The Department of Veterans Affairs (VA) contracted Alares LLC (Alares) to design a new utility tunnel from the proposed location of the new boiler plant across Kirman Avenue to the hospital at
Reno VAMC, NV.
1 . 1 P R O J E C T S C O P E
The main objectives of the project are as follows:
• Design a new utility tunnel from the proposed location of the new boiler plant across
Kirman Avenue to the hospital. The tunnel shall allow access throughout its entire length.
However, due to the budget restraint, the proposal tunnel will be inaccessible. Access vaults shall be provided at both ends of the tunnel for valves access only.
• Design a new steam line and pumped condensate line from the existing boiler plant to serve
Building 1 and Building 12.
• Design secondary chilled water supply and return lines from the existing chiller plant to serve Building 12.
• Design new traffic rated vaults at both the hospital and location of the new boiler plant
• Existing steam, pumped condensate and chilled water lines that are no longer used will be removed entirely.
Alares provided three (3) tunnel options in 35% submission. All options met the VA’s initial requests but exceeded the construction budget. As a result of the 35% submission review meeting, the VA has requested the design team to design the tunnel and system to construction budget.
Option 3 with shallow inaccessible tunnel was chosen. Alares proceeded to 65% with this option.
Alares had a review meeting with the VA in January 2025. 90% submission package was accepted with few comments from the VA. 90% comments is included in Appendix–H.
1 . 2 B U D G E T
This project has been allocated a $ 6 million construction budget. As part of this report, Alares has prepared a preliminary Opinion of Probable Construction Cost (OPCC) for accomplishing the scope of work described above, and itemized areas of possible scope reduction to align the project with the budgetary limits. The construction cost estimate is 5,400,680. A copy of the estimate is included in Appendix E.

Existing conditions were evaluated within the project area which was identified by the project scoping of the area between the existing Central Utility Plant (CUP) to the existing hospital building including crossing of Kirman Ave. Existing conditions were evaluated with the basis of understanding the project proposed potential routing of an underground tunnel to house CUP building connections and maintenance access.
Existing underground utilities were determined through a combination of evaluation of record drawings provided by the owner, surface observations of utility structures, and underground utility locating using industry standard non-invasive underground locating. A topographic field survey recorded utility structures and markings provided by an independent utility locator. A composite existing condition map, including known underground utilities was provided to the design team for use as part of conceptual design.
Utility Location is included in Appendix A
2 . 3 D e s i g n A p p r o a c h
After initial design review a route for the new tunnel was selected. The proposed route runs from the south side of the existing Central Utility Plant on the east side of Kirman Avenue to Building
12 of the VA Hospital on the west side of Kirman Avenue. The outside dimensions of the proposed tunnel is 10’-2” wide and 4’-8” tall. Vaults are to be constructed at each end of the tunnel to allow for access and maintenance of the lines. On the west side of the site a short run of pipes will be direct buried between the vault and Building 12. This is due to the limited area for a full tunnel section and vault in the area south of the main entrance to the VA hospital. Due to the proposed tunnel/vault/piping’s proximity to existing infrastructure shoring will be required along the entire length of the construction. Once inside Building 12 the lines will be tied to existing infrastructure
(see mechanical/plumbing plans).
Two smaller pipes (3” high pressure steam, 2” pressure condensate) will be run north out of
