for Controlling Asbestos- Containing Materials in Buildings" (Document No. 560/5-85/024)”. The U.S. EPA defined an ACM as a material that contains greater than one percent (>1%) asbestos by visual estimation of weight. The inspection and sampling included destructive techniques.

All suspect ACM identified during the visual observations were adequately sampled per the federal rules codified in Title 40 of Code of Federal Register (CFR) Part 763.86 and samples were submitted to an accredited lab for analysis by PLM Method EPA 600/R93/116 and EPA 600/M4- 82-020, Modified California Air Resources Board Method (CARB) 435. Sample locations were determined where applicable, according to the random sampling grid included in the EPA document "Asbestos in Buildings Simplified Sampling Scheme for Friable Surfacing Materials", dated October 1985.

Bulk suspect samples were collected in 6 mil zip-lock bags, The collected samples were placed into labeled bag for identification and logged into the sample chain-of-custody.

After the collection of samples was completed, the samples were sealed into another plastic bag and shipped to Eurofins CEI, Inc. (Eurofins) at Fort Mill, North Carolina. Eurofins is accredited by the National Voluntary Laboratory Accreditation Program (NVLP), which is administered by the National Institute of Standards and Technology (NIST).

The certifications are included in Attachment A. A Sample Location Map is included in Attachment B. The analytical laboratory report is included in Attachment C.

Universal Waste Inventory

The purpose of the universal waste inventory was to visually identify and quantify existing universal waste materials that need to be removed before demolition or renovation activities.

Universal waste materials include, but are not limited to, mercury-containing devices such as thermostats, fluorescent lighting fixtures and bulbs, potentially polychlorinated biphenyl (PCB)-containing lighting ballasts, high-intensity discharge (HID) lighting fixtures, batteries, pesticides, and aerosol cans.

CT’s scope of work did not include the collection and/or analysis of suspect Universal Waste materials. The Universal Waste Inventory Table can be found in Attachment D CT Consultants, Inc. visually identified the following Universal Waste material at the site:

• Blast Proof Lighting Enclosures and Bulbs – 93

Findings of Asbestos Survey A total of twenty-seven (27) samples were collected from the suspect ACMs, and twenty-seven

(27) layers were collected and analyzed. The soil samples were initially analyzed using the PLM method, followed by analysis with the CARB 435 Method. Material containing asbestos at concentrations equal to or greater than 1% is classified as asbestos-containing material from a regulatory perspective. If the asbestos content is less than 1%, the Occupational Safety and Health Administration (OSHA) considers the material a potential exposure hazard, and all relevant OSHA worker protection requirements apply.

Laboratory results show no asbestos was detected in any analyzed samples.

The sample material description and laboratory results are summarized in Table 1 and Table 2.

Table 1 shows the laboratory analysis by PLM Method and Table 2 shows the laboratory analysis by CARB 435 Metod

Mercury Vapor Sampling Methodology

Composite soil samples were collected throughout the sub-basement using column identifiers to create a grid of coverage throughout the sub-basement. Each sample was collected approximately “1-6” below the surface using a battery powered hole auger. Following the excavation, the soil samples were placed into 6 mil zip-lock bags to allow vapors to accumulate.

After an appropriate waiting period for vapor accumulation, a Jerome J505 mercury sampler was used to analyze the samples in the field for mercury vapors.

Findings of Mercury Vapor Samples Under the authority of the Federal Advisory Committee Act (FACA) P. L. 92-463 of 1972, the National Advisory Committee for Acute Exposure Guideline Levels for Hazardous Substances (NAC/AEGL Committee) has been established to identify, review and interpret relevant toxicologic and other scientific data and develop AEGLs for high priority, acutely toxic chemicals. Mercury vapor, Chemical Abstracts Service (CAS) Reg. No. 7439-97-6, is a colorless, odorless gas generated from elemental mercury or inorganic mercury compounds such as mercuric chloride.

Under ambient conditions, mercury is a silver-white, liquid metal. Metallic mercury is non-flammable and only slightly volatile (vapor pressure of 0.002 mm). (Acute Exposure Guideline, 2010).

The American Conference of Governmental Industrial Hygienists (ACGIH) recommends a Threshold Limit Value (TLV) of 0.025 milligrams per cubic meter (mg/m3) for mercury vapor as 8-hourtime-weighted average (TWA). OSHA has set the personal exposure limit (PEL) of 0.1 mg/m3 as 8-hour TWA. National Institute of Occupational Safety and Health (NIOSH) has a recommended exposure limit (REL) of 0.05 mg/m3 as an 10-hour TWA.)

No field samples analyzed with the Jerome J505 mercury sampler exceeded the PEL of

0.1 mg/m3, TLV of 0.025 mg/m3, or REL of 0.05 mg/m3.

Conclusions and Recommendations Asbestos Containing Materials

In the 10701 East Blvd. structure, two (2) soil samples were found to be asbestos containing by laboratory analysis using PLM but proven to be negative for asbestos using the CARB method.

Any asbestos removal should be performed by a licensed asbestos abatement company and Ohio Environmental Protection Agency-licensed personnel with oversight by a third party OEPA- Certified Evaluation Specialist.

Mercury Vapor Analysis

Although the samples collected and analyzed in the field did not show levels exceeding the threshold, it is important to note that mercury vapors were detected.

The Cleveland Sewer District should persist with sampling events in accordance with the established schedule to ensure that levels do not approach or exceed the permissible exposure limit (PEL).

Due to the limitations of the EPA 600 / R93 / 116 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.

VAMC-Cleveland, OH, 242559 624968-1

Dear Steve, Enclosed are asbestos analysis results for PLM Bulk samples received at our laboratory on December 26, 2024.

The samples were analyzed for asbestos using polarizing light microscopy (PLM) per the EPA 600/R-93/116:

Method for the Determination of Asbestos in Bulk Building Materials and EPA 40 CFR Appendix E to Subpart E of Part 763: Interim Method of the Determination of Asbestos in Bulk Insulation Samples.

Sample results containing >1% asbestos are considered asbestos-containing materials (ACMs) per EPA regulatory requirements. The detection limit for the EPA 600 Method is <1% by calibrated visual estimate.

Thank you for your business and we look forward to continuing good relations.

Kind Regards, Tianbao Bai, Ph.D., CIH Laboratory Director

Due to the limitations of the EPA 600 / R93 / 116 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.