Building 12, across the loading dock and into Building 1 on the VA campus via direct bury. A plan view of both this and the tunnel layout in Kirman Avenue can be found on Sheet CS-103.
Profiles for both sections can be found on Sheet CS-105.
Below is a summary of existing infrastructure that will need to be mitigated to allow construction of the proposed tunnel, vaults and direct buried pipes.
• Sanitary Sewer – The tunnel section will cross two sanitary sewer mains within ROW. The first is a 15” sanitary sewer on the east side of Kirman Avenue within the street. The proposed tunnel will cross well above this sanitary sewer line and will not require
February 2025 Page 5 mitigation. The second is a 24” main on the west side of Kirman Avenue within the sidewalk. This sewer crossing will need to be mitigated by providing temporary support during construction and re-bedding the pipe after burial. The loading dock section of pipe will cross well over the top of an existing 8” sanitary sewer service and will not require mitigation.
• Storm – A small drainage pipe and cleanout section on the west side of Kirman Avenue will need to be relocated for construction of the vault and direct bury pipes.
• Water – The proposed tunnel will cross under an existing 8” C900 TMWA water main in
Kirman Avenue. Per discussions with TMWA this pipe will need to be supported during construction and re-bedded with excavatable slurry after placement of the tunnel below the line.
• Gas – The proposed tunnel will cross under an existing 4” NVE gas main in Kirman
Avenue. The pipe will need to be supported and re-bedded similar to the sections above.
• Electric – No major electrical crossings are planned at this time.
• Telecom/Fiber - On the west side of the Kirman Avenue the proposed tunnel and vault will require support of the existing communications manholes adjacent to Building 12 and re-routing of a fiber optic line connecting the utility plant with the hospital.
• Structural – The proposed tunnel section will run adjacent to and below the foundations for the canopy structure on the west side of Kirman Avenue. The structural design of the tunnel, vault and direct bury pipes will account for and mitigate this load.
• Chilled water lines (Kirman Avenue) - Two 10” chilled water lines from the existing plant run through the vault and tunnel area west of Kirman Avenue. To allow for construction of the vault and tunnel these lines will need to be temporarily re-routed (see mechanical/plumbing plans). Once connection of the new lines are made at Building 12 these temporary lines will need to be removed along with the remains of the existing lines across Kirman Avenue.
After construction of the proposed infrastructure is completed, removal of the old steam/condensate pipe network will be required (see mechanical/plumbing plans and sheet CS-102 for details on demolition). Removal of these pipes will require removal and replacement of existing infrastructure which includes:
• Concrete (curbs/gutters/sidewalks/valley gutters)
• Roadway asphalt
• Stairwells and railing
• Retaining walls
• Fencing
• Wheel stops
• Landscape planters
• Trees
2 . 4 D e s i g n A n a l y s i s
Construction of the proposed improvements will require a detailed phasing plan both in and out of the public right-of-way. This is driven by two major factors. First, multiple pieces of existing infrastructure (public and private) will need to remain in service during construction. Secondly, after construction of the new lines the old network will need to be demolished. Due to the proximity
February 2025 Page 6 of the old and new lines there are areas of the project that will need to be under construction more than once or remain open for extended periods of time.
Due to the complicated nature of the construction phasing, and the fact that existing access will be affected to allow for construction, contractor will need to work closely with the VA to ensure public and private access are maintained through the duration of the project.

The new utility tunnel will be required to meet VA H-18-8 seismic requirements and PSRDM physical security requirements.
Per VA H-18-8 the utility tunnel will be required to meet the requirements for a “Critical” building for seismic design. The seismic designation of the CUP is based on the highest designation for the buildings it serves. The classification of the building is “Critical” due to the services it provides to the hospital and other “Critical” buildings on campus. Per the PSRDM the CUP will be considered a “Mission Critical” facility.
Per the seismic and physical security requirements the tunnel and vaults will be constructed of precast reinforced concrete. The design of these elements is generally controlled by the physical security requirements.
Due to the tunnel crossing Kirman Avenue the street will need to be excavated and the tunnel constructed. In the interest of speeding construction and reducing costs a pre-cast tunnel and vault system has been selected. The final design of the precast elements will be the responsibility of the general contractor and their precast supplier.
Due to the extensive improvements, buildings, and utilities around the proposed location we anticipate temporary shoring will be necessary to preserve those existing elements. The extents and design of temporary shoring will be the responsibility of the general contractor and their team.
Due to new penetrations in the walls of existing boiler plant and hospital building, reinforced concrete beams will be required to strengthen the existing walls.

Steam production system is located within the boiler plant (Building 8). The system consists of two (2) 500 BHP (boiler horsepower) boilers and one (1) 350 BHP boiler. All three boilers were installed in 1997 and are natural gas fired with backup fuel oil burners. The smaller boiler is typically considered summer boiler which is used to supply steam during summer. In the winter, the two large boilers will operate as lead/lag configuration or stage as required. The smaller boiler is held in reserve for additional use if necessary. The steam pressure supplied by the steam plant is maintained at 120 PSI.
Steam and condensate from the boiler plant is distributed to Building 1 Center Wing and Building
12 via 8” Ø high pressure steam (HPS) pipe and 4” Ø pumped condensate (PC) pipe. The 8” Ø
HPS connects to the common steam header located along the north wall of the boiler plant. The 4”
Ø PC connects to the condensate tank located in the pit at the west wall of the boiler plant. These two pipes cross Kirman Avenue and split into two branches in front of the hospital entrance. One branch consists of 3” Ø HPS and 1-1/2” PC heading to Building 1 C, the other consists of 6” Ø
HPS and 2-1/2” PC heading to Building 12. All the pipes are direct-buried pipes, which are buried approximately 3-5 feet below grade.
There are two access hatches, one at the split and one at building 12 (to access isolation valves).
February 2025 Page 9
The branch serving Building 1 Center Wing enters the building at the pipe fitter shop C0330. From here 3” Ø HPS is distributed to equipment within this room. Condensate from the equipment is pumped back thru 1-1/2” Ø PC.
The branch serving Building 12 enters the building at pipe-basement B0100. From here 6” Ø is distributed to equipment mechanical room. Condensate from the equipment is pumped back thru
2-1/2” Ø PC.
The total capacity of the current boiler plant is 1,350 BHP which can generally generate maximum
39,000 lbs/hr of steam (assuming the boiler efficiency is 82%). In fact, the boiler plant never operates with three boilers at full capacity per information from boiler operator. The boiler log for a week in Jan 2023 shows only two boilers operating below 100% capacity. So, 8” Ø HPS, which is good for up to 39,000 lbs/hr, is sufficient for the facility steam flow.
Boiler log is included in Appendix B.

Chilled water production system is located within the chiller plant (Building 8). The system consists of three (3) 450-ton Trane water-cooled chillers, two (2) 380-ton BAC cooling towers, February 2025 Page 12 and two (2) 435-ton Evapco cooling towers. The condenser water system is not in the scope of the project, so it was not investigated.
The piping system is a primary/secondary arrangement with various tertiary booster pumps located throughout in several buildings. The primary loop consists of three primary pumps and 12” Ø header piping which are dedicated for each chiller. The primary loop is not in the scope of the project, so it was not investigated.
The secondary loop splits into two distinct secondary loops from the chiller header.
Secondary loop 1 consists of three (3) base-mounted pumps located on the mezzanine of chiller plant serving Buildings 1, 1A, 1C, and 6. Two 8” Ø chilled water supply / return (CHWS/R) pipes exit chiller plant from the east wall of the plant and head straight to Building 1 C in a utility tunnel.
This loop and the tunnel were installed around 2010 and are in good condition. They are not included in the scope of work in this project.
Secondary loop 2 consists of two (2) inline pumps located on the ground floor of chiller plan serving Buildings 12, 1D, 1D-MRI, 4, 5, and 10. Two 10” Ø CHWS/R pipes exit chiller plant from the pit at south wall of the chiller plant and head straight to Building 12. The pipes are direct-buried. It is unknown how deep the pipes are. The pipes enter the Building 12 at Pipe-basement
B0100, near location of steam and condensate pipes. According to the Cooling Towers and Chilled
Water Feasibility Study (project 654-11-200 – July 31, 2011) and Facility Chilled Water and Steam
System Study (Project MEG #22005383.00 - October 28, 2022), the total load connected secondary loop 2 is 2,250 gpm. So, the existing 10ӯ CHWS/R would be undersize at full load.
The Cooling Towers and Chilled Water Feasibility Study Report (project 654-11-200 – July 31, 2011) and Facility Chilled Water and Steam System Study (Project MEG #22005383.00 - October

Building 8 central plant has a plumbing gravity drainage system which is utilized for any emergency floor drains serving the new tunnel emergency drainage system.
6 . 3 D e s i g n A p p r o a c h
Two duplex sewage ejectors will be used to pump any emergency floor drain drainage from the tunnel into Building 8 sanitary gravity drainage system. The emergency floor drains do not have any trap primers since trap primers eventually fail and any emergency drainage will be mostly water. The check valves at each duplex ejector discharge will prevent any sewer gases from entering the duplex ejector system basin reducing the risk of any sewer gases entering the tunnel.
The duplex sewage ejectors have 2” forced mains that will combine into a 4” gravity drain that will be connected to the existing 4” sanitary drain just before it exits Building 8, see picture below:
